Ford, Sr. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA 0 -11 Minute No. 512 x £ Washington County Commissioners 0 m Washington, PA, May 18, 1995 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners 0 Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; a Controller Belcastro; Roger Ecker, Assistant County Solicitor; Joe Smydo, Observer -Reporter; Jim Jefferson, WJPA; Kathy Thomas, The Valley Independent; Duane Kavka, Human Services; Lew Villotti, Planning; Terri Anthony and Colleen Martos, Highway Safety; Mr. & Mrs. Greg Trunzo; and Whitney Trunzo, 3rd grade student of South Central Elementary. Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and noted that approval of Minute No. 511 would be held in abeyance. SPECIAL ORDER OF BUSINESS Chairman Petrosky entertained a motion to adopt a Proclamation designating the week of May 22-29, 1995, as "Buckle Up America Week". Moved by Mr. Bassi, seconded by Mr. Ford, adopting the Proclamation as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Terri Anthony of Highway Safety. They also presented promotional items of the Highway Safety Program to Whitney Trunzo, a 3rd grade student of South Central Elementary, who was the winner of the program's coloring contest. CITIZENS' COMMENTS There were no citizens' comments. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval two additional Fiscal Year 1994 /1995 Provider Agreements with the following facilities for the purpose of providing day care services to eligible clients: 1. Judy Pollock, Waynesburg, PA. 2. Sara Jane Greene, Clarksville, PA. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Provider Agreements as per above. Ford, Sr. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval a Medical Assistance Transportation Program (MATP) Amended Pre -Expenditure Plan for fiscal year 1994/95 in the amount of $364,085.00 and a Pre -Expenditure Plan for the Medical Assistance Transportation Program for the upcoming fiscal year (1995/96) in the amount of $367,690.00. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Pre -Expenditure Plans as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the American Red Cross in the amount of $11,900.00 for Mental Health Homeless Supportive Services for the period April 1, 1995 through June 30, 1995. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for two vehicles (twelve passenger vans) through the Section 16 (b)(2) Program. The vehicles will be leased to the Center in the Woods Senior Center and the BBC Adult Day Care. above. Moved by Mr. Bassi, seconded by Mr. Ford, authorizing the Chief Clerk to advertise for bids as per Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Contract with Yeager Transportation, Burgettstown, PA for the purpose of renting six vans for the JTPA Summer Youth Program. This contract will be effective from June 19,1995 through August 25, 1995 at the cost of $200.00 per week, per van, not to exceed $10,000.00. 2. An agreement with Pittsburgh Institute of Aeronautics for the purpose of training one participant in avionics under the SPOC funds. The term of the agreement shall be from May 22,1995, through June 30, 1995, in the amount of $3,264.00. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Contract/Agreement as per above. Chief Clerk presented to the Board for their consideration and approval a contract with DCA in the amount of $250,000.00 for the Northern Washington County Regional Municipal Authority for infrastructure development. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Contract as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Small Projects Permit Application for the Bailey Bridge to be submitted to the Department of Environmental Resources. above. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Small Projects Permit Application as per Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following two Act 147 Grant Applications: 1. Transportation Grant for fiscal year 1995/1996 in the amout of $15,793.60 to be used for radiological training and equipment. This grant covers 100% of cost of the requested training and equipment, with no local match required. 2. Radiation Emergency Response Fund grant request for fiscal year 1995/1996 in the amount of $7,323.15 to be used for communications equipment. This grant covers 100% of cost of requested equipment, with no local match required. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Applications as per above. Chief Clerk presented to the Board for their consideration and approval submission of the Washington County Hazardous Material Emergency Response Preparedness Assessment Update for Calendar Year 1994 to PEMA which covers the County's spending plan for locally collected Act 165 fees. Chief Clerk presented to the Board for their consideration and approval a Resolution approving the Pittsburgh Personnel Association as an association/organization concerned with governmental affairs in accordance with Section 446 of the County Code. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Resolution as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the designation of Friday, May 26, 1995, as Casual Day for Washington County employees. A $5.00 donation will be required to participate and all proceeds will help to support local programs of the Muscular Dystrophy Association. Moved by Mr. Ford, seconded by Mr. Bassi, approving Casual Day as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously.
