Ford, Sr. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA W 0 i� Minute No. 513 Washington County Commissioners Washington PA, June 1, 1995 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; Controller Belcastro; Kathy Emery, County Solicitor; Joe Smydo, Observer -Reporter; Jim Jefferson, WJPA; Kathy Thomas, The Valley Independent; Chris Enzerra, Herald Standard; Christine Veltri, United Cerebral Palsy; Robert Umstead, Redevelopment Authority; Sam Marra, Administration; Dave Suski, Ian Simon, Linda Bell, Geri Barbosky, Myra Bernhart and Bernadette Adams, JTPA; William Polachak, Private Industry Council; and Melanie Thomas -Finney, Planning. Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute Nos. 511 and 512. Moved by Mr. Bassi, seconded by Mr. Ford, that Minute Nos. 511 and 512 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the Proposal for Redevelopment of Disposition Parcel No. 32 in the Southpointe Economic Development Project by CHAMP Investment Limited Partnership and the Redevelopment Contract with said developer. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Resolution as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chairman Petrosky entertained a motion to adopt a Proclamation designating June 16, 1995, as "United Cerebral Palsy Casual Day". Moved by Mr. Bassi, seconded by Mr. Ford, adopting the Proclamation as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Christine Veltri of United Cerebral Palsy. The Commissioners recognized Dave Suski, Director, Linda Bell, Assistant Director, and staff members of the Washington -Greene County JTPA Program for their achievements during the past year. Ford, Sr. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA was noted that the agency is again being honored for outperforming the standards set by the federal government for the Job Training Partnership Act Program. In the most recent program year ('93), WGCJTA exceeded 5 of 6 benchmarks established by the Department of Labor JTPA programs, the SPOC incentive award, the Title III achievement award, and the Summer Youth Service Corps award. Mr. Suski commented that these awards are recognition of a dedicated staff, a supportive Board of Commissioners and Private Industry Council and hard-working participants. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Emery recommended that the bid for Computer Paper be awarded to the following vendors: 1. Scott Electric, Greensburg, PA 2. L&M Products, Pittsburgh, PA. Moved by Mr. Ford, seconded by Mr. Bassi, awarding the bids as per above; these being the lowest responsible bidders. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media three News Releases relative to the following projects: 1. Century Plaza Apartments for the Elderly received the NAHRO Regional Award of Merit in Housing and Community Development. 2. City of Washington Demolition and Site Clearance Project. 3. Deemston Waterline Project. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Agreements with the following agencies to provide homeless assistance services under the 1995 grant from the U.S. Department of Housing and Urban Development. Provision of services will be dependent upon final approval of the grant application from HUD which was previously submitted by the Washington County Redevelopment Authority as part of the consolidated County plan. 1. Community Action Southwest - $21,591.00 - emergency shelter 2. American Red Cross - $30,000.00 - homeless prevention 3. SW PA Human Services - $40,000.00 - bridge housing - $32,992.00 - emergency shelter (Mon Valley) - $35,000.00 - emergency family shelter 4. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Engineering Agreement with McDonald Associates Engineering of Charleroi, Pennsylvania, relative to the Amos Bridge Project. The Addendum increases the total contract by $3,775.00 which is for additional engineering services necessitated by PennDOT's reversed decision to approve the road profile alignment to meet AASHTO criteria. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Addendum as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation from the Solicitor and the Director of Revenue to authorize payment to the firm of Peacock Keller Ecker & Crothers the amount of $359.27 which represents the County's proportionate share of costs for the expert witness services of Daniel C. Smith relative to the Washington Trust Building/Washington Parking Garage Assessment Appeal. Moved by Mi. Bassi, seconded by Mr. Ford, approving the payment as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution approving the American Association of Law Libraries as an association/organization concerned with governmental affairs in accordance with Section 446 of the County Code. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Resolution as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Modification to Title III Agreement #1128-94 with Pittsburgh Beauty Academy for the purpose of adding $242.00 to cover the cost of supplies not previously anticipated. The amount of the Agreement is $6,242.00. 2. Agreement with McKeesport YMCA for the purpose of providing wilderness training to 40 Summer Youth participants. Chief Clerk presented to the Board for their consideration and approval consent and authorization for the Washington -Greene County Job Training Agency to proceed with incorporation as a non-profit organization subject to approval by the Greene County Board of Commissioners and any approval that may be required by Federal regulatory agencies. Moved by Mr. Ford, seconded by Mr. Bassi, consenting and authorizing the Washington -Greene County Job Training Agency to proceed with incorporation as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Agreements in connection with the WGCJTA's incorporation. The terms of the Agreements will be from June 1 to June 30, 1995. 1. Agreement with John S. Milinovich and Associates for consulting services in connection with establishing a financial accounting system and related fiscal matters at an amount not to exceed $5,000.00. 2. Agreement with Automatic Data Processing (ADP) for payroll services at an amount not to exceed $2,500.00. Moved by Mr. Ford, seconded by Mr. Bassi, approving the two Agreements as per above. Chief Clerk presented to the Board for their consideration and approval renewal of the Contract with Pentamation of Bethlehem, Pennsylvania, for Application Software Maintenance for the period of June 1, 1995 through May 31, 1996, at a cost of $10,597.39 which represents an increase of 8.5% from last year. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Contract as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Amendment to the existing microfilm Contract with National Underground Storage, Inc., of Boyers, Pennsylvania, which provides for aperture card storage in addition to the microfilm storage for the Recorder of Deeds office. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with Peno's Enterprises, Inc., for office space for District Justice Amati. This is a two (2) year Agreement effective June 1, 1995 through May 31, 1997, at the rental rate $1,050.00/month for the first year and $1,100.00/month for the second year. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Lease Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with Alexander C. Speyer, Jr. for office space for District Justice Pozonsky. The Lease Agreement is effective for the period of June 1, 1995 through December 31, 2010, at the rental rate of $675.00/month for the period of June 1, 1995 through December 31, 1995; $825.00/month for the period of January 1, 1996 through December 31, 2000. The rental rates for the periods of January 1, 2001 to December 31, 2005 and January 1, 2006 to December 31, 2010 will be at the base monthly rate plus cost -of -living increases. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Ann Pozonsky for the provision of janitorial services at District Justice Pozonsky's office. The Addendum provides for an increase from $130.00/month to $150.00/month, effective June 1, 1995. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Addendum as per above. Chief Clerk presented to the Board for their consideration and approval revised rates for Blue Cross/Blue Shield coverage for calendar year 1995 for County officials and employees. The revised rates reflect an approximate $2.00 decrease. Moved by Mr. Bassi, seconded by Mr. Ford, approving the revised Blue Cross/Blue Shield rates as per above.
