Washington PA, June 15, 1995
The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II;
Controller Belcastro; Kathy Emery, County Solicitor; Joe Smydo, Observer -Reporter; Jim Jefferson,
WJPA; Kathy Thomas, The Valley Independent; Chris Enzerra, Herald Standard; Dave Suski, JTPA; Dick
Cibella, Employee Relations; and Diana Irey, Republican Commissioner -Nominee.
Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and entertained a motion
to approve Minute No. 513.
Moved by Mr. Bassi, seconded by Mr. Ford, that Minute No. 513 be approved as written.

Community Action Southwest, Inc., for which the County intends to lease eleven (11) apartment units from
CAS for the purpose of operating its Bridge Housing Program for a 5-year period from July 1,1995 through
June 30, 2000, at a cost of $30,000.00 annually to be paid in monthly installments of $2,500.00; also, an
'Agreement with SWPA Human Services, Inc., for the SPHS to manage all aspects of the Bridge Housing
Program.

Chief Clerk presented to the Board for their consideration and approval the following items relative
to District Justices:
1. Authorization to solicit proposals for office space for District Justice Ellis in McMurray,
Pennsylvania. The current lease expires June,1996. The present office space is approximately
1,200 square feet which is not adequate and the proposals would be for 1,500 to 2,000 square feet.
2. Renewal of a Lease Agreement with Mail Building, Inc., for office space for District Justice
Celaschi in Charleroi, Pennsylvania, effective July 1, 1995, for a period of fifteen (15) years with
(3) five-year renewal options.

Computing Services Agreement with GTE Data Services, Inc., for the Court Information System which
extends the existing agreement for a period of three years to January 9,1999.

Chief Clerk presented to the Board for their consideration and approval the ratification of a Grant
Application for the School -Based Probation Grant which was submitted to PCCD on June 8, 1995. This
grant is a $76,943.00 yearly award given for three years, but renewable each year. The County/School
Districts cash match is subdivided as follows: 25% (first year), 50% (second year), 75% (third year) and 100%
thereafter. The project will provide juvenile probation services to clients who are students of the
Washington and Canon -McMillan School Districts and the Alternative School and will serve approximately
140 youth per year.

Agreement with the Children's Dignity Project for filming that occurred on June 6,1995, at the Washington

which revises the policy that the Board adopted on March 9, 1995. The revised policy confirms the original
intent of the policy which was to apply to buildings only and not to open spaces such as the County Parks.
