Ford, Sr. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Minute No. 515 Washington County Commissioners Washington PA, July 13, 1995 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Bassi. Absent being: Commissioner Ford who was on vacation. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; Controller Belcastro; Kathy Emery, County Solicitor; David Martino, Executive Secretary to Commissioner Ford; Floyd Laubham, Planning; Robert Umstead, Redevelopment Authority; Launa Haney Post, Conservation District, Donna Lee Stone, Team Advisor, and Team Members of the California High School Envirothon Team; Joe Smydo, Observer -Reporter; Jim Jefferson, WJPA; Kathy Thomas, The Valley Independent; Chris Enzerra, Herald Standard; and Diana Irey, Republican Commissioner -Nominee. Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 514. Moved by Mr. Bassi, seconded by Mr. Petrosky, that Minute No. 514 be approved as written. Roll call vote taken: Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their consideration and approval a Resolution authorizing the filing of an Application for Funds with the Pennsylvania Department of Community Affairs in connection with the County -Wide Homeowners Rehabilitation Project and entering into a Cooperation Agreement with the Redevelopment Authority. Moved by Mr. Bassi, seconded by Mr. Petrosky, approving the Resolution as per above. Roll call vote taken: Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Ford, Sr. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA The Commissioners presented the California High School Envirothon Team Members, consisting of � Michael Westcoat, Jeffrey Westcoat, Tara Washlack, Chris Dixon and Michael Nielsen, and their advisor, e Donna Lee Stone, with Certificates for their participation in the twelfth annual Pennsylvania State 0 LL mEnvirothon held on June 23-24, 1995, at Bald Eagle State Park in Center County where they captured the Southeast Region Award. The Century Plaza Apartments for the Elderly Project located on West Chestnut Street in North Franklin Township received a Certificate of Commendation in the 1995 Excellence in Affordable Housing Awards competition. 2. Graziani Construction, Inc., of New Castle, Pennsylvania, was awarded the contract for the Technology Drive/Progress Drive Improvements Project located in Southpointe. These would include changes of reimbursement rates or service days which may occur during FY95/96 for various reasons (i.e., changes in DPW regulations and/or changes with the providers themselves such as additional service sites or type of child care offered). Chief Clerk presented to the Board for their consideration and approval recommended changes in reimbursement and services to Children and Youth Foster Care Homes, effective July 1,1995. The Commissioners commented that they intend to be more aggressive in recruiting foster parents which would be not only beneficial financially to the County (i.e., reduce placement costs) but, more importantly, beneficial for children. Chief Clerk presented to the Board for their consideration and approval participation of the Washington County Children and Youth Social Service Agency in the Child Welfare Education for Leadership Program (CWEL) which is available to employees of Children and Youth through the University of Pittsburgh Graduate School of Social Work. The cost of the program will be borne 100% by Title IV-E Training Funds. Chief Clerk presented to the Board for their consideration and approval a revised Lease Agreement with the Borough of Bentleyville for space for the Senior Citizens Center which increases the monthly rent by $150.00, effective July 1, 1995. The increased cost will be borne by the Bentleyville Senior Citizens ($50.00) and the SWPAAA ($100.00). The total amount is $1,515,989 with SWPAAA's share being $805,994 and the County's share being $709,995. This Annual Agreement Renewal also includes an in -home portion for attendant care, personal care and home support services which will be reimbursed on a fee -for -service basis. above. Solicit proposals to perform an industrial appraisal of all county properties to be used for insurance valuation and fixed asset statistics 2. Advertise for bids for the T-Hangar Replacement Project at the County Airport 3. Advertise for bids for a maximum of eleven (11) high band 8-channel programmable portable radios and high band mobile radios for the Sheriff's Office. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with the Federal Aviation Administration (FAA) whereby the FAA will install a Visual Approach Slope Indicator (VASI) guidance system for Runway 27 at the Washington County Airport. This Lease Agreement will be on a year-to-year basis, but will not extend beyond September 30, 2010. The FAA will be responsible for all installation and maintenance costs.
