Ford, Sr. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Minute No. 516 Washington County Commissioners Washington PA, July 27, 1995 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; Controller Belcastro; Kathy Emery, County Solicitor; Brian Bark and David Smith, 911; Floyd Laubham, Planning; Sam Marra, Administration; Joe Smydo, Observer Reporter; Kathy Thomas, The Valley Independent; Chris Enzerra, Herald Standard; Jim Jefferson, WJPA; Colleen Murphy Arnowitz, Prothontary; Judge Bell; Chris Brady, Court Administrator; Tim Harrison, Juvenile Probation; Dick Cibella, and Janice Urban, Employee Relations; Darlene Bigler, Executive Director, Community Action Southwest; Martha Crouse, Director of Food and Nutrition, Community Action Southwest; Doloris Platter, Unit Manager, O/B Department, Mon Valley Hospital; Joseph DeSalvio, Mayor of West Brownsville; Lawrence Beck, West Brownsville Firefighter; and Tasha Walden and Mary Walden. Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 515. Moved by Mr. Bassi, seconded by Mr. Petrosky, that Minute No. 515 be approved as written. Roll call vote taken: Mr. Ford - Abstained (due to the fact that he was not present at the meeting); Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried. SPECIAL ORDER OF BUSINESS The Commissioners presented a Certificate of Recognition to Tasha Walden of Washington, - Pennsylvania, commending her for her bravery and heroic action in rescuing a young boy (Diontae Walker) from being mauled by a pit bull dog on June 14,1995. The Commissioners presented a Proclamation to Darlene Bigler, Executive Director of Community Action Southwest, designating the week of August 1-7,1995, as "World Breastfeeding Week". CITIZENS' COMMENTS West Brownsville Mayor Joseph DeSalvo and Lawrence Beck of the, West Brownsville Fire Department expressed their concerns to the Commissioners relative to inadequate radio communications between 911 and the West Brownsville area. Mr. Beck complained that firefighters cannnot hear transmissions from the dispatchers. Mayor DeSalvo stated that he feels the County is dragging its feet on purchasing a base station for the West Brownsville area. Chairman Petrosky responded that the Board is aware of these problems and is in the process of Metro Petrosky, Jr. Melvin B. Bassi Joseph A. He noted that the County will be opening bids for new communications equipment on August 24th which includes a base station to serve the West Brownsville area. The equipment is scheduled E to be installed within ninety days of the bid award. 0 m OLD BUSINESS Solicitor Emery recommended that the bid for Meat be awarded to the following vendors for the per 4) a Eur_it costs submitted in their bid proposals: 1) Green Valley Packing Company, Claysville, PA 2) Kraft/Behrhorst, Bridgeville, PA ° 3) Shane Meat Company, Kennett Square, PA Moved by Mr. Ford, seconded by Mr. Bassi, awarding the bid as per above, these being the lowest and most responsible bidders. Solicitor Emery recommended that the bid for Law Enforcement Uniforms be awarded to Petrocelli's Uniforms, Inc., as follows, this being the lowest bid in total for all departments. Solicitor Emery recommended that the bid for Kitchen and Housekeeping Supplies continue to be tabled for review. Ford, Sr. -MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA NEW BUSINESS Chief Clerk presented to the Board for their -consideration and approval an Agreement between the Washington -Greene County Drug & Alcohol Planning Commission and the County of Erie which acts as the administrative hub for Act 152 funding for this region. The Agreement is in the maximum amount of $955,087.00 for FY95/96. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Request for Waiver of Regulation to be submitted to the Pennsylvania Department of Public Welfare for the Children and Youth Program for FY95/96. This Waiver of Regulation addresses the issues of (a) 1/30 case management ratio; (b) development of family service plans and service plan updates through Purchase of Service Contracts with Try -Again Homes and Catholic Charities; and (c) provision of social services to status offender population through Purchase of Service Contracts with Try -Again Homes and Catholic Charities. Moved by Mr. Bassi, seconded by Mr. Ford, approving submission of the Request for Waiver of Regulation as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Inventory and Inspection Reimbursement Agreement for Federal Aid Highway Projects with the Pennsylvania Department of Transportation which provides for reimbursement from the State to the County the maximum amount of $116,000.00 (80%) for the Bridge Inventory and Inspection Program which is estimated to cost $145,000.00. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Inventory and Inspection Reimbursement Agreement with the Pennsylvania Department of Transportation as per above and that the County of Washington has the funds and will make them available for its share of the project costs ($29,000.00 or 20%); said motion also authorizes the Chairman of the Board to execute the Agreement and the Chief Clerk to attest the same. Chief Clerk presented to the Board for their consideration and approval an Engineering Agreement with Monaloh Basin Engineers which provides for the inspection and inventory of 125 bridges for an amount not to exceed $149,028.30 of which 80% will be a federal match and 20% will be a local match (to be paid out of Liquid Fuel Funds). Chief Clerk presented to the Board for their consideration and approval an Agreement with Donegal Township whereby the County assumes ownership and responsibility of the May Covered Bridge. Moved by Mr. Bassi; seconded by Mr. Ford, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr, Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Amendment to the, Engineering Agreement with Baker Engineers for the Washington County Airport Project. The Amendment adjusts the maximum hourly rate to $35.00 per hour which was a requirement by PennDOT. Therefore, the maximum amount of compensation for the A/E services is reduced from $62,192.00 to $62,113.00. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Amendment to the Engineering Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Moved by Mr. Bassi, seconded by Mr. Ford, approving the appointment/reappointment as per above. Chief Clerk presented to the Board for their consideration and approval a recommendation from the Director of Employee Relations to authorize renewal of the Worker's Compensation Insurance Policy with Liberty Mutual, effective August 1,1995. The estimated standard deductible premium is $274,269.00 which represents an increase of $2,444.00 over last year's premium due to an increase in County payroll and number of personnel. Moved by Mr. Ford, seconded by Mr. Bassi, authorizing renewal of the Worker's Compensation Insurance Policy as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement Renewal with Cellular One for air time for cellular phones for an additional two (2) year period. The purpose of the two- year renewal is to reduce the monthly cost by $5.00 for each number (from $15.95/month to $10.95/month). Moved by Mr. Bassi, seconded by Mr. Ford, approving the Agreement Renewal as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval an extension of the produce bid awards with Albano's Grocery and Monteverde's on a month -to -month basis. Moved by Mr. Ford, seconded by Mr. Bassi, approving the produce bid award extension as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Agway Petroleum Corporation for the purchase of propane and installation of related tanks which will be for backup electrical power at the Scenery Hill and Mt. Wheeler sites for operation of the 9-1-1 Center. The annual cost should not exceed $2,000.00 unless extensive power failures occur. Chief Clerk presented to the Board for their consideration and approval a request for reimbursement of burial expenses of an indigent county resident (Denver Davis) from the Sollon Funeral Home. Moved by Mr. Bassi, seconded by Mr. Ford, approving the payment of burial reimbursement in the amount of $300.00 to the Sollon Funeral Home as per above; this action being in accordance with Section 2166 of The County Code. Chief Clerk presented to the Board for their consideration and approval an Agreement with the American Jail Association for a training program entitled "Training for Trainers in Interpersonal Communication Skills" that will assist the County in meeting the required training needs for transition into a new direct supervision facility. The cost of the training will be $3,690.00. Chairman Petrosky noted that this training program is supported by Warden Pelzer as well as the Jail Consultants.
