FORD, COMMISSIONERS Minute No. 473 Washington County Commissioners Washington, PA, December 16,1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Linda Hands, Clerk -Steno II; Controller Belcastro; Duane Kavka, Director of Human Services; Brian Bark, 911 Coordinator; Roland Bourke, Executive Director, Redevelopment Authority; Marlene Luketich Kochis, Assistant Director of Planning; Launa Haney Post, Conservation District; Barbara Webb of the Southwestern Pennsylvania Energy Center; Pete Overcashier, Manager, Peters Township Public Works Department; Floyd Laubham, Planning Commission; Linda Ritzer, Observer -Reporter; Jim Jefferson, WJPA; and Kathy Thomas, Riverview Weekly. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 472. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 472 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution authorizing the submission of the Comprehensive Housing Affordability Strategy (CHAS) for federal FY94-98 to the U.S. Department of Housing and Urban Development. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented Certificates of Appreciation to Barbara Webb of the Southwestern Pennsylvania Energy Center, Launa Haney Post, Conservation District, and Pete Overcashier, Manager, Peters Township Public Works Department, for their volunteer efforts in the Washington/Allegheny Counties Joint Newspaper and Magazine recycling drive which was held on December 4 at three locations (Peters Township, Washington Mall and Bentleyville Truck Stop.) (Bill Weyers, owner of the Bentleyville Truck Stop, was not able to attend the meeting to accept his certificate). There were no citizens' comments. z b OLD BUSINESS U- 2 Solicitor Bassi recommended that the bids for Linen Supplies for the period of January 1,1994 C m through December 31,1994, be awarded to the following vendors for the per unit costs submitted in their E cc bid proposals: a ATD American, Wyncote, PA Liberty Textile, Cleveland, OH is Medipant, Patton, PA Randolph Medical, Monroeville, PA Standard Textile, Pittsburgh, PA Textile Sales, Baltimore, MD Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above; these being the lowest "per unit cost" bids received in accordance with specifications. REMARKS: It was noted that all items were awarded to the low bidder, except Item #3, towels; Item #7, Thermal Spreads; and Item #11, Laundry Bags. Solicitor Bassi recommended that the bids for Laundry Supplies for the period of January 1,1994 through December 31,1994, be awarded as follows: List I - Liauids with Disvenser Award in total to second low bidder, Gurtler Chemicals, South Holland, Illinois. Low -bidder, Burns Chemical, did not meet the specifications. List II - Powdered Laundry Suvvlies ® Award to the lowest per unit cost bidders as follows: Detergent - Jack Frye, Clairton, PA Bleach - Burns Chemical, Export, PA Spot Remover - Gurtler Chemicals, South Holland, Illinois Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids as per above. Solicitor Bassi recommended that the bids for Disposable Briefs, Underpads and Washcloths for the period of January 1,1994 through December 31,1994, be awarded as follows: UnderDads Award to Gatti Medical Supply, Indiana, PA - third lowest. Low bidder, Randolph Medical, not acceptable, not absorbent. FORD, COMMISSIONERS Dispsosable Washcloths Award to Marstan Industries, Philadelphia, PA - second lowest. Low bidder, Randolph Medical, not acceptable, pulls apart, not strong and too small. Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above. REMARKS: It was noted that the disposable briefs will not be awarded on this bid. The Health Center will purchase these on State Contract as it is a better product for a comparable cost. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Fifteen (15) Used Duplicating Machines be awarded as 0 follows: Machine I - Xerox Corporation. Pittsburgh, PA - Low Bidder (11 - District Justices, 1 JTPA) Xerox 5312TCS, exceeds specifications,1993 model machine with Xerox Total Satisfaction Guarantee or replace machines. Three year contract at $.023 per copy which includes equipment, maintenance and all supplies (except paper) for an estimated total of $276.00 per year x three years = $828.00 for three years per machine. (American Made) This is for twelve machines. Eleven machines located in District Justice offices throughout Washington County and one in the Waynesburg JTPA Office. Machine II - Comdoc Office Svstems, Brideeville, PA - Low Bidder (Divorce Office) Harris/3M - Lanier 6020AG, Purchase of in -place equipment. Machine $403.00 + Coin Op Attachment $1,200.00 = $1,603.00. Maintenance approximately $588.00 for the first year based on current volume. Total maintenance for three years based on current costs = $1,764.00. Approximate total cost of machine after three years = $3,367.00 (life of machine is four years). Machine III - Xerox Corporation, Pittsburgh. PA - Low Bidder (District Justice Spence) Xerox 5028ZTAS, exceeds specifications,1993 Model machine with Xerox Total Satisfaction Guarantee or replace machine. Three year contract at $.023 per copy which includes equipment, maintenance and all supplies (except paper) for an estimated total of $690.00 per year x three years = $2,070.00 for three years plus $21.00/per month for sorter = $2,826.00 for three years. (American Made) Machine IV - Xerox Corporation, Pittsburgh, PA - Low Bidder (Personnel) Xerox 5034ZTA with automatic auditron, exceeds specifications, new, remanufactured or used machine with Xerox Total Satisfaction Guarantee or replacement of machine. Three year contract at $.023 per copy which includes equipment, maintenance and all supplies (except paper) for an estimated total of $1,242.00 per year x three years = $3,726.00 for three years. 0 Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above. Western Center Sulf-X Remediation Phase II Project 2. Bassett Alley Storm Sewer Improvements Project and Catfish Alley (Weaver Alley) m Retaining Wall Project - City of Washington CD NEW BUSINESS Q Chief Clerk presented to the Board for their consideration and approval an Agreement between Children and Youth Social Service Agency and the Washington -Greene Drug and Alcohol Planning Commission to provide drug and alcohol services to needy clients. Funding for this Agreement is through a 9 Pennfree grant of $42,000.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above. Chief Clerk presented to the Board for their consideration and approval a Children and Youth Contract Addendum with Abraxas, Inc., for the provision of placement services. This Addendum increases the Contract Authorization Amount from $100,000.00 to $120,000.00 for FY92/93. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum as per above. Chief Clerk presented to the Board for their consideration and approval a Children and Youth Contract Addendum with William A. Mitchell, Esquire, for the provision of legal services. This Addendum provides for an increase for calendar year 1993 of $12,000.00 (from $35,000.00 to $47AW.00) to cover additional Is services that were required due to hearings and legal work. Chief Clerk presented to the Board for their consideration and approval relative to the Washington County Health Center two (2) Contract Addendums with Diversified Health Services (DHS) as follows: 1. Chief Clerk presented to the Board for their consideration and approval the following applications for allocations of County Liquid Fuel Tax Funds: 1. Application in the amount of $5,000.00 from North Charleroi Borough for general road maintenance 0 2. Applications for the County to encumber the following amounts: $50,000.00 - Burgettstown Bridge #23, Raccoon Creek -Bridge Rehabilitation $50,000.00 - Cross Creek Park Road Rehabilitation $40,000.00 - Wright Bridge #22, Pigeon Creek Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Applications as per above. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement between Washington County and North Bethlehem Township for the erection of a radio tower and antennae for the 911 operations. The County will pay a rent sum of $1.00 per year and will be responsible for the installation of exterior light fixtures and lamps. Chief Clerk presented to the Board for their consideration and approval relative to 911 an Application to be submitted to the Pennsylvania Department of Health, through the Emergency Medical Services Institute, for the FY94195 EMS Communications Grant for the purchase of communications equipment at a total cost of $281,000.00 with forty (40%) percent County match of $112,400.00 and the remaining $168,600.00 would come from the State. Chief Clerk presented to the Board for their consideration and approval an Agreement with Cellular One for the purpose of providing air time for a cellular phone for the new EMA vehicle. The base monthly rate is $15.95 plus $.36 per minute peak time and $.16 off peak. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above and authorizing the Chairman of the Board to so execute.
