Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Linda Hands, Clerk -Steno II; Controller Belcastro; Brandy Tomor, PA SADD Student of the Year; Joni Tomor, Brandy Tomor's mother; Linda Anthony, Brandy Tomor's aunt; Chief James Horvath, Chartiers Township Police Department; Charles Geho of Integra Bank South; Chartiers-Houston High School SADD Officers; Terri Bartosh and Colleen Martos of the Highway Safety Program; Dr. Robert Dell, Principal of Chartiers-Houston High School; Attorney Robert L. Ceisler; Don Casson of Donora; Amy Cicci, 1993 Miss Pennsylvania Queen of Charity; and contestants for the 1994 Miss Pennsylvania Queen of Charity; Floyd Laubham, Planning Commission; Linda Ritzer, Observer -Reporter; Jim Jefferson, WJPA; and Chris Enzerra, Herald -Standard. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 474. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 474 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a plaque to Brandy Tomor, a senior at Chartiers-Houston High School, for being named as the PA SADD Student of the Year for her efforts to prevent drinking and driving among students. Mr. Charles Geho of Integra Bank South presented her with a savings bond. The Commissioners presented Certificates to the following contestants of the 1994 Miss Pennsylvania 0 Queen of Charity Contest: Tiffany Forlai, Catherine E. Ellis, Bridget Ross, Rebecca Breakwell, Cory Komperda, Amanda Walch, Charity Chilzer, Jamie Winans, Holly Hruby, Jodi Wade, Heather Hogan, Joanna Dragan, Rochelle Latkanich, Nicole Roessle, and also recognized Amy Cicci, the 1993 Queen. CITIZENS' COMMENTS Attorney Robert Ceisler thanked the Commissioners for the letter that they sent to him in recognition of his retirement. OLD BUSINESS Solicitor Bassi recommended that the bids for Printed Forms continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Ford, to continue to table the bids as per above. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Agreements with the following providers for the LMA Day Care Program for FY93/94: Louise Child Care McKeesport, PA Bottles and Blocks Learning Center McMurray, PA Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreements as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Children and Youth Purchase of Service Agreement with Susan M. Chadwick for the provision of group counseling services in the maximum amount of $2,500.00 for FY93/94. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Purchase of Service Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Amendment to the FY92/95 Agreement with the Pennsylvania Department of Health and the Washington -Greene Drug and Alcohol Planning Commission which merely reflects language changes but no changes in the dollar amounts. above. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Amendment to the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval submission of a Grant Application to the U.S. Department of Housing and Urban Development for an Innovative Homeless Initiatives Demonstration Program in Washington County. The program would be for an eighteen -month period in the amount of $240,000.00, which is all Federal funds (no County match required). Chief Clerk presented to the Board for their consideration and approval a Proposal for Pharmacy Services at the Washington County Health Center submitted by the Medical Arts Pharmacy of Greensburg, Pennsylvania, for a one-year period, effective February 1,1994, with renewal options. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Proposal as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Extension to the Agreement with Engineered Communications for technical consultation services related to the Enhanced 911 Program. These services would be used on an as -needed basis for the period of November 1,1993 to April 1, 1996, at a cost not to exceed $40,000.00. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Extension to the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following JTPA items: 1. Extension of current Lease Agreement with the Millcraft Center as a month - to -month agreement ending February 28,1994. This space is needed until the Resource Center space is available. 2.
