FORD, COMMISSIONERS Minute No. 477 Washington County Commissioners Washington, PA, February 10, 1994 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Kathy Emery, Assistant Solicitor/Employee Relations Director; Linda Hands, Clerk -Steno II; Controller Belcastro; Bracken Burns, Director of Emergency Services; Lew Villotti and Floyd Laubham, Planning Commission; Jim Henry, Director of Children and Youth; Kathy McCullough -Testa, Recorder of Deeds; Bonnie Pattison-Lynch, Deputy Recorder of Deeds; Vicki Bryan, Superintendent of Recreation; Mathcounts coaches and winners; Terri Bartosh and Colleen Martos of Highway Safety Program; Mark Dorsey, Police Chief of McDonald; Dennis Mendicino, Police Chief of Monongahela and Police Officer Taylor; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; and Joe Smydo, Observer -Reporter. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 476. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 476 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Mascara entertained a motion to adopt a Proclamation designating the week of February 13-19, 1994, as "Child Passenger Safety Awareness Week." Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Terri Bartosh, Coordinator of the Highway Safety Program. She outlined the activities scheduled for Child Passenger Safety Awareness Week and noted that the McDonald Police Department and the Monongahela Police Department will be participating in activities. Chairman Mascara entertained a motion to adopt a Proclamation designating the week of February 13-19,1994, as "Mathcounts Week." Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. 0 Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. FORD, COMMISSIONERS The Commissioners presented the Proclamation to Vicki Bryan who accepted it on behalf of her ® husband, Pat Bryan, Chapter Coordinator, who was unable to attend the meeting. Also, certificates were Ir 0 presented to the coaches, and Jeff 'Florian, Jeff Kotz, Peggy Fidelman and Nichole Dunn, competition U 1 C winners. The winning school was Peters Township Middle School. M (The meeting recessed briefly for the purpose of taking pictures.) v E CC (Kathy Thomas of The Valley Independent entered the meeting). a Bracken Burns, Director of Emergency Services, reported to the Board on the flooding conditions forecasted for the Mon River which was to crest this morning at 8:00 a.m. He stated that the river did crest at Charleroi Lock No. 4 at 35.3 & this morning at 7:00 a.m. He stated that the initial reports that he received from the communities in the Mon Valley are very good. There has been some basement flooding and some streets closed to flooding, but no significant losses. Mr. Burns also reported on the results of the snow survey that his office has been conducting on behalf of the County Commissioners and also the Pennsylvania Emergency Management Agency to attempt to seek federal and state financial relief for the communities of Washington County. The latest report indicates that the cost for the month of January from January 4th to January 31st for the municipalities of Washington County was $1,798,878.00, which is a very significant chunk to take out of municipal budgets this early in the year. Chairman Mascara noted that a meeting is still being planned for sometime in early March among the Commissioners, State Legislators, PEMA and officials from 911, EMA, fire, police, ambulance and municipalities for the purpose of determining how everyone can improve on the management of future emergencies. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the bids for Election Supplies for the period of February 10,1994 through December 31,1994, be awarded to the following vendors: Badzik Printing Company, Donora, PA Business Records Corporation, St. Cloud, MN William Penn Printing, Pittsburgh, PA Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above; these being the lowest bids received in accordance with specifications. ® REMARKS: It was noted that certain items need to be rebid as no bids were received. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 334 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR , JOSEPH A FORD, COMMISSIONERS Solicitor Bassi recommended that the bid for a 1994 Van for the Jail be awarded to Budd Baer of Washington, Pennsylvania, in the amount of $16,933.00. Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the lowest bid in accordance with specifications. Roll call vote taken: Mr. Ford - No; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with the 0 following provider for the LMA Day Care Program for FY93/94: Mary Jo Gregg Washington, PA Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with Nelle A. McClellan of Claysville, Pennsylvania, for the senior citizens center. This Agreement is for a three- year period. The rent will be as follows: January 1, 1994 through June 30, 1994 $150.00 per month July 1,1994 through June 30, 1995 $225.00 per month July 1,1995 through June 30, 1996 $200.00 per month Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Lease Agreement as per above. Chief Clerk presented to the Board for their consideration and approval submission of a Grant Application to the U.S. Department of Housing and Urban Development for the FY94196 Emergency Shelter Grant Program. The County's allocation for FY94195 is $156,000.00, which represents an increase of approximately $67AW.00 over the previous year. Moved by Mr. Petrosky, seconded by Mr. Ford, approving submission of the Grant Application as per above and authorizing the Chairman of the Board to so execute. Motion carried unanimously. a Chief Clerk presented to the Board for their consideration and approval a Resolution to close out the ® DCA Grant in connection with the Henry House Feasibility Study. The Resolution certifies that: 1. The project was completed in accordance with the Grant Contract. 2. All project expenditures have been made and were in accordance with the Grant Contract. 3. The study report and related materials (if any) are acceptable to the municipality. 4. The municipality will use the study to guide future recreation, park and open space development, operations and maintenance. Chief Clerk presented to the Board for their consideration and approval an Application to Encumber Liquid Fuels Tax Funds in the amount of $20,000.00 for rehabilitation of 8AW feet of County -owned road in Mingo Creek County Park. It was noted that this application increases the total encumbrance from $60AN to $80,000. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Application as per above. Chief Clerk presented to the Board for their consideration and approval the following JTPA item: 1. Title II -A Agreement with Douglas School of Business for the provision of training one participant in Medical Business Administration. The contract total for this training is $4,434.00 and the term of the agreement shall be from February 11,1994 through June 30,1994. FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval a request from the Clerk of Courts to authorize an Extension to the Contract with the Collection Service Center, Inc., which collects delinquent accounts. This Contract will be extended on a month -to -month basis, effective February 1,1994. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Extension to the Contract as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of a 1968 Jeep which is classified as surplus personal property. The sole value is estimated to be more than $200.00. It was noted that the first set of proposals had to be rejected due to an error in the model year which had been advertised as a 1946 Jeep. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Service Agreement with BFI Medical Waste Systems of Carnegie, Pennsylvania, for the purpose of disposing of all medical waste from the Jail. The agreement consists of a once -a -month pickup at $35.00 per small box for the treatment and disposal of infectious materials. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Service Agreement as per above and authorizing the Chairman of the Board to so execute. Rubin Sabatine, Purchasing Agent, and Nancy Bielawski, Contract & Communications Manager, to attend a Contracting Opportunities Workshop at the Holiday Inn, Meadowlands, on May 25,1994 (0) 3. Christine L. Brady, Geraldine DeLegge, Sally Michalski and Lisa Wood to attend a workshop entitled "How To Handle Difficult People" in Pittsburgh, Pa., on April 8,1994 (0) 4. Darlene Stranko of Clerk of Courts to attend a seminar on "How To Improve Your Collection Techniques" in Pittsburgh, Pa., on February 17,1994 (0) 5. J. York for appraisal services in connection with the tax appeal of James Gregorakis at a cost of $3,000.00 and the sum of $75.00 per hour for court purposes, including appearances, preparation and testimony. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously.
