Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 478. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 478 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the County's Fiscal Year 1994 HOME Investment Partnership Program and authorizing submission of the application to HUD. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. (Jim Jefferson of WJPA and Kathy Thomas of The Valley Independent entered the meeting.) Chairman Mascara entertained a motion to adopt a Proclamation designating the month of March, 1994, as "Carrier Alert Month." Motion carried unanimously. C m The Commissioners presented the Proclamation to Nancy Cheskey and Dan Bishop, Facilitators for E cc Employee Involvement of the U. S. Postal Services. a Dave Suski, JTPA Director, informed the Board that once again the Washington -Greene County Job C. Training Agency has been honored by the Pennsylvania Department of Labor and Industry for exceeding the federally established JTPA benchmarks. The Agency exceeded eight of the nine standards during the period of July 1,1992 through June 30,1993, which included recognition for exceeding five of the six Title IIA Adult and Youth Program benchmarks, the one Title III Dislocated Workers standard as well as two for the Single Point of Contact Program. Mr. Suski noted that in the near future, DOL will announce the amount of the incentive allocation which WGCJTA will receive for exceeding these benchmarks. (The meeting recessed briefly for the purpose of taking pictures.) CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the bid for Three Ramped Mini -Vans for Human Services be awarded to R & S Transportation Services, Inc., of Freedom, Pennsylvania, in the total amount of $81,936.00 ($27,312.00 per van.) Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. 9 Motion carried unanimously. Solicitor Bassi recommended that the bid for Election Supplies (rebid) be awarded to Moore Business Forms, of Pittsburgh, Pennsylvania, in the amount of $25.05 per thousand for voter certificates (approximate 215,000 x $25.05/m = $5,385.75). Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above; this being the only bid received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Medical Supplies continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Ford, to continue to table the bids as per above. The insurance policy is effective March 1, 1994 through March 1,1995, and is for Property, General Liability, Automobile and Umbrella coverage. Chief Clerk presented to the Board for their consideration and approval a three-year Lease Agreement with East Beau Building, Inc., of Washington, Pennsylvania, at a cost of $2.50 per square foot (for a total of 10,285 square feet) for the purpose of record retention. The annual rental cost would be $25,712.50 or $2,142.71 per month. The lease will be effective in approximately sixty (60) days. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Domestic Relations Agreement with Gary Gilman, Esquire, which increases the work hours by an additional eight (8) hours per week and increases the compensation from $18,000.00 to $25,000.00 per year, effective April 1,1994. Chief Clerk presented to the Board for their consideration and approval an Amendment to the Working Agreement with the Soil Conservation Service in connection with the Chartiers Run Flood Plain Management Study. The Amendment provides for the County to administer the contract for aerial photography and digitizing and to deduct the cost of the aerial photography from the original $18,000.00 to be distributed to Soil Conservation Service. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Amendment to the Agreement as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a Supplemental Agreement with the Pennsylvania Department of Transportation which amends Agreement No. 124024 to provide for updated project costs (design costs) in connection with the Gray Bridge,Project- Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Supplemental Agreement with the Pennsylvania Department of Transportation as per above and authorizing the Chairman of the Board to so execute and the Chief Clerk to attest the same. Wright Bridge - Somerset Township Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Applications as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a ten-year Lease Agreement with the Washington County Agricultural Fair, Inc., (Fair Board) for the purpose of leasing a parcel of ground approximately 190' x 120' in order for the Fair Board to replace Exhibit Hall No. 1 with a new exhibit hall at a cost of approximately $190AM.00. The Fair Board has received a grant of $25,000.00 from -the Department of Agriculture which requires a ten-year lease on the property where the building will be constructed.
