U C co w 1 E 11 E Minute No. 480 Washington County Commissioners Washington, PA, March 24, 1994 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Kathy Emery, Assistant Solicitor/Director of Employee Relations; Linda Hands, Clerk -Steno II; Controller Belcastro; District Justice Celaschi; Bill Mushrush, Channel 11 News; Jim Jefferson, WJPA; Joe Smydo, Observer - Reporter; Dave Templeton, Pittsburgh Post -Gazette; and Chris Enzerra, Herald Standard; and various elected officials, department heads and employees. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 479. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 479 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media a News Release relative to the following project: 1. 'Building of the Year Award" Accutrex Building - Southpointe NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Resolution declaring a state of emergency as a result of two large blocks of stone which fell from the top of the chimney of the ® Washington County Jail on Monday, March 21,1994. The potential of further falling debris from the chimney threatens the health and safety of the inmates of the jail as well as the citizens of the community and threatens substantial property damage. The Resolution authorizes all contracts and obligations necessary to respond to this emergency. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above. Chief Clerk presented to the Board for their consideration and approval relative to the Children and Youth Program the following Grant Applications to the Department of Public Welfare for the Family Preservation Program: 1. Grant Application for third year funding of the program in the amount of $128,825.00 (local share - $1,350.00) for the period of April 1, 1994 through March 31, 1995. 2. Grant Application for additional funding which has been provided by the Department of Public Welfare for the program in the amount of $54,000.00 (no local match.) Chief Clerk presented to the Board for their consideration and approval relative to the Children and Youth Program the following Contract Addendums for the provision of placement services for FY93/94: Holy Family Institute Contract Authorization Amount: Increase from $150,000.00 to $300,000.00 Ward Home for Children Contract Authorization Amount: Increase from $25,000.00 to $50,000.00 Professional Family Care Services Contract Authorization Amount: Increase from $250,000.00 to $375,000.00 Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Contract Addendums as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement in the amount of $5,300.00 with TVGA Engineering of Lanse, Pennsylvania, for professional services for aerial photography in connection with the Chartiers Run Flood Plain Management Study. Chief Clerk presented to the Board for their consideration and approval a recommendation from the Director of Planning to authorize the following Engineering Agreements: 1. Agreement with Triline Associates of McMurray, Pennsylvania, in the amount of $110,942.00 in connection with engineering costs for the replacement or rehabilitation of the Greer Bridge. 2. Agreement with Monaloh Basin Engineers of Pittsburgh, Pennsylvania, in the amount of $152,940.00 in connection with engineering costs for the replacement or rehabilitation of the Weirich Avenue and Wherry School Bridges. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Engineering Agreements as per above. REMARKS: Commissioner Petrosky noted that both of these recommendations were made by the Planning Commission after a period of evaluation, meeting certain criteria that was established by the Planning Commission. Chief Clerk presented to the Board for their consideration and approval Agreements with PennDOT, Bureau of Aviation, which provide for reimbursement from the State to the County as follows: (a) Maximum amount of $30,000.00 for State Project No. AFJ-93-1 for clearing and grubbing at the Washington County Airport; and (b) Maximum amount of $4,010.00 for FAA Project No. 3-42-0101-13-93 for the purchase of a sweeper/snow broom for the Washington County Airport. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreements as per above and that the County of Washington has the funds and will make them available for its share of the project costs; said motion also authorizes the Chairman of the Board to execute the Agreements and the Chief Clerk to attest to same. Chief Clerk presented to the Board for their consideration and approval a Sublease Agreement with the Redevelopment Authority for office space in Courthouse Square for calendar year 1994 at the cost of $11.00 per square foot. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Sublease Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 6364 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR , JOSEPH A FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval a recommendation from the Director of Administration to authorize an Agreement with Air Quality Services, Inc., to test the quality of air at the Courthouse at a cost not to exceed $2,730.00. The following basic tests will be conducted: 1. Formaldehyde 2. Carbon Monoxide/Carbon Dioxide 3. Temperature and Relative Humidity 4. Ventilation/Circulation 5. Chief Clerk presented to the Board for their consideration and approval an Agreement with Musicians Performance Trust Fund for the performance of concerts during the summer months at the parks. The County's share of the cost would be $2,436.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation to authorize an Agreement with the accounting firm of Maher Duessel for the performance of the County's Single Audit for the years 1993, 1994 and 1995. The total amount for the three years is $210,000.00, and is broken down as follows: 1993 - $64,000.00 1994 - $70,000.00 1995 - $76,000.00 It was noted that since the County has had no previous relationship with this firm, the following language will be included in the Agreement: Should the County Commissioners advise Maher Duessel in writing of a performance matter identified as a "dissatisfaction" and Maher Duessel does not remedy its performance to the satisfaction of the County Commissioners within thirty days, the County Commissioners may cancel years two and three of this engagement providing that cancellation occurs within thirty days of the delivery of the Single Audit reports for 1993. The fee for their professional services which includes out-of-pocket expenses is ca $7,800.00.
