Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Linda Hands, Clerk -Steno II; Mike Namie, Deputy Controller; Brian Bark, 911 Coordinator; Duane Kavka, Director of Human Services; Kathy Sasko and Ed Weckoski of Comsis Corporation; Chuck Jesse, Coordinator of the Department of Education Disabled Transportation Program; John Abraham, Administrator, Crime Victim/Witness Assistance Program; Betsy Dane of The CARE Rape Crisis Center; Robert Harms and Bob Willison of the Washington County Transportation Advisory Board; Don Angelone of the Human Management Resources; Ron Barshick, Director of Mental Health/Mental Retardation; Bonnie Pattison- Lynch, Deputy Recorder of Deeds; Floyd Laubham, Planning Commission; Jim Jefferson, WJPA; Kris Schiffbauer, Herald -Standard; Joe Smydo, Observer -Reporter; Kathy Thomas, The Valley Independent; various bidders; and Fred Fleet, interested citizen. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 480. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 480 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Duane Kavka, Director of Human Services, introduced Chuck Jesse, Coordinator for the Department of Education Disabled Transportation Program. Chairman Mascara entertained a motion to adopt a Proclamation designating the week of April 25-30, 1994, as '"Washington County Victims' Rights Week". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Betsy Dane of The CARE Rape Crisis Center and John Abraham, Administrator of the Crime Victim/Witness Assistance Program. CITIZENS' COMMENTS Fred Fleet, representing the Highland -Erie Committee and two other organizations, expressed his concern about the amount of money that has been brought into the County and the extent of minority MINUTE BOOK 37 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR., JOSEPH A. FORD, COMMISSIONERS participation in projects such as Southpointe, Century Plaza, etc. He stated that he had requested from the Redevelopment Authority a list of the minority contractors for these projects but was told that the 0 Redevelopment Authority's solicitor said that the Authority is not allowed to give out this information. He U. ro stated that he did receive information as to minority County employees from the EEO Officer. Chairman m Mascara stated that the information that Mr. Fleet has requested is public information and if he would E rr submit in writing the specifics to him, he would assist Mr. Fleet in obtaining the information. Commissioner Petrosky clarified that the Board of Commissioners has very little or no control in terms of a who is hired by the private contractors at Southpointe. He commented that he feels that the figures Mr. Fleet obtained from the County's EEO Officer certainly indicate that the County is far above its quota in terms of minority hiring. He also added that in the instances of the Redevelopment Authority, the Board of Commissioners has no influence over the number of minority employees of the individual private contractors who submit proposals. OLD BUSINESS Solicitor Bassi recommended that the bid for Emergency Power for 911 be awarded to J. Buberniak Company of North Charleroi, Pennsylvania, in the total amount of $85,169.00. Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Rehabilitation of Aircraft T-Hangars and Appurtenances at the Washington County Airport continue to be tabled for review. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with Dr. DeConsilis as the Optometrist at the Washington County Health Center. The County will only be required to provide space and equipment for the Optometrist. The billing would be through Medical Assistance or other third party insurers. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR , JOSEPH A FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval Agreements with the following providers for the LMA Day �' Care Program for FY93/94: Melissa Cherry (Family Day Care) Monongahela, PA Charles Patnesky Lawrence, PA Adele Wood Washington, PA Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreements as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky -Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Children and Youth Agreement with Adelphoi Village for the provision of placement services. This Addendum increases the Contract Authorization Amount from $950,000.00 to $1,600,000.00 for FY93/94. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Children and Youth Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval items relative to the Emergency Shelter Grant Program as follows: 1. Grant Application for funding through the Department of Community Affairs for the purpose of renovating and operating existing emergency shelters and the Bridge Housing Program in the amount of $175,608.00; and authorizing agreements with the following providers for utilization of these funds, effective July 1,1994 through June 30,1996, or until funds are expended: Provider Amount Community Action Southwest, Inc. $140AM Washington Women's Shelter $ 31,408 County Administration $ 4,200 TOTAL $175,608 2. Agreements with the following providers for the period of May 1,1994 through February 28,1996, to provide emergency shelter services funded by the 1994 Emergency Shelter Grant from the U. S. Chief Clerk presented to the Board for their consideration and approval an Amendment to the Engineering Agreement with McDonald Associates of Charleroi, Pennsylvania, in connection with the Amos Bridge Project. The Amendment covers additional work due to new PennDOT requirements which includes a Scour Analysis (additional cost of $3,950) and a Foundation Analysis (additional cost of $3,760). The total additional costs amount to $7,710.00 of which the County's share will be $1,542.00 payable out of Liquid Fuels monies. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Amendment to the Engineering Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval a recommendation to rescind action taken by the Board on November 4,1993, whereby the Board authorized the execution of a Deed conveying property from the County, through the Tax Claim Bureau, to the City of Washington consisting of approximately 1700 square feet which was in conjunction with the I-70 reconstruction project. It was noted that the Solicitor for the City of Washington has been able to work out an acceptable alternative plan with ® the PennDOT District Engineer without the use of the property which is the subject of the conveyance, and therefore the deed is not necessary. Moved by Mr. Ford, seconded by Mr. Petrosky, to rescind action taken by the Board on November 4, 1993, as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval a ten-year Lease Renewal Agreement with the Washington County Agricultural Fair, Inc., (Fair Board) for County property situated in Chartiers Township. It was noted that this was a requirement of the Pennsylvania Department of Agriculture in order for the Department to provide funding to the Fair Board. The lease renewal agreement is effective immediately. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Lease Renewal Agreement with the Washington County Agricultural Fair, Inc., as per above. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of surplus personal property consisting of seven (7) vehicles (3 - Sheriff's Office, 3 - Children and Youth Office, 1 - Parks Department) and the Unisys 5000 computer which was replaced with the Unisys 6055. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above. REMARKS BY COMMISSIONER FORD: Mr. Chairman, before I vote for this, I want the record to reflect that although I'm going to support this resolution, I still remind everyone that there's no car policy in place. This action today eliminates vehicle expense, something that I support. The policy that I talk about would be for vehicle purchasing, assignment, use and related expense, including disposition of such. And, finally, as a member of this Board of Commissioners responsible for tax dollars, I cannot tell anyone if they asked me today why certain people have cars and that's unfortunate. My vote is yes. Chief Clerk presented to the Board for their consideration and approval relative to JTPA a Contract with Yeager Transportation of Burgettstown, Pennsylvania, for the purpose of renting six (6) vans for the JTPA Summer Youth Program. The contract would run from June 16, 1994 through August 19,1994, at a cost of $200.00 per week, per van, not to exceed $10AM-00. This non -financial agreement allows both the Office of Employment Security and the Job Training Agency to fulfill their respective responsibilities under the Wagner Peyser Acts.
