FORD, COMMISSIONERS Minute No. 469 Washington County Commissioners Washington, PA, October 21,1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara and Ford. Absent being: Commissioner Petrosky. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Controller Belcastro; Dr. Barry Parks, Washington County Health Center Administrator; Colleen Murphy Arnowitz, Prothonotary; Susan Accetta, Director of Domestic Relations; Katherine Yancosek, Gwen Zanaglio and Carla Hackney, Representatives of the Washington - Greene Drug and Alcohol Planning Commission; Floyd Laubham, Planning Commission; Linda Ritzer, Observer -Reporter; Jim Jefferson, WJPA; and various bidders. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 468. Moved by Mr. Ford, seconded by Mr. Mascara, that Minute No. 468 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Mascara entertained a motion to adopt a Proclamation proclaiming the week of October 23-30,1993, as "Red Ribbon Week For A Drug -Free America". Moved by Mr. Ford, seconded by Mr. Mascara, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Mascara - Yes. Motion carried unanimously. 0 The Commissioners presented the Proclamation to Katherine Yancosek, Gwen Zanaglio and Carla Hackney, Representatives of the Washington -Greene Drug and Alcohol Planning Commission. Susan Accetta, Director of Domestic Relations, requested the Board's approval of funding for a "test" program to enforce child support orders. She explained that she was requesting the Board's approval to transfer $2,800.00 from an existing fees account to a new account in order to provide funding for Constables to serve outstanding bench warrants. She further explained that once the account is established, she would release thirty (30) of the most current outstanding bench warrants to the Constables for service. She would then review the results and report back to the Commissioners as to the success of the program. When the defendants appear in Court, the Judge will impose costs on the defendants for the constable service which would then go back into the account. Thus, the program will become self-supporting. MASCARA, METRO PETROSKY, JR., JOSEPH A FORD, COMMISSIONERS Moved by Mr. Ford, seconded by Mr. Mascara, to authorize the use of Constables to serve certain �� bench warrants on persons who are delinquent in support payments; and to also authorize the Office of n 0 U Domestic Relations to establish a bank account, transferring $2,800.00 from the existing fee account, to fund I the Constable service and into which all fees collected from this activity shall be placed. c m Roll call vote taken 0 Mr. Ford - Yes; Mr. Mascara - Yes. Donora Industrial Park Phase II Road Reconstruction Project NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Amendment to the Children and Youth FY92-93 Implementation Budget. Since the agency exceeded its original budget by ten percent (10%), according to the Department of Public Welfare regulations, an amendment is required. Moved by Mr. Ford, seconded by Mr. Mascara, approving the Amendment to the Children and Youth FY92-93 Implementation Budget as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the By -Laws of the Washington County Children and Youth Advisory Committee. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Contract with Medical Arts Pharmacy for the provision of pharmaceutical services for the residents at the Washington County Health Center. The Addendum increases the maximum annual amount of the contract from $125,000.00 to $16SAM.00. Moved by Mr. Ford, seconded by Mr. Mascara, approving the Addendum to the Contract as per above. Chief Clerk presented to the Board for their consideration and approval an Extension to the Service Agreement with Specialized Communications Business, Inc., for maintenance on the Partial ILS System at the Airport. This is a one-year renewal effective November 1,1993. The cost would remain the same at $600.00 per month. Moved by Mr. Ford, seconded by Mr. Mascara, approving the Extension to the Service Agreement as per above. Roll call vote taken Mr. Ford - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Contract with Felice Associates, Inc., of Greensburg, Pennsylvania, to assist the Employee Relations Office in developing a Performance Evaluation System for County employees. The target date for completion would be January 1, 1994. The cost would be a maximum of $11,500.00. Moved by Mr. Ford, seconded by Mr. Mascara, approving the Contract as per above. Chief Clerk presented to the Board for their consideration and approval the following item relative to the JTPA Program: 1. Extension to the Lease Agreement with Millcraft Center for the Job Training Program on a month -to -basis through December 31,1993. (This would give staff members additional time to review three (3) proposals that were submitted for office space for the Applicant Service Center.)
