FORD, COMMISSIONERS 261 0) z E U m m w U E- Minute No. 470 Washington County Commissioners Washington, PA, November 4, 1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 469. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 469 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Mascara entertained a motion to adopt a Proclamation proclaiming November 16,1993, as 'Postal Employee Recognition Day". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Keith Beppler, Postmaster. The Commissioners presented a Certificate of Recognition to Suzan Mohney, art teacher at Charleroi Area Elementary Center who was a finalist in Pennsylvania's 1994 Elementary Teacher of the Year Award. The Commissioners in conjunction with Kathy Emery, Director of Employee Relations, presented a check in the amount of $520.00 to Jim Jefferson of WJPA for the "2000 Turkeys" program. The check represented contributions by Washington County Employees who dressed up in Halloween costumes or 262 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR , JOSEPH A. FORD, COMMISSIONERS dressed casually on Friday, October 29. The program, co -sponsored by the WJPA Radio Station in conjunction with the Observer Reporter, is a local non-profit program to provide local unemployed or underemployed families with a turkey for Thanksgiving. Jim Jefferson stated that during the nine years this program has existed, it has raised approximately $310,000.00. So far this year, the total is approximately $12,000.00. The Commissioners recognized Dr. Barry Parks, Washington County Health Center Administrator, who was recently elected as the President of the Pennsylvania Association of County Affiliated Homes (PACAH). (Lou Lignelli, Director of Administration, entered the meeting). Duane Kavka, Director of Human Services, and Ron Barshick, Director of Mental Health/Mental Retardation, informed the Board of Commissioners of the receipt of a letter from the Department of Public Welfare congratulating Mr. Barshick and the Mental Health/Mental Retardation Program staff on their outstanding efforts to provide community services to persons with mental retardation. The Washington -Greene Mental Health/Mental Retardation Program is one of twenty-four (24) county Mental Health/Mental Retardation programs in the Commonwealth that had no admissions or readmissions of individuals to state institutions in Fiscal Year 92/93. Duane Kavka, Director of Human Services, informed the Board of Commissioners that the U.S. Department of Education has awarded Washington County $1.2 million to provide transportation for the disabled for employment purposes during the period of October 1,1993 through September 30,1996. The County was one of only five awardees selected from over 200 applications received from all parts of the country. The purpose of this project is to provide transportation services in geographic areas that do not have fixed -route transportation or comparable paratransit services for individuals with disabilities who are employed or seeking employment or are receiving vocational rehabilitation services. Martin Fertal of Comsis Corporation and Don Angelone of the Office of Vocational Rehabilitation (OVR) each made some brief comments concerning this grant award. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the bids for the Rental of Air Fluidized Beds for the Washington County Health Center be awarded as follows: Flat Air Fluidized Bed Award to Sunrise Medical Bio Clinic of Ontario, California. Lowest bid at $47.00 per day not to exceed 500 rental days or a total of $23,500.00. Lift-Ut) Air Fluidized Bed Award to SSI Medical Services, Inc., of Charleston, South Carolina. The only bid received at $97.75 per day not to exceed 500 rental days or $48,875.00. Solicitor Bassi recommended that the bid for the Maintenance of Two (2) AT&T System 75's be awarded to AT&T of Pittsburgh, Pennsylvania, as follows: Courthouse Square Complex - $14,824.90 Health Center - $ 5,536.57 TOTAL: $20,361.47 Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the only bid received in accordance with specifications. REMARKS: It was noted that this bid is awarded based on the per unit costs and discounted program which involves all replacement sets being shipped and installed by the Communications Manager. The maximum amount of the Agreement is $3,000.00 and will bring to closure this agreement for FY93/94. above. These matching funds will be utilized by the Washington County Transpool to purchase a minivan. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Grant Agreement as per above and authorizing the Chairman of the Board to so execute and the Chief Clerk to attest the same. Chief Clerk presented to the Board for their consideration and approval an Aging Services Provider Agreement with the Southwestern Pennsylvania Area Agency on Aging, Inc., for FY93l94 for the provision of services to individuals over the age of sixty or older residing in the central and western portion of Washington County. The total budget is $1,786,449.00 which includes federal, state and county dollars along with in -kind volunteer hours. Chief Clerk presented to the Board for their consideration and approval a request for authorization for the Chairman to execute a Preliminary Assessment Screening (PAS) which has been prepared by the Department of the Army in conjunction with a Lease Agreement that the County has with the Department covering an area of approximately 12.17 acres of land at Maxwell Locks and Dam located at Ten Mile Creek. The Preliminary Assessment Screening was completed and there does not appear to be any environmental concerns as a result of the release, storage or disposal of any hazardous substances on the property. Chief Clerk presented to the Board for their consideration and approval a recommendation from the Planning Director that the Board execute a Deed conveying property from the County, through the Tax Claim Bureau, to the City of Washington consisting of approximately 1700 square feet. This conveyance would grant an easement to PennDOT for a storm sewer project along Terrace Avenue which is in conjunction with the I-70 reconstruction project. above. Chief Clerk presented to the Board for their consideration and approval two (2) Contract Change Orders in connection with the construction of T-hangars at the County Airport with Nello Construction Company as follows: 1. Change Order No. 1 - An increase of $895.13 due to the final quantity adjustments 2. Change Order No. 2 - An increase of $6,244.50 for the installation of twenty-six (26) Mercury Safety switches for the thirteen (13) bi-fold doors located on the hangars Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Change Orders as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a Gas Well Plugging Agreement with the U. S. Steel Mining Company, Inc., for the plugging of an abandoned gas well at Mingo Park. The U. S. Steel Mining Company would compensate the County $2,500.00. above. Chief Clerk presented to the Board for their consideration and approval a Lease Extension with Sunset Sales & Service of Claysville, Pennsylvania, for office space for District Justice Dutton. This would extend the lease for the months of January and February of 1994. The rental cost for January would be $500.00 per month and the rental rate for the month of February would be $850.00 per month. This office will be relocating to a new area starting March 1,1994, as approved by the Board at its meeting on October 21, 1993. Authorization is also being requested to continue the lease on two (2) Comdoc 6110AG machines through January 14,1993. These two (2) machines are located in the magisterial districts that will be closing on January 14,1993. 2. Chief Clerk presented to the Board for their consideration and approval a Renewal Lease Agreement with Millcraft Center Limited Partnership for office space for Hearing Rooms effective November 15,1993 through November 14,1995, with an option to renew for one year. This renewal lease would increase the rate per square foot from $10.00 to $11.00 per square foot for a total area of 5,932 square feet. The cost would be $65,252.00/year or $5,937.67/month.
