FORD, COMMISSIONERS Minute No. 471 Washington County Commissioners Washington, PA, November 24, 1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Attorney Keith Bassi, representing Solicitor Mel Bassi; Linda Hands, Clerk -Steno II; Controller Belcastro; Roland Bourke, Executive Director, Redevelopment Authority; Linda Ritzer, Observer -Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; and various bidders. 0 Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 470. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 470 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the proposed disposal by the Redevelopment Authority of the County of Washington of Disposition Parcel No. 1 in the Marelda Avenue FmHA 601 Housing Development Project, Borough of Donora, to Factory Built Homes, Inc. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. OLD BUSINESS Attorney Keith Bassi, representing Solicitor Bassi, recommended that the bids for Meat for the months of December,1993 and January,1994, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Meat: Green Valley Packing Company, Claysville, PA 0 Kraft/Behrhorst, Freedom, PA Shane Meat Company, Kennett Square, PA Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. FORD, COMMISSIONERS 0 a) E O 1r F Cl 11 CJ REMARKS: It was noted that all items except the following have been awarded based on the lowest per unit cost: Item #3 - Beef Cubes - Award to Green Valley, second low bid. Low bidder, Shane Meat Company, has not met the specifications, has provided beef cubes with 30% fat and the specifications state must be free of fat. Item #34 - Unicut Unbreaded Icelandic or Cod Fish - Award to second low bidder, Kraft Foods. Low bidder, Shane Meat Company, did not provide a Unicut Fish which is very important for the menu at the Health Center. Item #38 - Chicken, Uncooked. Pulled - Award to second low bidder, Kraft Foods. Low bidder, Shane Meat Company, has not met the specifications, has provided fully cooked chicken cubes with gelatin added. Attorney Keith Bassi, representing Solicitor Bassi, recommended that the bids for Promotional Items for the Highway Safety Program for the period of November 24,1993 through October 31,1994, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Young Business Forms Company, Uniontown, PA JII Sales Promotions Association, Inc., Red Oak, IA Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest bids received in accordance with specifications. CORRESPONDENCE Chief Clerk made available to the news media a News Release relative to the following project: 1. Washington County Housing Authority Project -Community Activities Center at Highland Terrace in Donora NEW BUSINESS Chief Clerk presented to the Board for their ratification an Application submitted to the Pennsylvania Department of Transportation for Capital Assistance Funding in the amount of $159,840.00 to purchase six (6) mini -vans under the 1994 Capital Assistance Section 16 Transportation Program. Moved by Mr. Petrosky, seconded by Mr. Ford, ratifying submission of the Application as, per above. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval two (2) Change Orders with L. & L. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Change Orders as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a Resolution approving the following as associations/organizations concerned with governmental affairs in accordance with Section 446 of The County Code: National Association of Directors of Nursing in Long Term Care Pennsylvania Association of Directors of Nursing Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Resolution. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Submission to the Bureau of Employment Services and Training the Title II-B Summer Youth Employment and Training Program Plan for FY93/94 in the amount of $527,556.00 to serve approximately 230 participants. This amount represents eighty percent (80%) of the anticipated total allocation and does not include any carryover funds. 2. Submission of a Modification to the Single Point of Contact Program which would incorporate funds for the Unemployed Parents Initiative. This modification increases the allocation by $104,108.000 to a total of $682,861.000 and would serve thirty-seven (37) additional participants. FORD, COMMISSIONERS 0, Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Regional Planning Technologies (RIM relative to 911. The Addendum provides for z 0 additional services that are necessitated by the anticipated response to the large number of address changes, U- approximately 40,000, due to readdressing the County for the 911 ProyecL The monthly fee (not to exceed m four months) would be $2,200.00 in order for RPT to provide and staff a local 911 information telephone 1chotline to answer any questions concerning the address changes. Chief Clerk presented to the Board for their consideration and approval a request to authorize an extension of the lumber bid with Donora Lumber from November 30,1993 to May 31,1994. Chief Clerk presented to the Board for their consideration and approval a Lease Extension with Glen and Joyce Warrington of Washington, Pennsylvania, for office space for District Justice Teagarden. The extension would be on a month -to -month basis, effective December 1, 1993, at the current rate of $550.00 per month. MASCARA, METRO PETROSKY, JR , JOSEPH A FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval a Renewal of Maintenance Agreement with Copy World, of Pittsburgh, Inc., for a copier located in the Courthouse that is used by the Court -related departments. The cost would increase from $.012 to $.013 per copy for the period of October 27,1993 through October 26,1994. Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing the Renewal of the Copier Maintenance Agreement as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the ! sale of surplus personal property consisting of one (1) 1946 jeep which is estimated to have a sole value of less than $200.00. Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the Resolution as per above; this action being in accordance with Section 1805 of The County Code. Chief Clerk presented to the Board for their ratification a Contract with the Pennsylvania Board of Probation and Parole (PBPP) in the amount of $33,883.50 which would provide for the return of supervision fees to the County that were collected by the County for the period of April through June of 1993. Chief Clerk presented to the Board for their consideration and approval a Proclamation proclaiming the week of November 28 - December 5,1993, as "Christmas Seal Week". Chief Clerk presented to the Board for their consideration and approval Contracts with Rose Pacilla and Sheila Rozanc as per diem Court Reporters. It was noted that the Salary Board created these two (2) additional positions on September 16,1993, at the request of Judge Gladden.
