Washington, PA, July 28,1994
The Board of Washington County Commissioner; met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Mascara and Petrosky. Absent being. Commissioner Ford who was on vacation. Also being present: Tina
Dallatore, Chief Clerk; Solicitor Bassi; Linda Hands, Clerk -Steno II; Controller Belcastro; Dave Martino,
Executive Secretary, Joe Giecek, Director of Parks and Recreation; Kathy Emery, Assistant Solicitor/Director
of Employee Relations; Jack McHugh, Shared Risk Manager; Jim Jefferson, WJPA; Joe Smydo, Observer -
Reporter; Kathy Thomas, The Valley Independent; Chris Enzerra, Herald Standard; and interested bidders.
Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to
approve Minute No. 488.
Moved by Mr. Petrosky, seconded by Mr. Mascara, that Minute No. 488 be approved as written

OLD BUSINESS
Solicitor Bassi recommended that the bids for Printed Envelopes and Stationery for the period of
August 16,1994 through August 15,1996, be awarded to Badzik Printing Service, Inc., for the per lot cost
submitted in its bid proposal. I
Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bid as per above; this being the
lowest per lot cost bid received in accordance with specifications.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the following annual
Agreements with Southwestern Pennsylvania Area Agency on Aging for FY94t95:
1. Adult Day Care Program at the Washington County Health Center
for a total amount of $177,215.00 (County's share - $44,487.00)
2. Aging Services Program for a total amount of $1,825,721.00 (County's
public cash share - $160AM.00)

Chief Clerk presented to the Board for their consideration and approval relative to the Aging Services
Program a FY94195 Contract with the Southwestern Pennsylvania Area Agency on Aging for the Options
Level II Program whereby services are provided on a fee -for -service contract There are no County monies
required. The following are the 94-95 rates:
Home Support $16.00 per hour
Personal Care $20.00 per hour
*Registered Nurse $70.00 per visit
*Specialty Nursing $70.00 per visit
*Occupational Therapy $80.00 per visit
*Speech Therapy $80.00 per visit
*Home Health Aide $48.00 per visit
*All the home health services are done by the Visiting Nurse Association of Washington County.

Chief Clerk presented to the Board for their consideration and approval an Architectural Agreement in
the amount of $5,765.00 with Glance and Associates of Pittsburgh, Pennsylvania, relative to the preparation
of bid documents for the Henry House Rehabilitation Project. 1

above.

Chief Clerk presented to the Board for their consideration and approval relative to the 9-1-1 Program
an Assured Availability Services Agreement with Stratus Computer, Inc. This is a maintenance agreement
for the Computer Assisted Dispatch system hardware at a cost of $1,590.00 per month.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Assured Availability Services 0
Agreement as per above; and authorizing the Chairman of the Board to so execute.

Chief Clerk requested authorization to advertise for bids for the following:
1. Computerized Time and Attendance System for the Washington County
Health Center
2. Aperture Card Reader/Printer for the Recorder of Deeds Office
3. Washer -Extractor for the Washington County Health Center

These changes and additions will allow for the inclusion of an additional four
participants in classroom training. The contract term is from July 28,19% through
June 30,1995. In the case of Duff's Institute, the contract term is from July 18,1994
through June 30,1995.
2. Agreement with Educational Designs for the provision of a testing and assessment
system. The contract total is $26,245.00 and will be funded from the Bridge to
Employment funds. The additional testing system will allow WGCJTA to now
test up to thirty applicants at a time. The contract term is from July 28,1994
through June 30,1995.

Chief Clerk presented to the Board for their consideration and approval a recommendation from the
Director of Employee Relations and the Shared Risk Manager for the Board to authorize continuation of a
Contract with Liberty Mutual on a large deductible retro policy for the worker's compensation coverage for
County employees. The minimum premium would be $147,875.00 and a maximum premium of $409,000.00,
based on claims and payroll. The term of the Contract is from August 1,1994 through July 31,1995.
REMARKS: Chairman Mascara commended Kathy Emery, Assistant Solicitor/Director of Employee
Relations, and Jack McHugh, Shared Risk Manager, for the tremendous job that they have done
on the mater of a Workmen's Compensation Program for Washington County.
Jack McHugh, Shared Risk Manager, stated that the County recently rebid its Worker's
Compensation Program in order to study the feasibility of a fully self -insured program. Over
25 self-insurance proposals were submitted to the County by various brokers and third party
administrators.

The County decided to maintain its current coverage with Liberty Mutual because of two
primary factors. First, from a pricing standpoint, the Liberty Mutual quote proved to be the
best option While two competing self -insured programs offered significant savings, the
Liberty Mutual program has the possibility of generating a savings in excess of $180,000.00 for
the August 1994-95 policy period.
The second key reason for retaining Liberty Mutual centered around the excellent service
currently being provided. Dr. Barry Parks, Director of the County Health Center, has been
especially effective in working with Liberty Mutual's Loss Prevention Department in the
development of loss control and cost containment programs. The County's annual loss
experience has been reduced from a high of $485,000.00 in 1991-92 to a low of $125,000.00 during
the 1993-94 policy period.

Moved by Mr. Petrosky, seconded by Mr. Mascara, authorizing submission of the Letter of Intent as 0
per above and authorizing the Chairman of the Board to so execute.
