Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Linda Hands, d a Clerk -Steno II; Katherine B. Emery, Assistant County Solicitor/Director of Employee Relations; Controller Belcastro; Robert Umstead, Executive Director, Redevelopment Authority; Joe Smydo, Observer -Reporter; Jim ® Jefferson, WJPA; and Julie Caudell, an interested citizen. Chairman Mascara directed that there be a moment of silence for those individuals who died in the plane crash of USAir Flight 427 on September 8,1994. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 491. SPECIAL ORDER OF BUSINESS Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving an Economic Development Initiative Application to the U. S. Department of Housing and Urban Development to support the County's Section 108 Loan Guarantee Application dated May 19,1994, for the Crest Avenue Project located in the Borough of Charleroi, Pennsylvania. ® Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above. OLD BUSINESS Solicitor Bassi recommended that the bid for a Washer/Extractor for the Washington County Health Center be awarded to Suburban Textile Equipment Company of Pittsburgh, Pennsylvania, in the amount of $15,925.00. Motion carried unanimously. Solicitor Bassi recommended that the bid for a Reader/Printer for the Recorder of Deeds be awarded to Compucom of Pittsburgh, Pennsylvania. The County will enter into a sixty (60) month lease/purchase agreement with City and County Financial Corporation at the cost of $497.97/month for a total cost of $29,878.49. The County will take possession of the machine at the end of the lease period. The rate of finance is 8.9%. In addition to the monthly cost, the County will pay an annual service agreement as follows: First Year $1,357.00 Second Year $1,413.00 ' Third Year $1,472.00 Fourth Year $1,533.00 Fifth Year $1,597.00 Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the only responsible bid received in accordance with specifications. Miscellaneous personal computer equipment, printers and supporting of software purchased throughout the year 7. Lease/Purchase Agreement for seven (7) vehicles for the Children and Youth Program. The funding for four (4) of the vehicles was included in the FY93/94 budget and three (3) of the vehicles was included in the FY94/95 budget. The actual cost to the County would be approximately 20% of the leasetpurchase price. Moved by Mr. Petrosky, seconded by Mr. Ford, authorizing the Chief Clerk to advertise for bids as per above. The new contract total will be $36,576.00. The purpose of the additional funds is to cover instructor costs that were not anticipated in the original budget. The base monthly rate is $15.95 plus $.36 per minute peak time and $.16 for off peak. This would be for the use of the officer in charge of the Home Detention Program. Twenty-five (25) percent of the cost would be subsidized from the grant for the Home Detention Program. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Cellular One Agreement as per above.
