Washington, PA, September 22, 1994
The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk, Solicitor Bassi; Linda Hands,
Clerk -Steno II; Controller Belcastro; Duane Kavka, Director of Human Services; Steve Shaner, Executive
Director, Drug & Alcohol Planning Commission; William Todd, Chairman of WCCED; Max Morgan,
Executive Director of WCCED; Letha Kelly, WCCED Secretary; Melanie Finney, Planning Commission; Jon
Stevens, Observer -Reporter; and Chris Enzerra, Herald Standard.
Chairman Mascara called the meeting to order at approximately 10:00 a.m. and entertained a motion to
approve Minute No. 492.
Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 492 be approved as written.

Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Chairman Mascara entertained a motion to adopt a Proclamation designating the day of September 22,
1994, as "Freedom Friday".
Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation.

Dr. Barry Parks, Washington County Health Center Administrator, introduced the new Washington
County Health Center Business Manager, Ed Rutledge.
(Jim Jefferson of WJPA and Kathy Thomas of The Valley Independent entered the meeting.)
Chairman Mascara acknowledged a letter from the Board of Commissioners to the Washington County
Health Center staff commending them for their excellent work, evidenced by an exceptionally good Annual
Survey Report from the Pennsylvania Department of Health.
William Todd, WCCED Chairman, reported to the Board on the progress and success of the Council.
He stated that the WCCED was approved in 1993 by the Richard King Mellon Foundation for a grant
totaling $250,000.00. Of this total, $50AM.00 is for administration and $200,000.00 is for the Gap Loan
Program. To date, the WCCED has received $50AM.00 for administration and $150,000.00 for the Gap Loan
Program; and the Foundation has indicated that it will fund the additional $50AW.00 if the County will
match it dollar for dollar. Mr. Todd stated that the funds will be used to capitalize and operate a loan fund

to help support economic development He stated that, to date, the WCCED has made twenty-three (23)
loans, creating approximately eighty-one (81) new jobs for Washington County. There have been eighteen
(18) SBA Loans, totaling approximately $220,000.00, one (1) Pennsylvania State Loan and four (4) Gap Loans.
Mr. Todd noted that the WCCED has also received grants and funds from other sources besides the Richard
King Mellon Foundation, including $200AM.00from the Vira Heinz Foundation, $1,500,000.00 from the U. S.
Small Business Administration, $25,000.00 from the State of Pennsylvania, and $229AW.00 from the Health
and Human Services Department along with $226,000.00 from local companies, for a grand total of
approximately $2,5WAW.00. He noted also that the SBA has approved expansion of the WCCED's Microloan
Demonstration Program service area to include Monongalia and Preston counties located in West Virginia.
Mr. Todd requested the Board's consideration of granting an additional $50AW.00 to match the Richard King
Mellon Foundation funds for the WCCED's Gap Loan Program.
Moved by Mr. Ford, seconded by Mr. Petrosky, granting an additional $50,000.00 to the Washington
County Council on Economic Development (WCCED) to match the Richard King Mellon Foundation funds
for the Gap Loan Program as per above.

OLD BUSINESS
Solicitor Bassi recommended that the bids for Housekeeping Supplies continue to be tabled for
review.
Moved by Mr. Ford, seconded by Mr. Petrosky, to continue to table the bids as per above.

4. Scott Road Reconstruction Project (Somerset Township)
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a "Criminal justice I
Assessment" proposal submitted by The Penn State University in an amount not to exceed $17,305.00. It was
noted that this project will be funded by the Pennsylvania Commission on Crime and Delinquency. The

scope of work includes (a) analyzing the sentencing practices of the Washington County Court of Common
Pleas; (b) assessing the use of the Washington County Jail (ie. pre-trial population vs. sentenced population,
facility use); (c) projecting the impact of recently enacted changes to the Pennsylvania Sentencing Guidelines
and the increased capacity due to construction of the new criminal justice facility; and (d) assisting
Washington County in developing new alternatives for intermediate punishment programs and/or pre-trial
programs to prevent a 'build and fill" scenario. It was noted that this was the lowest of three proposals
received.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the "Criminal Justice Assessment" proposal
submitted by The Penn State University as per above.

Chief Clerk presented to the Board for their consideration and approval a SubGrant Award in the
amount of $36,963.00 from the Pennsylvania Commission on Crime and Delinquency for continuation of the
"Intermediate Punishment Program Coordination and Intensive Supervision Plan" for the period of October
1,1994 through September 30,1995. It was noted that this is the third year funding for this program which
requires a 25% State/75% County match.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the PCCD SubGrant Award as per above
and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval submission of a Grant
Application in the amount of $47,584.00 to the Pennsylvania Commission on Crime and Delinquency for
continuation of the Crime Victim/Witness Assistance Program for calendar year 1995.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the PCCD Grant Application as per above.

Chief Clerk presented to the Board for their consideration and approval a request to authorize a
maximum of thirty (30) Agreements with individuals to serve as posting clerks for the Tax Claim Bureau at
