Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to
approve Minute No. 493.
Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 493 be approved as written.

SPECIAL ORDER OF BUSINESS
Duane Kavka, Director of Human Services, and Bill McCready, Executive Director of the United Way,
commented on the United Way Campaign Kick-off which will begin within the very near future. The
County employees' campaign will be handled by Larry Celaschi of Employee Relations (Courthouse Square
employees), Keith Sim of the Health Center (WCHC employees) and Paul Henderson of Judge Gladden's
Office (Courthouse employees).
Chairman Mascara entertained a motion for the Board to adopt a Resolution indicating the County's
® intent to participate in the Pennsylvania Farmland Preservation Program.
Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above.
REMARKS: Commissioner Petrosky commented that he believes this is really a landmark decision in terms
of this Board of Commissioners for the farm community and he realizes it has been a long time
in coming. He stated that he takes a great deal of pride in his participation in terms of getting
the farm groups together and the farm groups making a statement in terms of their support for
this particular program. He extended his appreciation to the various groups that participated in
getting this program initiated.

Commissioner Ford questioned Louise Midla as to (1) the timing of this request from the farm
community for the Board of Commissioners to act on this matter; and (2) the matter of
grandchildren's desire to sell farmland in the future.
Louise Midla stated that she has been in contact with the Commissioners on several occasions
since the inception of the program. However, during those early meetings there was not
enough interest expressed to initiate the program. She noted that there had been a promise
from the Commissioner: at that time that when the time came, if there was enough interest
from the farm community, that the Commissioners would move forward. She responded to
Commissioner Ford's second issue relative to whether or not grandchildren can sell a farm.
She noted that anybody can sell the farm at any time. The only stipulation is that it will
remain in farming. There are two avenues available - farmers can propose their farms for a
twenty-five year period, or for perpetuity. She stated that there is quite a difference in the
amount of compensation, and for that reason most people will choose perpetuity, and their sole
reason for doing it is to preserve their farm and to preserve it for their grandchildren.

submitted for funding through the Pennsylvania Emergency Management Agency's (PEMA) Hazardous
Materials Exercise Program. Under this Grant Application the County can expect to receive between
$2,000.00 and $5,000.00 for which the funds will be used to develop HAZMAT exercise development
programs.

under State Contract; however, the new contract does not provide for mud and snow
tires and several other tires which are necessary for the County's fleet of
vehicles.

The pick up will be one time per week.

Chief Clerk presented to the Board for their consideration and approval a Grant Agreement with the
Pennsylvania Department of Community Affairs in the amount of $10AW.00 to fund the Community Service
Partnership Program which is a joint effort of the Adult and Juvenile Probation Offices, Court Administrator
and the District Justices. The tern of the funding is from July 1, 1993 through June 30,1996. The County
will act as the administrative entity for the funds.

includes the membership fee and insurance premium for fifty (50) volunteers.
