Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 494 be approved as written. Roll call vote taken Mr. Ford -Yes, Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Mascara entertained a motion to adopt a Proclamation designating Tuesday, October 25, 1994, as 'Postal Employee Recognition Day". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken Mr. Ford -Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously - The Commissioners presented the Proclamation to Keith Beppler, Postmaster of the Washington Post Imo, Office. The Commissioners presented plaques to John Yoney, County Treasurer, in recognition of his charitable act in providing financial support for the construction of a park pavilion in Canonsburg Park. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the bid for Computer Hardware be awarded as follows: Section I - Hardware for the Recorder of Deeds Office for accounting and ® for remote access for Tax Assessment, Tax Claim, Treasurer and Recorder of Deeds. Award in total to RBA of State College, Pennsylvania, being the only bid received. The bid was reviewed by Data Processing and the "per unit" costs submitted are acceptable. Total - $22,015.00 (based on estimated quantity). Section II - Miscellaneous personal computer equipment, printers and supporting software purchased throughout the year. The award on this section represents 10% of the total possible procurement for the bid period through October 31, 1995. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. JOSEPR A FORD, COMMISSIONERS Award Section II in croups as follows: Grotto 1 through 7.13 and 14 - Award to Allegheny Computer Services, Inc., being the lowest in total. Components in groups 1 through 7 all work together as an integral part of the personal computers. Group 88 - Printer; - These are ordered as stand alone units, therefore, can be awarded to the lowest bid on the "per unit" costs. (Four to RBA and two to Allegheny Computer) Group 9 - Notebook Computers - Award to RBA of State College, Pennsylvania. RBA lowest on all items in Group 9. Group 10 - Software - Award to the lowest bid on the "per unit" costs. (five to Allegheny Computer and three to RBA) Group 11 and 12 - Unisys Equipment - Award in total to RBA as these items work together and Allegheny did not bid all items. GmuR115 - Scanners - Award to lowest bid on the "per unit" costs. (two to RBA and one to Allegheny) Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for Maintenance of Two AT&T System 75's for the period of November 1,1993 through October 31,1994, be awarded to AT&T of Pittsburgh, Pennsylvania, based on the per unit costs submitted in its bid proposal as follows: Health Center: $ 5.690.33 Courthouse Square Complex: $15,067.95 Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the only responsible bid received in accordance with specifications. REMARKS: It was noted that these prices are for the discounted maintenance program where we have all replacement sets shipped and installation is performed by the Communications Manager. These totals will change with the addition of other sets and equipment throughout the year. Roll call vote taken: Mr. Ford - Yes, Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Meat for the months of November and December,1994 and January 1995, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Green Valley Packing Company, Claysville, PA Kraft Foods, Freedom, PA 40 Shane Meat Company, Kennett Square, PA Sysco/Deaktor, Harmony, PA MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA AFRANK R MASCARA METRO PETROSKY JR , JOSEPH A FORD, COMMISSIONERS Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above; these being the lowest "per unit cost" bids received in accordance with specifications. x 0 REMARKS: It was noted that Item #05A, Lamb Cubes, was awarded to Kraft Foods, second low bid. Low bidder, Shane Meat Company, has not met the specs, has provided lamb cubes with too much fat and the specs state must be 100% lean. Linnwood Road Reconstruction Project (Hopewell Township) ® NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with the American Red Cross for the provision of emergency shelter services under the Department of Public Welfare in the amount of $20,000.00 for FY94/95. Chief Clerk presented to the Board for their consideration and approval a request to authorize the Director of Parks and Recreation to dispose of three buildings in Mingo Creek Park which are dilapidated and hazardous. Moved by Mr. Petrosky, seconded by Mr. Ford, authorizing the Director of Parks and Recreation to dispose of three buildings as per above. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes, Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request from the Director of Employee Relations that the Board adopt a Mileage Reimbursement Policy which increases the mileage reimbursement rate for County officials and employees from $.24hmile to $.28.5/mile, effective November 1, 1994. It was noted that under this policy, the rate will be based on the IRS rate as opposed to the State rate. Mr. Petrosky noted that a rate adjustment has not been made since 1990. above. Chief Clerk presented to the Board for their consideration and approval the following item relative to the JTPA Program: 1. Agreement with Alternative Computers, Inc. for the purpose of providing classroom training for up to five (5) participants in the areas of Certified Netware Administrator and Certified Netware Engineer. The total authorized amount will be $10,000.00 and the contract term will be from October 21,1994 through June 30,1995. The period of this Agreement is from October 1, 1994 through September 30, 1995, at the cost of $.08/copy. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Maintenance Agreement as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval an Agreement with Burt Hill Kosar Rittlemann Associates of Butler, Pennsylvania, to conduct a study of the HVAC System at the Courthouse. The purpose would be to identify the occupant thermal comfort problems and to recommend improvements/corrections to those problems at the total cost of $3,900.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the following: 1. Voice Mail System for the Courthouse Square Complex (designed to allow for expansion to the Washington County Health Center) Moved by Mr. Petrosky, seconded by Mr. Ford, authorizing the Chief Clerk to advertise for bids as per above. Chief Clerk presented to the Board for their consideration and approval a Purchase of Service Credit by Patricia A. Fisher for unpaid leaves of absence during the years of 1982,1983 and 1985, at a total payback of $1,516.65. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Purchase of Service Credit as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously.
