Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Linda Hands, Clerk -Steno II; Controller Belcastro; Becky Bailey, SEIU Representative; Larry Spahr, Director of Elections; Beth Stroud and Catherine Schultz, Executive Director, of Hospice Care; Emma Lee McMurtry, Social Studies Teacher, Washington High School, and her husband John; Floyd Laubham, Planning Commission; Joe Smydo, Observer -Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; and various bidders. Chairman Mascara called the meeting to order at approximately 10:10 am. and entertained a motion to approve Minute No. 495. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 495 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Mascara read a Proclamation designating the month of November,1994, as "National Hospice Month". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford -Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Catherine Shultz, Executive Director, and Beth Stroud of Hospice Care. The Commissioners presented a Certificate of Recognition to Emma Lee McMurtry, Social Studies Teacher of Washington High School, as recipient of the Pennsylvania Council for the Social Studies Outstanding Secondary Level Social Studies Teacher of the Year Award and for the development of a partnership with the Washington County Director of Elections to afford senior government students the opportunity to understand the election process and encouraging their community involvement. (Kathy Thomas of The Valley Independent entered the meeting.) CITIZENS' COMMENTS There were no citizens' comments. Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the lowest bid received in accordance with specifications. Adams Street Sanitary Sewer Project (Houston Borough) NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval submission of an Application to the Pennsylvania Department of Public Welfare for the provision of homeless services in the amount of $77,W.00. This is a one time appropriation under Act 49 (Welfare Reform Act of 1994) which will cover the period of January 1,1995 through June 30,1995. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Associates for Behavior Change for psychological consultation services provided at the Washington County Health Center. This Addendum increases the total contract calendar amount from $12AN.00 to $15AM.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Addendum to the Agreement as per above. Chief Clerk presented to the Board for their consideration and approval relative to the Children and Youth Program an Addendum to the Purchase of Service Agreement with Wesley Institute. This Addendum revises the per diem rates for Medical Assistance approved Residential Treatment Facilities in accordance with the State guidelines. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Children and Youth Purchase of Service Agreement as per above. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Children and Youth Advisory Committee By -Laws. This Addendum changes the number of members required to be present at a meeting in order to conduct business from a specific number to a majority of total membership. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Children and Youth Advisory Committee By -Laws as per above. Chief Clerk presented to the Board for their consideration and approval the following item relative to the JTPA Program: 1. Agreement with Gleim Technical Institute for provision of training one participant as a heavy equipment operator. The contract amount will not exceed $6,000.00 and the term will be from November 4,19% to June 30, 1995. This contract will be funded from JTPA Title II -A. Chief Clerk presented to the Board for their consideration and approval an Extension to the Agreement with Engineered Communications, Inc., to provide consultant services for Washington County 9-1-1. The total cost for calendar year 1995 is $45,867.00, which is an increase of $2,419.00 from 1994. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Renewal Contract as per above. This would be a five (5) year Agreement, effective November 1,1994 through October 31,1999. The monthly rate would increase from $875.00 to $900.00. The Amendment merely reflects minor changes in the language of the original agreement. above.
