Chairman Mascara called the meeting to order at approximately 10:10 am. and entertained a motion to
approve Minute No. 496.

SPECIAL ORDER OF BUSINESS
The Commissioners, in conjunction with Kathy Emery, Assistant Solicitor/Director of Employee
Relations, presented checks totaling $760.00 to Jim Jefferson of WJPA for the 2000 Turkeys Thanksgiving
Drive for the Unemployed and Underemployed sponsored by WJPA and the Observer -Reporter. The money
was raised by County employees dressing up for Halloween or dressing casually by donating $5.00.
Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their
® consideration and approval a Resolution approving the Proposal for Redevelopment of Disposition Parcel
No. 28 in the Southpointe Economic Development Project by Centimark Corporation of Bethel Park,
Pennsylvania, and the Redevelopment Contract with said developer.
Moved by Mr. Ford, seconded by Mr. Mascara, adopting the Resolution as per above.

Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution approving the Proposal for Redevelopment of Disposition Parcel
No. 7B in the Southpointe Economic Development Project by Manese Center, Ltd., of Washington,
Pennsylvania, and the Redevelopment Contract with said developer.

Robert Umstead, Executive Director, Redevelopment Authority, announced that work has begun on
the rehabilitation and conversion of the former Crest Avenue Elementary School in Charleroi into 42 units
for elderly housing.

There were no citizens' comments.
OLD BUSINESS
Solicitor Bassi recommended that the bid for Tires be awarded to the following vendors for the period
of November 17, 1994 through October 31,1995, based on the per unit costs submitted in their proposals: -
Tire Centers, Inc., Washington, PA
Marsh Tire Service, Charleroi, PA
Moved by Mr. Ford, seconded by Mr. Mascara, awarding the bids as per above; these being the lowest
"per unit cost" bids received in accordance with specifications.
REMARKS: It was noted that all tires were awarded to the lowest bidder on the "per unit" cost except
for Items #4 and #5 which were awarded in total. These tires are used on police vehicles
and in high speed pursuit and therefore must be of the same type and brand to eliminate
swaying.

Solicitor Bassi recommended that the bid for Leasing of Seven Vehicles for Children and Youth be
awarded to Davies Ford of Charleroi, Pennsylvania The award will be for a four-year lease term at a cost of
$273.90 per unit per month for a total monthly cost of $1,91730 and a total yearly cost for the seven vehicles •
of $23,007.30. There will be no charge per mile and the County will purchase the vehicles at the end of the
lease term for $1.00.
Moved by Mr. Ford, seconded by Mr. Mascara, awarding the bid as per above; this being the lowest
bid received in accordance with specifications.

Chief Clerk presented to the Board for their consideration and approval submission of a Grant
Application to the Department of Community Affairs for a Legislative Initiative Grant. It is a one-time only
grant in the amount of $10,000.00 which would represent matching funds for the purchase of a vehicle to
transport disabled veterans to and from the VA hospitals in Pittsburgh. The actual purchase of the vehicle
will be made by the Disabled American Veterans. The title will be in the County's name, but will be
® assigned to the Disabled American Veterans. There are no County funds required.

Chief Clerk presented to the Board for their consideration and approval relative to the Washington
County Health Center an Addendum to the Contract with Medical Arts Pharmacy, Inc, for pharmaceutical
services at the Health Center. The Addendum establishes an annual contract ceiling amount of $230,000.00
based on past usage.
Moved by Mr. Ford, seconded by Mr. Mascara, approving the Addendum to the Contract as per above.

Chief Clerk presented to the Board for their consideration and approval relative to the Washington
County Health Center an Eligibility Application to the Pennsylvania Federal Surplus Property Program to
purchase federal surplus property for minimal cost with the provision that it be maintained and utilized
only in connection with the non-profit program for which it has been applied. This program requires,
periodically, that participants redefine their eligibility.
Moved by Mr. Ford, seconded by Mr. Mascara, approving the Eligibility Application as per above and
authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval the following items relative to
the JTPA Program which were necessitated by the extension of the BRIDGE Program:
1. Modification to the Agreement with Waynesburg Borough for classroom
space. The contract term shall be extended until December 31,1994. The
contract amount would be increased from $1,125.00 to $2,000.00.
2. Modification to the Agreement with YWCA for classroom space. The
contract amount would be increased from $1,200.00 to $1,850.00.

Chief Clerk presented to the Board for their consideration and approval a recommendation from the
Director of Administration for the Board to adopt a Purchasing Policy and Procedures Manual and
Guidelines for Suppliers to the County. The purpose is to promote consistent and efficient performance of
Washington County's procurement functions resulting in cost effective use of taxpayers' dollars. The

calendar years 1995 and 1996.
