Washington, PA, December 29,1994
The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; George
Davidson, Ray Ivey, Rick Stafford and Jim Linaberger of the Growth Alliance; Bob Umstead, Executive
Director, Redevelopment Authority; Patty Ondash of Purchasing; Duane Kavka, Director of Human Services;
Kathy Emery, Assistant County Solicitor/Director of Employee Relations, Wayne Fleming, Director of
Revenue; Judy Cap, Mary Helicke, Stephanie Parish, Pat Stansberry and David Martino of the
Commissioners Office; Roger Metcalfe, Budget Officer; Barbara Gibbs, Clerk of Courts; Kathy Flynn Reda,

Chairman Mascara called the meeting to order at approximately 10:10 am. and entertained a motion to
approve Minute No. 499.
Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 499 be approved as written.

SPECIAL ORDER OF BUSINESS
George Davidson, Ray Ivey, Rick Stafford and Jim Linaberger of the Growth Alliance presented a
plaque to Chairman Mascara in recognition of his contributions and service to the Growth Alliance. They
extended to him their best wishes as he leaves his position as County Commissioner to become the U. S.
Representative in the 20th Congressional District.
Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution authorizing approval of an Amended Supplemental Agreement to
the contract for sale of land for private redevelopment between AEG Transportation Systems, Inc., and the
Redevelopment Authority of the County of Washington, providing for extension of time for commencement
and completion of redevelopment of Parcel Nos. 61 and 62 in the Southpointe Project and further providing
for reconveyance of said parcels in the event the project is not undertaken in accordance with said contract.

Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution authorizing the execution of a Right -of -Entry to be given to Amwell
Machine and Fabrication by the County of Washington to enter upon Parcel No. 3B in the County Industrial
Park (Crile Industrial Site), South Strabane Township, Washington County, Pennsylvania, for the purpose of
performing surveys, core drilling operations and environmental evaluations for a period of thirty days.
Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above.

CITIZENS' COMMENTS
Robert Umstead, Executive Director, Redevelopment Authority, thanked Commissioner Mascara for
his working relationship over the years and wished him best wishes as he leaves his position as County
Commissioner to become the U. S. Representative in the 20th Congressional District.
OLD BUSINESS
Solicitor Bassi recommended that the bid for Communication Buildings for 911 be awarded to The
Pittsburgh Flexicore Company, Inc., of Monongahela, Pennsylvania, as follows:

Scenery Hill Location: $15,542.00
TOTAL AWARD: $38,626.00
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the only bid t
received in accordance with specifications.

Chief Clerk presented to the Board for their consideration and approval an Agreement with the
Pennsylvania Department of Transportation for a Section 16 Capital Assistance Grant. The maximum
amount of funds available is $53,280.00 with a required 20% match. Matching funds would be provided
from a funding source other than the County. The funds will be utilized to purchase two small transit
vehicles to transport senior citizens and the handicapped.

authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a recommendation from the
Airport Manager to authorize a renewal of the airporPs liability and hangar -keepers insurance at the
Washington County Airport with the current carrier, American Eagle Group, for calendar year 1995. The
premium would be the same as 1994, which was in the amount of $3AS0.00.

Chief Clerk presented to the Board for their consideration and approval a proposal submitted by
Transitional Employment Consultants (TEC) to perform work required for the clearing of key flood control
sites in Washington County. Under this proposal, TEC would utilize workers through the Washington
' County Job Training Program to perform these tasks on stream maintenance. It was recommended that this
proposal be approved on a month -to -month basis at a cost of $2,255.86 per week.

Employee Buyback of Service Credits by Margaret Randolph (employee at the Health Center) for time she
was out for medical leaves (07/02/92 - 07/12/92 and 02/21/94 - 04/24/94). This will enable her to apply for a
disability pension from the County.

as per above, this action being in accordance with 16 P.S. Section 11662.

January 1, 1995 through December 31, 1996.

debt purposes; and appropriating specific sums estimated to be required for the specific purposes of the
County government for the year 1995. (Total Budget - $68,709,715; General Fund - $32,525ASO)

Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Tax Levy and Appropriation Resolution
for year 1995 as per above.
REMARKS: On behalf of the Board, Chairman Mascara announced that there be no tax increase in 1995. He
noted that during the past six years, there has only been one tax increase and that in 1993 the
Board of Commissioners voted for reduction of four mills in personal property taxes. He
commended the Board and the employees of the County for their hard work in running the
County like a business and stated that he has been proud to be part of it.

ANNOUNCEMENTS
Chief Clerk made the following announcements:
1. The Swearing -in Ceremony/Reception of Commissioner -Appointee Melvin
Bassi would be held on Tuesday, January 3,1995, at 9:30 a.m.
2. The Reorganization Meeting of the Board of Commissioners would be held
on Tuesday, January 3,1995, at 10:30 am.
3. The Reorganization Meeting of Salary Board would be held on Tuesday,
January 3,1995, immediately following the Reorganization Meeting of the
Board of Commissioners.
SOLICITOR
Solicitor Bassi recommended that the Board approve a tax appeal settlement in the amount of
$1,150,000.00 for the Washington Trust Building and $110,000.00 for the Washington Trust Building Garage.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Tax Appeal Settlement as per above,
subject to acceptance by the City of Washington and the Washington School District.

Solicitor Bassi commented as to how much he has enjoyed the relationship that he has occupied as the
Solicitor of this Board for the last 131h years, and that he has been particularly proud to have been part of an
aggressive and an honest and a credible government. He recognized Chairman Mascara for the honesty and
integrity that he demonstrated throughout the years as a dedicated public servant which has attributed to the
County's respectability and credibility. He extended to Chairman Mascara his best wishes as he leaves his
position as County Commissioner to become the U. S. Representative in the 20th Congressional District.

Petrosky commented that he and Chairman Mascara not only developed a strong professional relationship
over the years but also a strong personal bond and he will sincerely miss him alot. He stated that he did
not know of anyone more deserving than Chairman Mascara to rise to the rank of Congressman He
recognized Chairman Mascara for his dedication, commitment and propensity to always keep Washington
County as well as the entire Southwestern Pennsylvania region progressing with a vision for the future.
Commissioner Ford commended that even though at times he and Chairman Mascara have been at
odds, he has found him to be an effective and progressive Commissioner and has always put Washington
County first. He extended to Chairman Mascara his sincere best wishes for success.
The Commissioners also recognized Lou Lignelli, Director of Administration, and Bill Sember,
Director of Planning, who have resigned and will be assuming positions with Congressman -Elect Mascara,
The Commissioners extended their appreciation to Lou and Bill for their dedicated public service and
wished them success in their new endeavors.
There being no further business, Chairman Mascara declared the meeting adjourned at approximately
10:45 am.
