FORD, COMMISSIONERS Minute No. 433 0 Washington County Commissioners rn X Washington, PA, January 28, 1993 E 0 LL The Board of Washington County Commissioners met in regular session in the (D M Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following -0 (D members being present: Commissioners Mascara, Petrosky and Ford. Also being present: E 0 cc Tina Dallatore, Chief Clerk; Kathy Emery, Assistant Solicitor/Personnel Director; a Controller Belcastro; Duane Kavka, Director of Human Services; Linda Hands, E_ Clerk -Steno !IL; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; and Jon Stevens, Observer -Reporter. Chairman Mascara called the meeting to order at approximately 10:10 a,m, and entertained a motion to approve Minute No. 432. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 432 as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Assistant Solicitor Emery recommended that the bids for Meat for the months of February and March be awarded to the following vendors for the per unit costs submitted in their bid proposals: Meat: Green Valley Packing Company, Claysville, PA Kraft/Behrhorst, Bridgeville, PA Tri-River Foods, Bethel Park, PA 0 Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above; these being the lowest responsible bids received in accordance with specification--. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS is Chief Clerk presented to the Board fer their consideration and approval a Resolution approving the Pennsylvania Community Providers Association as an I association/organization concerned with governmental affairs in accordance with Section 446 of The County Code. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Resolution. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Board appointment: NEW CHOICES ADVISORY BOARD Appointment of: Cathi Kresh - Bridgeville, PA (County's Representative replacing Francis Pettit) Moved by Mr. Petrosky, seconded by Mr. Ford, approving the foregoing Board appointment. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Comsis Corporation of Pittsburgh, Pennsylvania, for the provision of overall coordination of the County's transportation system. This Agreement is for calendar year 1993 at a cost not to exceed $15,000.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per above. Chief Clerk presented to the Board for their consideration and approval a recommendation from the Planning Director to adopt Policy and Procedures for Engineering by Consultants. These procedures would be used for the orderly determination of the need to use consulting engineering firms, qualification and selection of firms, and general administration and monitoring of engineering agreements relative to bridge inspections under the Federal Bridge Inspection Program. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Policy and Procedures for Engineering by Consultants as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with BC/BS of Western Pennsylvania for health care coverage for employees and retirees for 1993 under the Washington County Employees- 'Custom Care Benefits (PPO) which is the Preferred Provider Organization. The new rates are as follows: Monthly Rates: February 1, 1993 - December 31, 1993 Retirees Individual $i3o.51 $129.46 Individual With Child $258.24 $256.17 individual With Children $297.22 $294.83 Individual and Spouse $328.51 $325.88 Family $367.46 $364.52 Moved by Mr. Petrosky, :seconded by Mr. Ford, approving the Agreement as per anove. Motion carried unanimously. ,Chief Clerk presented to the Board for their consideration and approval a three-year Labor Agreement with the Deputy Sheriffs Association of Washington County as negotiated with the major provisions being as follows: 0 1. Health Insurance - saute as S.E.I.U./County Plan (Blue Cross/Blue Shield PPO) 2. Wages - increase of $.dS for 1993 increase of $.40 for 1994 increase of $.35 for 1995 3. Hours of Work - increase to 40 hours a week front 32.5 hours. 4. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with D. Jack and Geraldine Gaido for office space for District Justice Lilley. The Agreement is in the amount of $525.00 per month, effective May 1, 1993 through January 14, 1994. Due to the Supreme Court order dated May 12, 1992, this Magisterial District will close at the end of 1993. The lease is to extend to the 14th of January to allow time for the moving of all furniture and equipment from the premises. The current Agreement expires April 30, 1993, at a cost of $490.00 per month. per above. I Chief Clerk presented to the Board for their consideration and approval an Extension to the Barber and Beautician Services Agreements at the Health Center with Mary Ann Lowery of 'Canonsburg, Pennsylvania, on a month -to -month basis not to exceed three months (through April 30, 1993). The current costs are $550.00 per month for beautician services and $210.00 per month for barber services. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Extension to the Agreements as per above. Roii call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the purchase of a new or used Air Fluidized Bed for the Washinqton County Health Center. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the Board to enter into a Revocable Trust Agreement with Fittsburqh National Bank. This Agreement will allow County funds to be invested collectively with other counties and school districts in the PNC short term investment fund. It will also enable the County to enter into a Corporate Cash Sweep Agreement that should enhance the County's investment opportunities.
