The Board of Washington County Commissioners met in regular session in the

10:05 a.m. and entertained a motion to approve Minute No. 433.

SPECIAL ORDER OF BUSINESS
The Commissioners presented a check to the Washington County Historical
Society in the amount of $10,000.00 which represented the County's 1993 allocation to
this organization.
Commissioner Mascara read a Proclamation declaring the week of
February 8-14, 1993, as "Child Passenger Safety Awareness Week".
Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing
Proclamation.

Motion carried unanimously.
The Commissioners presented the Proclamation to Terri Bartosh, Coordinator of
the Highway Safety Program. She outlined the activities which were scheduled for Child
Passenger Safety Awareness Week and noted that police officers in Washington, North
Strabane, South Strabane and Peters Townships as well as the Sheriff's Office would be
participating. Deputy Sheriff Dave Richards explained the activities that the
IsSheriff's Office would be conducting in their office as well as in Mingo Park.

Solicitor Bassi recommended that the bid for the Collection and Disposal of
Solid Waste be rejected and readvertised. I
Moved by Mr. Petrosky, seconded by Mr. Ford, rejecting the bid as per above;
and authorizing the Chief Clerk to readvertise for bids.

Solicitor Bassi recommended that the bids for Printed Forms and Disposable
Lids for Bowls and Mugs for the Washington County Health Center continue to be tabled

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval
Agreements with the following providers for the LMA Day Care Program for FY92/93:

Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Pennsylvania Department of Transportation which proposes State
participation in the maximum amount of $45,333.00 (5%) for FAA Project No. 3-42-0101-
12-92 at the Washington County Airport which includes the construction of a maintenance
building, resurfacing and extending an access road, installing an electrical vault and
constructing a T-Hanqer Taxiway.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement with the
Pennsylvania Department of Transportation as per above and that the County of
Washington has the funds and will make them available for its share of the project
costs ($45,333.00 or
5%);
and authorizing the Chairman of the Board to execute all
necessary documents
related
thereto and the Chief Clerk to so attest.

three-year, Labor Agreement with the Pennsylvania Social Services Union (PSSU), Local
668, which represents the caseworkers and clerical staff in the Children and Youth
Department. The major provisions are as follows:
1. Term - 1/1/93 - 12/31/95
2. Wages - New Wage Schedule - Employees move one step on
January 1 of each year (New Hires - Start for
six months, then Base until next January, then
go to Step A)
1� - - Czeneral increase - 55%, 4% and 3%
(1993, 1994 and 1995, respectively)
3. Benefits - Health Insurance - County Plan
(Blue Cross/Blue Shield PPO)
Life Insurance - $11,000.00 in 1993
$12,000.00 thereafter
4. Sick Leave - retain language from former contract
relating to occurrences,

Agreement as per above; and authorizing execution thereof upon completion of the final
contract document.

for the period of July 1, 1991 through June 30, 1992. The cost is $9,500.00, which
includes out-of-pocket expenses.
