FORD, COMMISSIONERS Min -Late Nb. 43d Washington County Commissioners Washington, PA, February 4, 1993 E 6 LL I The Board of Washington County Commissioners met in regular session in the co Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following 8 rn members being present: Commissioners Mascara, Petrosky and Ford. Also being present; E 12 Tina Dallatore, Chief Clerk; judge Gladden; Me! Bassi, Solicitor; Sheriff Fazzoni; Linda Hands, Clerk -Steno II; Floyd Laubham, Planning Commission; Joan Ruzika, President n of the Washington County FiEtor4cal Society; Roy Sarver, Administrator of the Washington County Historical Society; Terri Bartash, Coordinator of the Highway Safety Program; Colleen Martos, Assistant Coordinator of the Highway Safety Program; Dave Richards and Frank Konek of the Sheriff': Office; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; and Chris Enzerra, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 433. written. Moved by Mr. Ford, seconded by Mr. Petrosky, approving Minute No. 433 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a check to the Washington County Historical Society in the amount of $10,000.00 which represented the County's 1993 allocation to this organization. Commissioner Mascara read a Proclamation declaring the week of February 8-14, 1993, as "Child Passenger Safety Awareness Week". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Terri Bartosh, Coordinator of the Highway Safety Program. She outlined the activities which were scheduled for Child Passenger Safety Awareness Week and noted that police officers in Washington, North Strabane, South Strabane and Peters Townships as well as the Sheriff's Office would be participating. Deputy Sheriff Dave Richards explained the activities that the IsSheriff's Office would be conducting in their office as well as in Mingo Park. CITIZENS' COMMENTS E There were no citizens' comments. FORD, COMMISSIONERS OL.D-BUSILNESS Solicitor Bassi recommended that the bid for the Collection and Disposal of Solid Waste be rejected and readvertised. I Moved by Mr. Petrosky, seconded by Mr. Ford, rejecting the bid as per above; and authorizing the Chief Clerk to readvertise for bids. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Printed Forms and Disposable Lids for Bowls and Mugs for the Washington County Health Center continue to be tabled for review. 0 Moved by Mr. Petrosky, seconded by Mr. Ford, to continue to table the bids as per above. Roll call vote taken: I Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Agreements with the following providers for the LMA Day Care Program for FY92/93: above. Irene L. DeJohn Houston, ?A Lisa Mikec Houston, PA Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreements as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. I Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Transportation which proposes State participation in the maximum amount of $45,333.00 (5%) for FAA Project No. 3-42-0101- 12-92 at the Washington County Airport which includes the construction of a maintenance building, resurfacing and extending an access road, installing an electrical vault and constructing a T-Hanqer Taxiway. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement with the Pennsylvania Department of Transportation as per above and that the County of Washington has the funds and will make them available for its share of the project costs ($45,333.00 or 5%); and authorizing the Chairman of the Board to execute all necessary documents related thereto and the Chief Clerk to so attest. MINUTE BOOK . 27 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY. JR , JOSEPH A. FORD. COMMISSIONERS Chief Clefl- L}reRented to thF- Board for their consideration and approval an Agreement with Glance and Associates, Inc., of Pittsburgh, Pennsylvania, for architectural services related to the design of a park office to be located in Mingo E 0 LL Creek Park. The cost would be $11,260.00. CD Moved by Mr. PetroEky, seconded by Mr. Ford, approving the Agreement as per above. E Roll call vote taken: 0 cc Mr. Ford - Yes; Mr. Petrosky Yes; Mr. Mascara Yes. a. Motion carried unanimously. I Chief Clerk presented to the Board for their consideration and approval a three-year, Labor Agreement with the Pennsylvania Social Services Union (PSSU), Local 668, which represents the caseworkers and clerical staff in the Children and Youth Department. The major provisions are as follows: 1. Term - 1/1/93 - 12/31/95 2. Wages - New Wage Schedule - Employees move one step on January 1 of each year (New Hires - Start for six months, then Base until next January, then go to Step A) 1� - - Czeneral increase - 55%, 4% and 3% (1993, 1994 and 1995, respectively) 3. Benefits - Health Insurance - County Plan (Blue Cross/Blue Shield PPO) Life Insurance - $11,000.00 in 1993 $12,000.00 thereafter 4. Sick Leave - retain language from former contract relating to occurrences, Moved by Mr. Petrosky, seconded by Mr. Ford, approving the negotiated Labor Agreement as per above; and authorizing execution thereof upon completion of the final contract document. Chief Clerk presented to the Board for their consideration and approval ratification of the Arbitrator's Award relative to the Prison guards Wage and Policy Unit with the major provisions being as follows; 1. Term - 11/1/93 - 12/31/95 2. Wages - increase of $.dS for 1993 increase of $.40 for 1994 increase of $-'.35 for 1995 3. Benefits - Health Insurance - County Plan (Blue Cross/Blue Shield PPO) Life insurance -,$11,000.00 in 1993 $12,000.00 thereafter 4. Chief Clerk presented to the Board for their consideration and approval an Agreement with KPMG Peat Marwick for the purpose of auditing JTPA Subgrantee Contracts for the period of July 1, 1991 through June 30, 1992. The cost is $9,500.00, which includes out-of-pocket expenses. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (R) 1. John Penderville of Juvenile Probation to attend a seminar (Reimbursable) entitled "Adolescent Children of Alcoholics" sponsored by the Juvenile Court Judges Commission at Days Inn, Penn State on April 13-16, 1993 (0) 2. Gail Abercrombie of Human Services to attend a Mental Health/ (Reimbursable) Mental Retardation PAAP Children and Youth Subcommittee Meeting in State College, Pa., on February 22-23, 1993 (0) 3. Myra Bernhart of JTPA to attend a training session entitled ',Reimbursable) "The Design and Effective Operation of Employability Development Activities for Out -of -School Youth" sponsored by the Pennsylvania Service Delivery Area Association in Butler, Pa., on February 16-17, 1993 (0) 4. Cynthia Derrico, Catherine Fonagy and Bernadette Adams to attend (Reimbursable) a conference entitled "Training in Assessment and Service Strategies" in Pittsburgh, Pa., on February 11-12, 1993 (0) S.
