Washington, PA, February 25, 1993
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present; Commissioners Mascara, Petrosky and Ford. Also being present;
Tina Dallatore, Chief Clerk; Kathy Emery, Assistant County Solicitor/Director of
Employee Relations; Linda Hands, Clerk -Steno !I; Controller Belcastro; Dave Suski and
Linda Bell of JTPQ Andy Pagac, Veterans Director; Duane Kavka, Betty Gallo and George
Krcelich of Human Services; Floyd Laubham, Planning Commission; Bill Prentice, Property
and Supplies; Audrey Shook, Intern of Planning Commission; Jon Stevens, Observer- 0
Reporter; Jim Jefferson, WJPA;'and Kathy Thomas, Riverview Weekly.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute Nos. 435 and 436.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving Minute Nos. 435 and
436 as written.

Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
The Commissioners presented a Certificate of Appreciation to Andy Pagac,
Veterans Director, who is retiring effective February 26th after 29 years of service
(1955-1975 and 1984-1993).

The Commissioners recognized Dave Suski, Director, Linda Bell, Assistant
Director, and staff members of the WaEhington-Greene County JTPA Program for their
achievements during the past year. The agency qualified for an incentive grant award
for exceeding five of the six national performance standards. Among those met were
adulta being employed and continuing on the job and the number of welfare recipients
who maintained employment. A Single Point of Contact (SPOC) award was received in
recognition of exceeding standards of employment for the welfare recipient. The Summer
Youth Service Corps was recognized for its combination of community service projects
with education and skills training to provide a well-rounded summer experience for
disadvantaged youth. This award marks the sixth time in seven years that the JTPA
Program has achieved national performance standards.

Chief Clerk presented to the Board for their consideration and app.-oval an
Agreement with ComsiE Corporation to provide supplemental transportation to low income
county residents. Funding will be allocated by the Human Services Development Fund in
the amount of $2,000.00 for the period of March 1, 1993 through June 30, 1993.

Chief Clark presented to the Board for their consideration and approval
execution of a Deed which conveys the former County Garage property and adjacent !at
located on West Cherry Avenue to the Washington County Authority.

recommendation from the Director of Administration to establish the rate of $11.00 per
square foot for office space in Courthouse Square effective March 1, 1993. It W-Is
noted that this i:x the same rate as the previous year.

Chief Clerk presented to the Board for their consideration and approval a
request from Coroner Wa-rco to appLove contracts with Dr. Joshua A. Ferper, D-1r. Leon
RozIn and Dr. Abdulrezzak Shakir of Pittsburgh to serve as substitute Pathologists in
the event that Or. Hiserodt, who is under contract with the County, is unavailable to
Perform these services. Coroner'Warco also requested that Dr. Rozin be paid for three
(311 post m6rtem examinations that he performed on February 21st and February 22nd for
Dr. Hiserodt who was unavailable.

request from the Washington County Council on Economic Development for a loan in the
total amount of $50,000.00, of which $25,000.00 is to be processed immediately and the
remal,ning $25,000.00 at a later date, if necessary.

Wa2hington County Council on Economic Development as per above.
