FORD, COMMISSIONERS Minute No. 446 Washington County Commissioners Washington, PA, April 29, 1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara,-Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Lou Lignelli, Director of Administration; Jon Stevens, Observer -Reporter; and Chris Enzerra, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute Nos. 443, 444 and ddS. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute Nos. 443, ddd and 445 as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Lou Lignelli, Director of Administration, presented to the Board new Highway Safety Program posters promoting "Don't Be A Highway Hockey Puck" and to fasten seat belts. He extended his appreciation to the Pittsburgh Penguins and Melone Advertising of Canonsburg for their cooperation in having these posters prepared which will be distributed to schools, police departments and businesses. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the bid for a Pickup Truck for the Parks Department be awarded to Washington Ford, Inc., of Washington, Pennsylvania, in the amount of $12,400.00. Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the following applications for allocations of County Liquid Fuel Tax Funds: 1. Application for the County to encumber the amount of $60,000.00 for the rehabilitation of 8,000 feet of County -owned road in Mingo Creek County Park 2. E Chief Clerk presented to the Board for their consideration and approval 0 rr Agreements with the Pennsylvania Department of Transportation which provide for S reimbursement from the State for the following bridge projects: a_ Weirich Bridge over Chartiers Creek Total Project Cost: $483,000.00 State Share (80%): $380,000.00 County Share (20%): $ 95,000.00 Wherry School Bridge over Ten Mile Creek Total Project Cost: $346,000.00 State Share (80%): $272,000.00 County Share (20%): $ 68,000.00 Greer Station Bridge over Chartiers Creek Total Project Cost: $583,000.00 State Share (80%): $464,000.00 County Share (20%): $116,000.00 Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreements with the Pennsylvania Department of Transportation as per above and authorizing the Chairman of the Board to so execute and the Chief Clerk to attest the same. Chief Clerk presented to the Board for their consideration and approval a Bid Proposal to be submitted to the Pennsylvania Department of General Services an behalf of the Washington County Fair Board for the purchase of three pieces of equipment through 'the Surplus State Property Program. 1Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing the Chairman of the Board to execute the Bid Proposal as per above on behalf of the Washington County Fair 9 Board. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Children and Youth Provider Agreement with Professional Family Care Services, Inc., for the provision of placement Services. The Addendum increases the contract authorization amount from $275,000.00 to $350,000.00 for FY92/93. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 96 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR., JOSEPH A. FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval a Children and Youth Grant Application to be submitted to the Pennsylvania Children's Trust Fund for a Parent Education and Training Program. The grant would be for three years effective November 1, 1993 through October 31, 1996, at $50,000.00 per year. Moved by Mr. Petrosky, seconded by Mr. Ford, approving submission of the Grant Application as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following item relative to the JTPA Program: Modification to the SPOC Agreement with the Art Institute of Pittsburgh which increases the contract amount by $2,248.00 to cover the costs of tuition and supplies that were under- estimated in the original agreement. The new contract total amount is $10,945.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the JTPA Modification as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Snow Removal Assistance Application to be submitted to the Pennsylvania Emergency Management Agency (PEMA) in the amount of $2,831.91 for 75t reimbursement for extraordinary emergency costs for snow plowing at the Health Center as a result of the blizzard conditions on March 13-14, 1993. Moved by Mr. Ford, seconded by Mr. Petrosky, approving submission of the Snow Removal Assistance Application as per above and authorizing the Chairman of the Board to so execute.
