MASCARA, METRO PETROSKY, JR., JOSEPH A FORD, COMMISSIONERS Minute No. 448 Washington County Commissioners Washington, PA, May 13, 1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present; Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Controller Belcastro; Lou Lignelli, Director of Administration; Linda Hands, Clerk -Steno II; Duane Kavka, Director of Human Services; Deputy Sheriff from Sheriff's Department; Dr. Barry Parks, Washington County. Health Center Administrator; Nancy Bird, Carla Cherokee, Joann Matula, Kathy Braddock Is and Helen Mackor, representing the Nursing Department at the Health Center; Mary Todd, representing the Social Services Department at the Health Center; Dave Snyder, representing the Housekaeping Department at the Health Center; Bonnie LeVine, Assistant Administrator of the Health Center; Susan Gleason and a group of representatives of Community Action; Frances Vactor, 011ie Davis and a group of representatives of the NAACP; Dave Susk 4-L, JTPA Director; Bill Prentice, Maintenance Supervisor; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Chris Enzerra, Herald Standard; and Kathy Thomas, Riverview Weekly. Chairman Mascara- called the meeting to order at approximately 10:10 a.m. and noted that approval of Minute No. 447 would be held in abeyance. SPECIAL ORDER OF BUSINESS Dr. Barry Parks, Washington County Health Center Administrator, stated that this week is National Nursing Home Week which is an annual event observed to bring to the attention of the public the efforts and contributions of nursing homes and their staff to the health care elderly citizens. He noted that during the past year there have been a number of changes in regulations that have affected nursing homes and that the Health Center staff has worked very hard during this past year to adaptito those changing requirements. He stated that the theme of this year's celebration of National Nursing Home Week is "Committment to Caring" which he feels is very evident at the Health Center. He recognized the staff of the Health Center for their efforts and accomplishments in caring for the facility's residents. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the following bids continue to be tabled for review; 1. Lumber 2. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Agreements with the following organizations to provide community -based drug and alcohol prevention activities for FY92/93. 1. Peters Township Drug and Alcohol Committee $ 445.00 2. Neighborhood Drug Awareness Corps (NDAC) $2,000.00 3. Christi -an Life Club $2,000.00 4. New Connections $2,000.00 S. Kids That Care $2,000.00 above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreements as per Roll call vote taken; Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Contract with the Department of Community Affairs for the Natural Areas Inventory Project in the amount of $15,000.00 for the period of April 7, 1993 through June 30, 1995. above. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Contract as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from Neilan Engineers for engineering services in connection with rehabilitation of the following three covered bridges: 1. Leatherman Bridge - North Beth Township 1) �. Lyle Bridge - Hanover Township 3. Wright, Cerl Bridge - Somerset Township The cost would be $21,409.50 per bridge for a total of $64,228.71. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Engineering Proposal as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clark presented to the Board for their consideration and approval an Aareement for the liability CAT Fund and building and contents insurance coverage at the Washington County Health Center with Cincinnati Insurance Company at an annual premium of $69,0580.00 for a one-year period, effective May 12, 1993. Chief Clerk presented to the Board for their consideration and approval a proposal from KPMG Peat Marwick for development of an Indirect Cost Plan for the year 1992 at a cost of $20,650.00 plus out-of-pocket expenses which represents a five percent increase over last year's fee. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the proposal as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the Transportation of Natural Gas for the following County facilities for FY93/94: 1. Courthouse 2. Jail 3. Courthouse Square 4. Garage 5. Health Center Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Modification to the Agreement with Rosedale Technical Institute to increase the number of slots from eight to ten in Auto/Diesel Mechanics training. 2. Submission of the Chief Elected Official Review form for the United Steel Workers Dislocated Worker Program Proposal. This proposal requests state and federal discretionary funds to provide employment and training services to dislocated steel workers in Western Pennsylvania. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Modification and Proposal as per above. Roll call vote taken; Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. C7 11 ,'7 MINUTE BOOK 113 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR., JOSEPH A FORD, COMMISSIONERS SPECIAL ORDER OF BUSINESS A group of representatives from Community Action Southwest and the NAACP were in attendance at the meeting to discuss the status of the County's position relative to E Z5 financial support and payments to Community Action Southwest in light of its recent LL L� audit. Chairman Mascara gave a historical perspective of the County's relationship 8 E with Community Action Southwest which was formerly the Washington -Greene Community 0 Cc Action Corporation. He stated that since 1980 Washington County has contributed $640,000 to the agency as well as approximately $500,000 of in -kind services in the 0- form of office space in the former Old Men's Home for a period of approximately twenty- five years. He made reference to a letter addressed to Harry Cancelmi, President of Community Action Southwest, from the Board of Commissioners which was authored by Commissioner Petrosky wherein the Commissioners stated that they have "decided to withdraw its support from Community Action Southwest; and, will consider a freeze on all payments made to the agency from either the federal or state governments of which the county acts as a conduit". Commissioner Petrosky commented that he is not interested in seeing the death of Community Action Southwest, but that the agency has some serious problems and that those problems not only exist in the fiscal department where the recent audit focused, but he suggested that there are problems throughout the agency and that the agency needs redirection. He stated that the Commissioners, as elected officials, could not overlook the findings of the recent audit and management letter as they are responsible and accountable for the public monies that are funneled through the County to the agency. He also made reference to the letter addressed to Mr. Cancelmi and noted that the decisions contained in that letter are not irreversible. He stated that he feels the new business manager has the capability to improve the fiscal condition of the Iagency. Susan Gleason, a Board member of Community Action Southwest and spokesperson 0 for those in attendance, stated that they want feedback and input from the Commissioners and want to work together. She explained that some of the fiscal chaos resulted from the requirements of the single audit procedure, a new business manager and computer problems. She also noted that the new business manager, Eileen Brunn, has drafted a corrective action plan in response to the recent audit. Chairman Mascara cited a few examples whereby on several occasions the Commissioners reached out to help the agency but the agency rebutted, thereby fracturing the relationship between the County and the agency (i.e. suggestion by the Commissioners to have a performance audit done; creation of the Human Services 0 Authority). The Commissioners again offered to have a performance audit conducted.
