the Area Agency on Aging Sub -Area Council of Washington County; Terri Barto2h and
Colleen Martos of Highway Safety; Corrina Youth, 3rd Grade Student at St. Patrick's
School; Cathi Kr8sh, LMA Day Care Program Director; Duane Kavka, Director of Human
Services; Jim Henry, CYS Administrator; Captain Linn Brookman, Washington Fire
Department; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Kathy Thomas,
Riverview Weekly; and a group of senior citizens.
Chairman Mascara called the meeting to order at approximately
10:15 a.m. and noted that approval of Minute Nos. 447 and 448 would be held in
abeyance.
SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation declaring the month of May, 1993, as
"Older Americans Month".
Moved by Mr. Ford, seconded by Mr. Mascara, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Ford - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Ray Kasparek, Chairman of the
Area Agency on Aging Sub -Area Council of Washington County, who presented gifts of
appreciation to the Commissioners.
Commissioner Mascara entertained a motion to adopt a Proclamation declaring
the week of May 24, 1993, as "Buckle Up America! Week".
Moved by Mr. Ford, seconded by Mr. Mascara, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Ford - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Terri Bartosh, Highway Safety
Program Coordinator. Corrina Young, a third grade student at St. Patrick's School,
re-ceived a $50.00 bond for being the winner of a coloring contest promoting Buckle Up
America! Week.

Commissioner Mascara entertained a motion to adopt a Proclamation declaring
the week of May 22-29, 1993, as "Safe Kids Week". is
Moved by Mr. Ford, seconded by Mr. Mascara, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Ford - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Terri Bartosh, Highway Safety
Program Coordinator, who made some brief comments relative to the kick-off of the Safe
Kids Coalition Campaign. Captain Linn Brookman of the Washington Fire Department also
made some comments.
CITIZENS' COMMENTS
There were no citizens' comments.
OLD BUSINESS I
Solicitor Bassi recommended that the bid for Lumber for the period of June 1,
1993 through November 30, 1993, (with option to extend through May 31, 1994), be
awarded to Donora Lumber Company of Donora, Pennsylvania, based on per unit costs
submitted in its proposal.
Moved by Mr. Ford, seconded by Mr. Mascara, awarding the bid as per above;
this being the only responsible bid received in accordance with specifications; and
authorizing the Chief Clerk to re -advertise for bids for certain items for which no
bids were received.

Mr. Ford - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Solicitor Bassi recommended that the bids for Medical Supplies for the period
of May 20, 1993 through September 31, 1994, (with option to extend through March 31.1
1994), be awarded to the following vendors for the per unit costs submitted in their
bid proposals: 0
Calgon Vestal Laboratories, Wheeling, WV
Medicare Equipment Company, Latrobe, PA
Penn Medical Supply, McMurray, PA
Wasserott's, Luzerne, PA
Moved by Mr. Ford, seconded by Mr. Mascara, awarding the bids as per above;
these being the lowest responsible bids received in accordance with specifications.

Solicitor Bassi recommended that the bid for the provision of computer
hardware and software, installation, maintenance and ongoing support services be
awarded to RBA Professional Data Systems, Inc., of State College, Pennsylvania, as
follows:
Section I: Network Upgrade - $79,144.00
Section II: Miscellaneous Equipment
(approximate cost - $20,898.42)
(Awarded on the "per unit" cost to be
purchased as needed during the year.)

CORRESPONDENCE
Chief Clerk made available to the news media a News Release relative to the
following;
NEW BUSINESS
1. Contract Awards relative to the Washington County
Housing Authority's Public Housing Program
Chief Clerk presented to the Board for their consideration and approval a
proposal from The Copeland Companies for the purpose of providing a deferred
compensation program to County employees to be effective July 1, 1993.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Cellular One of Pittsburgh, Pennsylvania, to provide air time for a
cellular phone for the Health Center's Adult Day Care van. The rate for government
services is $15e95 a month plus per minute charges.
Moved by Mr. Ford, seconded by Mr. Mascara, approving the Agreement as per
above and authorizing the Chairman of the Board to so execute.

Chief Clerk requested authorization to advertise for the following bids;
I for the 4. One (1) new copier Recorder of Deeds Office
2. Construction of a park office at Mingo Creek Park
3. Tube Feeding Supply -Medical Program for the
Washington County Health Center
4. Three (3) used copiers that are located in the offices of
Domestic Relations, Court- Administrator, and JTPA which are
currently being leased under State Contract No. 3610-01. This will
include the bidding of new copiers as replacements for the existing
copiers as a means of comparison.
Moved by Mr. Ford, seconded by Mr. Mascara, authorizing the Chief Clerk to
advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval the
following travel request:

Sentencing Guidelines training session sponsored by the
Pennsylvania Sentencing Commission in Pittsburgh, Pa., on May 19,
1993

request and authorizing payment of all necessary expenses related thereto.
