Ford, Sr. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA 159 Minute No. 519 Washington County Commissioners Washington PA, September 7, 1995 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Ford. Absent being: Commissioner Bassi who was out of town. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; Controller Belcastro; Kathy Emery, County Solicitor; Jim Henry and Jackie Forte, Children & Youth; Bracken Burns, Democratic Commissioner -Nominee; Jon Stevens, Observer Reporter; Kathy Thomas, The Valley Independent; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; J. J. Miller, AAA West Penn; and interested bidders. Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 518. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 518 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Petrosky entertained a motion to adopt a Proclamation commemorating AAA West Penn's 75th Anniversary of its partnership with the School Safety Patrol Program. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Proclamation as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to J. J. Miller of AAA West Penn. CITIZENS' COMMENTS There were no citizens comments. OLD BUSINESS Solicitor Emery recommended that the bid for Base Stations for 911 be awarded to Syntonic Technology, Inc., of Harrisburg, Pennsylvania, for the total amount of $225,348.56 (Option 0. Chairman Petrosky commented that the awarding of this bid establishes towers in both the West Brownsville area and the Claysville area to improve communications in those respective areas. He noted that the improved communications will help alleviate the concerns expressed by representatives of West Brownsville who appeared before the Board on July 27th. (See Minute No. 516, page 134, for further reference.) He stated that the work is scheduled to be completed within 120 days of issuance of the notice to Metro Petrosky, Jr. 1 6 0 Melvin B. He also noted that although there may still be a few dead spots throughout the county, twelve towers have been erected in order to provide a more than adequate system. Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest responsible bid received in accordance with the specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Solicitor Emery recommended that the bids for Kitchen Supplies be awarded to the following vendors for the per unit costs submitted in their bid proposals. It was noted that certain items were not awarded to the low bidder because they did not meet the specifications. 1) Curran -Taylor, Inc., McMurray, PA 2) Kraft Foods, Freedom, PA 3) J. Gregory Restaurant, Monongahela, PA 4) Tri-State Restaurant Equipment, Beaver Falls, PA 5) Lewis Brothers & Sons, Pittsburgh, PA 6) Rykoff-Sexton, Inc., McKees Rocks, PA Moved by Mr. Ford, seconded by Mr. Petrosky, that the bids for Kitchen Supplies be awarded as per above; these being the lowest responsible bids received in accordance with the specifications. Solicitor Emery recommended that the bids for T-Hangar Demolition and Construction continue to be tabled for review. Solicitor Emery noted for the record that at the last Board meeting, the County opened and accepted all six (6) bids which were received but only five (5) were read aloud since one (1) was thought to be a duplicate bid. (See Minute No. 518 dated August 24,1995, pp. 157-158 for actual bid listing.) Ford, Sr. MINUTE BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA CORRESPONDENCE Chief Clerk made available to the news media News Releases relative to the following projects: 1) Washington County Industrial Development Agency (WCIDA) recipient of 1995 Agency of the Year Award. 2) Applications for Admittance to Crest Avenue Apartments for the Elderly located in Charleroi Borough. 3) Fallowfield Consolidated School Demolition Project 4) City of Monongahela Demolition and Site Clearance Project 5) Dairy Road Reconstruction Project located in Mt. Pleasant Township 6) Borough of West Brownsville Demolition and Site Clearance Project NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Purchase of Service Agreement with The Bair Foundation of New Wilmington, Pennsylvania, to provide foster care' and treatment for special needs children for fiscal year 1995/96 for an amount not to exceed $100,000.00. above. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Purchase of Service Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement between the Washington County Department of Human Services and the Washington -Greene County Mental Health/Mental Retardation Program for the period of July 1, 1995 through June 30, 1996, in the amount of $91,134.00 for the purpose of providing homeless assistance to the mentally ill population of Washington County. Also, an Agreement with the American Red Cross as a subcontractor in providing these same services for the same period in the amount of $77,134.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreements as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Ford, Sr. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval for submission to the Juvenile Court Judges Commission a Grant -in -Aid Application for funding for the Juvenile Probation Department in the amount of $31,829.00 for fiscal year 1995/96. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Grant -in -Aid Application as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Change Order to the Agreement with Kopko Construction relative to the Bridge House Rehabilitation Project. The Change Order increases the contract amount by $6,140.05 for additional work to be performed due to unforeseen problems discovered during the rehabilitation. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Change Order as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval for submission to the Department of Public Welfare the following documents relative to the Children & Youth Program: 1) Fiscal Year 1995/96 Implementation Plan and Budget in the amount of $7,704,863 with the County's share being $967,129 2) Fiscal Year 1996/97 Needs Based Plan and Budget in the amount of $10,973,335 with the County's share being $1,407,159 Moved by Mr. Ford, seconded by Mr. Petrosky, approving submission of the documents as per above. Chief Clerk presented to the Board for their consideration and approval a Maintenance Contract with Lantek Computer Service of Carnegie, Pennsylvania, for PC's and related equipment based on time and material at a cost of $55.00 per hour, not to exceed $10,000.00, for the period of October 1, 1995 through September 30, 1996. Ford, Sr. BOAR® OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA 16 .ai J E 11 Department of Transportation: 1) Safety Belt/Child Restraint/Motorcycle Helmet Use Promotion Grant in the amount of $4,000.00 for which the funds will be utilized to increase awareness of using safety belts, child restraints and helmets through information, education and enforcement efforts. 2) Youth Alcohol Use Prevention Promotion Grant in the amount of $17,000.00 for which the funds will be utilized to increase awareness of underage drinking and juvenile driving under the influence. Chief Clerk presented to the Board for their consideration and approval an Agreement between the Washington County Housing Authority and the District Attorney's Office for police, investigative and drug interdiction services of the District Attorney's Drug Task Force. The term of the agreement is eighteen months, effective September 1, 1995, for an amount not to exceed $3,744.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per above.
