Ford, Sr. BOARD OF COUNTY COMMISSIONERS IUTE 16 BOO19K WASHINGTON COUNTY, PENNSYLVANIA C Minute No. 520 Washington County Commissioners Washington PA, September 21, 1995 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; Controller Belcastro; Kathy Emery, County Solicitor; Ken Krupa, Airport Manager; Diana Irey, Republican Commissioner -Nominee; Frank Paterra, interested citizen; Kris Schiffbauer, Herald Standard; Joe Smydo, Observer Reporter; and Jim Jefferson, WJPA. Chairman Petrosky called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 519. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 519 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Abstained (due to the fact that he was not present at the meeting); Mr. Petrosky - Yes. Motion carried. CITIZENS' COMMENTS There were no citizens comments. OLD BUSINESS Solicitor Emery recommended that the bids for the Washington County Airport T-Hangar Demolition and Construction be awarded as follows: Demolition - Alternate 1: Raymond Jaskolski of Irwin, PA - total amount of $16,000.00. Construction: Nello Construction of Carnegie, PA - total amount of $762,955.00 plus Alternate Bid 3 (excavation of unsuitable materials) at a cost of $19.60 per cubic yard Remarks: Chairman Petrosky noted that the Board was in receipt of a letter from the engineer relative to the Board's concern in connection with the trench drains for the T-hangars. Moved by Mr. Ford, seconded by Mr. Bassi, awarding the bids as per above. Roll call vote taken: Mr. Ford - No; Mr. Bassi - Yes; Mr. Petrosky - Yes; Motion carried. Solicitor Emery recommended that the bids for Drapes & Blinds for the Washington County Health Center be awarded to the following vendors: Blinds - Caldwell's Windoware, Inc., Pittsburgh, Pennsylvania, in the amount of $16,242.00 Drapes - Mamaux Supply Company, Pittsburgh, Pennsylvania, in the amount of $4,921.80 Metro Petrosky, Jr. 1 7 0 Melvin B. Solicitor Emery recommended that the bid for Produce for the Washington County Health Center and the Jail be awarded to Albano's, Washington, Pennsylvania, this being the only valid bid received. The bid award is $2.00 per unit above the daily Pittsburgh Wholesale Fruit and Vegetable Report and is effective October 1,1995 through September 9,1996, with the option to renew through September 30,1997. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval revised Agreements with the American Red Cross and Connect, Inc., to provide supportive housing programs under the U.S. Department of Housing & Urban Development (HUD) for the period of October 1,1995 through June 30,1998, in the following revised amounts: 1. American Red Cross - Safe Haven - from $343,051.00 to $416,550.00 2. Connect, Inc. - Transitional Housing - from $241,949 to $156,750.00 Metro Petrosky, Jr - Melvin B. Bassi Joseph A. Chief Clerk presented to the Board for their consideration and approval a contract with Dr. Joel Fishman to provide the complete computerized cataloging of the Law Library collection at a cost not to exceed $5,000.00. Chief Clerk presented to the Board for their consideration and approval authorization for the Director of Administration to solicit proposals for new office space for District Justice Spence. Chief Clerk presented to the Board for their consideration and approval the following items relative to the Children and Youth Program: Addendum to the FY94/95 Purchase of Service Agreement with Abraxas Foundation, Inc., which reflects a change in the per diem from $138.93 to $140.00 for non -Act 152 eligible clients relative to Abraxas Center for Adolescent Females and Intensive Treatment Purchase of Service Agreement with Three Rivers Youth which provides placement services to dependent children for FY95/96 at an amount not to exceed $100,000 Moved by Mr. Bassi, seconded by Mr. Ford, approving the Addendum and Purchase of Service Agreement as per above. Chief Clerk presented to the Board for their consideration and approval a revised PEMA Grant Application in the amount of $4,976.80 for FY95/96. It was noted that this replaces the grant application approved by the Board on May 18,1995, in the amount of $15,793.60, due to the fact that PEMA has placed a ceiling of $5,000.00 on Act 147 Transportation Grant requests. Motion carried unanimously. 173 PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval a Supplemental Agreement with the Pennsylvania Department of Transportation which provides for updated State reimbursement in the maximum amount of $212,000.00 in connection with the Amos Bridge Project. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Supplemental Agreement with the Pennsylvania Department of Transportation as per above and that the County of Washington has the funds and will make them available for its share of the project costs ($54,600.00); said motion also authorizes the Chairman of the Board to execute the Supplemental Agreement and the Chief Clerk to attest the same. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Assistant Solicitor Roger Ecker which increases his monthly compensation to $4,000.00 for the period of October 1, 1995 through November 15,1995, during which time he will perform expanded duties due to the leave of absence granted to Solicitor Kathy Emery. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Addendum as per above. Roll call vote taken: Mr. Ford - No; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried. Chief Clerk presented to the Board for their ratification the purchase of the following vehicles from Warnock Fleet and Leasing of East Hanover, New Jersey, under State Contract #2306-01: Two (2) 1995 Ford Crown Victorias for the Sheriff's Office at a total cost of $34,196.00 One (1) 1995 Ford Crown Victoria for the District Attorney's Office at a total cost of $16,675.00 Moved by Mr. Ford, seconded by Mr. Bassi, ratifying the purchases as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Game Commission relative to hunting at Mingo Creek Park. It was noted that based on results of a survey sent to residents bordering Mingo Park and permit holders, general support of a limited hunting season to specifically reduce the overpopulation of deer in the park, the Washington County Planning Commission has recommended that the Board of Commissioners agree to open Mingo Creek 174 Metro Petrosky, Jr. Melvin B.
