Ford MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR.. JOSEPH & FORD, COMMISSIONERS Minute No. 521 Washington County Commissioners Washington PA, October 5, 1995 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; Mike Namie, Deputy Controller; Roger Ecker, Assistant County Solicitor; Joe Giecek and Barry Ealy, Parks & Recreation; Duane Kavka, Human Services; Sue Accetta, Domestic Relations; Mary Lynn Spilak, Aging Services; Floyd Laubham, Planning; John Pettit, District Attorney; Judge Gladden; Margaret Buxton, Aging Services; Bill Mauer, Brian Dovoli and Dan Doman, Washington Post Union; Kathy Thomas, Valley Independent; Chris Enzerra, Herald Standard; Joe Smydo, Observer Reporter; and Jim Jefferson, WJPA. Chairman Petrosky called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 520. Moved by Mr. Bassi, seconded by Mr. Ford, that Minute No. 520 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented to representatives of the Washington Post Office (Bill Mauer, Brian Dovoli and Dan Doman) a Proclamation designating October 17,1995, as "Postal Employee Recognition Day". The Commissioners presented a Certificate of Appreciation to Margaret Buxton of Aging Services in recognition of her many years of service to the County. She is retiring as of October 13th. CITIZENS' COMMENTS There were no citizens comments. OLD BUSINESS Assistant Solicitor Ecker recommended that the bid for the Washington County Health Center Bituminous Pavement Crack Sealing and Repairs be awarded to Russell Standard Corporation, Mars, PA, for the amount of $16,296.00; this being the lowest bid received. Moved by Mr. Bassi, seconded by Mr. Ford, awarding the bid as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes; Motion carried unanimously. Motion carried unanimously. in Chief Clerk presented to the Board for their consideration and approval an Addendum to the Children and Youth Purchase of Service Agreement with Professional Family Care Services which increases the contract authorization amount from $400,000.00 to $540,000.00 for FY94/95. m Moved by Mr. Ford, seconded by Mr. Bassi, approving the Addendum as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution approving the American Jail Association as an association/organization concerned with governmental affairs in accordance with Section 446 of the County Code. Chief Clerk presented to the Board for their consideration and approval a Grant Award from the Pennsylvania Commission on Crime and Delinquency (PCCD) in the amount of $69,185.00 for continuation of the Fast Track Intermediate Punishment Program for the period of October 1, 1995 through June 30,1996; also, to approve submission of a Budget Modification reducing the program's budget from $106,100 to $69,185. Moved by Mr. Ford, seconded by Mr. Bassi, approving the PCCD Grant Award and Budget Modification as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Grant Award from the Pennsylvania Commission on Crime and Delinquency (PCCD) in the amount of $54,375.00 for the Community Service ProgranvDUI Control System Expansion for the period of October 1,1995 through September 30, 1996. Moved by Mr. Bassi, seconded by Mr. Ford, approving the PCCD Grant Award as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously.
