Washington County Commissioners
Washington PA, October 19, 1995
The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Stacy Pokorny of
Administration; Controller Belcastro; Roger Ecker, Assistant County Solicitor; Robert Umstead,
Redevelopment Authority; Duane Kavka, Human Services; Floyd Laubham, Planning; Kathy Thomas, Valley
Independent; Chris Enzerra, Herald Standard; Joe Smydo, Observer Reporter; Ann Woodson, WJPA;
Representatives of Veterans of Foreign Wars and American Legion; and an interested bidder.
Chairman Petrosky called the meeting to order at approximately 10:05 a.m. and entertained a motion
to approve Minute No. 521.
Moved by Mr. Bassi, seconded by Mr. Ford, that Minute No. 521 be approved as written.

SPECIAL ORDER OF BUSINESS
Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution approving the disposition of Parcel No. 13 in the Southpointe
Economic Development Project by The Alter Group, Ltd. of Wilmette, Illinois, and the Redevelopment
Contract with said developer.
Moved by Mr. Bassi, seconded by Mr. Ford, approving the Resolution as per above.

Motion carried unanimously.
Duane Kavka acknowledged receipt of the van for transportation of disabled veterans to the Medical
Center in Pittsburgh. He stated that the delay in getting the van was due to a number of staff changes at the
DAV Office. Gus Impiccini, a representative of the American Legion, questioned who will drive the van.
Duane Kavka said that there will be a -paid driver and his office is working out the details.
Chairman Petrosky advised Mr. Impiccini and his guests to meet with Mr. Kavka'after the meeting if
they had any other questions as to how this program will be operated.

Assistant Solicitor Ecker recommended that the bid for Meat for the months of November, December
and January be awarded to the following vendors based on the lowest per unit costs:

Assistant Solicitor Ecker recommended, in conjunction with the architect (Glance and Associates,
Inc.), that the bid for the Henry House Restoration Project be awarded to the lowest bidder, Wilson
Restoration, Inc., of Pittsburgh, Pennsylvania, for the total base bid amount of $49,900.00. This bid award
does not inlcude any alternates.
Moved by Mr. Ford, seconded by Mr. Bassi, awarding the bid as per above; this being the lowest
responsible bid received in accordance with specifications.

CORRESPONDENCE
Chief Clerk made available to the news media a News Release relative to the following project:
1) New Eagle Street Improvements Project
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the Options Level 1 Grant
Application to be submitted to the Southwestern Pennsylvania Area Agency on Aging for funding the Adult
Day Care Program at the County Health Center for fiscal year 1996/97 which is in the total amount of
$206,718.00. The county's share will be $21,325.00.
Moved by Mr. Ford, seconded by Mr. Bassi, approving the Grant Application as per above.

Chief Clerk presented to the Board for their consideration and approval an Addendum to the
Purchase of Service Agreement for Children & Youth with Allencrest Detention Center to increase the
contract from $100,000.00/year to $200,000.00/year for the two-year period of July 1, 1994, through
June 30, 1996; also, a Purchase of Service Agreement with Vision Quest National, Ltd., with a contract
amount not to exceed $100,000.00 for fiscal year 1995/96.

Chief Clerk presented to the Board for their consideration and approval a one-year extension to the
Service Agreement with Specialized Communications, Inc., for maintenance of the ILS at the Airport
effective November 1, 1995, through October 31, 1996; the cost will remain the same at $600.00/month.

Chief Clerk presented to the Board for their consideration and approval a recommendation from the
Director of Employee Relations to change the Health Insurance Coverage for the retirees (age 65 or over)
from Blue Cross 65 Special to Security Blue effective January 1,1996. The cost will be reduced from
$129.45/month per retiree to no cost for which the County will experience an approximate savings of
$400,772.00.

per above.
