Washington PA, November 2, 1995
The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II;
Controller Belcastro; Roger Ecker, Assistant County Solicitor, Sam Marra, Director of Administration; Mary
Helicke, Executive Secretary; Robin Salosky, Hospice Care Manager; Beth Stroud, Hospice Care Community
Relations Coordinator; Rod Piatt of Landmark Limited Partnership; Kathy Thomas, Valley Independent; Kris
Schiffbauer, Herald Standard; Joe Smydo, Observer Reporter; and Jim Jefferson, WJPA.
Chairman Petrosky called the meeting to order at approximately 10:05 a.m. and entertained a motion
to approve Minute No. 522.
Moved by Mr. Bassi, seconded by Mr. Ford, that Minute No. 522 be approved as written.

SPECIAL ORDER OF BUSINESS
The Commissioners presented a Certificate of Recognition to Mr. John Duskey for his many years of
dedication to the community.
The Commissioners presented to Robin Salosky and Beth Stroud of Hospice Care, Inc., a Proclamation
designating the month of November, 1995, as "National Hospice Month".

There were no citizens comments.
OLD BUSINESS
Assistant Solicitor Ecker recommended that the bid for Bread be awarded to Schwebel's Bakery,
Pittsburgh, PA, for the estimated total amount of $21,951.55; this being the only bid received.
Moved by Mr. Ford, seconded by Mr. Bassi, awarding the bid as per above.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the following Day Care
Provider Agreements for Fiscal Year 1995/96:
1) Theresa Sebolt, Finleyville, PA
2) Wayne Del Vecchio, Canonsburg, PA
3) Laura Sebetich, Bentleyville, PA
Moved by Mr. Bassi, seconded by Mr. Ford, approving the Provider Agreements as per above.

Chief Clerk presented to the Board for their consideration and approval an Addendum to the Purchase
of Service Agreement with George Jr. Republic relative to the Children & Youth Program. The purpose of
the Addendum is to allow for the provision of Preventative Aftercare and Aftercare Intensive In -Home
services at a per diem rate of $31.50 for FY95/96.
Moved by Mr. Ford, seconded by Mr. Bassi, approving the Addendum as per above.

Chief Clerk presented to the Board for their consideration and approval an Addendum to the
Contract with Kopko Construction relative to the Bridge House Rehab Project. The Addendum increases the
contract amount by $4,358.00 in order to make emergency repairs due to problems with raw sewage and
other plumbing which has created a hazardous situation. It was noted that this project is 100% funded by
the Department of Community Affairs.

Chief Clerk presented to the Board for their consideration and approval an Aircraft Hangar Tiedown
Lease with Gerald Hadix at a cost of $170.00/month plus $10.20 tax, effective November 1, 1995.

Chief Clerk presented to the Board for their consideration and approval a request from Coroner Warco
to amend his original request of $75.00 per case for each deputy to include the provision of pagers (not to
exceed five) at a cost of $7.00 per month per pager. (See Minute No. 431 dated January 14,1993, for further

Chief Clerk presented to the Board for their consideration and approval the renewal and authorization
for payment of the following maintenance bills. It was noted that the prices have not increased from 1994.
1) Unisys 6000/55 System - Informix Financial System
1/1/95 thru 12/31/95 - Amount due $7,322.00
2) Unisys 6000/65 System - Informix Treasurer's/Tax System
1/1/95 thru 12/31/95 - Amount due $9,816.00

Chief Clerk presented to the Board for their consideration and approval a two -month extension (from
October 31, 1995 to December 31, 1995) to the Computer Equipment bid which was awarded to Allegheny
Computer Services, Inc., and RBA Professional Data Systems, Inc. This extension is needed in order to give
the Data Processing Department time to evaluate the County's future needs. The per unit costs will remain
the same as contained in the original bids.

Chief Clerk presented to the Board for their consideration and approval an extension to the Lease
Agreement with Millcraft Center for office space for District Justice Spence for the period of November 15,
1995, through December 31, 1995, with a monthly rate increase from $11.00/sq.ft. ($1,463.00) to $13.00/sq.ft.
($1,729.00).

Agreement with Millcraft Center for space for. Hearing Rooms for the period of November 15,1995 through
November 14, 1996, at the same rental rate of $5,437.67 per month.

Chief Clerk presented to the Board for their consideration and approval an extension to the Natural
Gas Consulting Contract with A. Bruce Grindle Petroleum Engineering for a period of one-year (December 1,
1995 through November 30, 1996) at a cost of $2,000.00.

Chief Clerk presented to the Board for their consideration and approval a Project Modification
Request to be submitted to the Pennsylvania Commission on Crime and Delinquency (PCCD) for the Grant
Award for the School -Based Probation Project. The purpose of the modification is to extend the grant
project period for an additional three months (from June 30, 1996 to September 30, 1996) due to the fact that
personnel were not hired for this project until July 28, 1995.

Chief Clerk presented to the Board for their consideration and approval a Grant Application to be
submitted to the Pennsylvania Commission on Crime and Delinquency (PCCD) for funding for a
Community Service Life Skills Program. The total project cost is $20,512.00 with PCCD funding at 75%
($15,384.00) and local funding at 25% ($5,128.00) which will be paid by JTPA.

the Washington -Greene County JTPA for'office space in the Courthouse Square Building for the period of
September 1, 1995, through December 31, 1996, at a cost of $12.00 sq.ft. plus $22.00/month for twelve (12)
parking spaces.
