Ford OF COUNTY COMMISSIONERS MINUTE WASHINGTON COUNTY, PENNSYLVANIA Minute No. 524 Washington County Commissioners Washington PA, November 16, 1995 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; Controller Belcastro; Katherine B. Emery, County Solicitor; Floyd Laubham, Planning; Mary Lynn Spilak and Deborah DeStefano, Area Agency on Aging; Dr. Barry Parks and Deborah Batley, Washington County Health Center; Mary Helicke, Executive Secretary; Terri Anthony and Colleen Martos, Highway Safety; Alan Weisman, SADD Advisor, and students of Canon -McMillan High School representing SADD; Linda Doman, Executive Director, Alzheimer's Association; Kathy Constantino, SWPAAA, Inc.; Kathy Thomas, Valley Independent; Joe Smydo, Observer Reporter; Jim Jefferson, WJPA; and interested bidders. Chairman Petrosky called the meeting to order at approximately 10:00 a.m, and entertained a motion to approve Minute No. 523. Moved by Mr. Ford, seconded by Mr. Bassi, that Minute No. 523 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The SADD Students of Canon -McMillan High School along with their advisor, Alan Weisman, presented to the Commissioners boutonnieres and a floral centerpiece in recognition of Red Out Day (Tuesday, November 21, 1995) which is designed to focus public attention on safe and sober driving during the holiday season. Terri Anthony, Director of the Highway Safety Program, briefly commented on the Red Out Day Campaign. The Commissioners presented to Linda Doman, Executive Director of the Alzheimer's Association, Greater Pittsburgh Chapter, and Kathy Constantino of SWPAAA, Inc., a Proclamation designating the month of November, 1995, as "Alzheimer's Disease Awareness Month". Chairman Petrosky recognized Dr. Barry Parks and Debbie Batley of the Health Center and noted that the Health Center provides a significant service to the Alzheimer's patients in the Washington County area and are to be commended for their efforts. CITIZENS' COMMENTS There were no citizens comments. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with John S. Milinovich & Associates to perform an audit of the Mental Health/Mental Retardation Program for fiscal year 1994/95 at a cost of $18,000.00. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Vehicle Use Agreement with the Tri-County Partnership for Independent Living (TRIPIL) which outlines the responsibilities for operation and maintenance of three vans which were purchased by the County under a grant through the U. S. Department of Education for transportation of people with disabilities. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Vehicle Use Agreement as per above. Chief Clerk presented to the Board for their consideration and approval a request to offer Hepatitis B Virus inoculations to the staff of Children & Youth in view of the potential risk that the staff encounters when contacting clients to provide mandated services. The estimated cost of the series of inoculations will be $125.00/per staff member with a potential total cost of $4,500.00 which will be 80% reimbursable from state and federal funds. Chief Clerk presented to the Board for their consideration and approval a Resolution approving the Pennsylvania Intensive Family Preservation Network as an association/organizatiori concerned with governmental affairs in accordance with Section 446 of the County Code. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Purchase of Service Agreement with Wesley Institute to include a specialized treatment program for pre- adolescent females at a per diem rate of $138.60 for FY95/96 for the Children and Youth Program. Moved by Mr. Bassi, seconded by Mr. Ford, approving the Addendum as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Purchase of Service Agreement with Attorney William Mitchell for legal services for the Children and Youth Program, effective November 1, 1995 through June 30, 1996, at a monthly retainer of $2,750.00. Chief Clerk requested authorization to advertise for bids for the following two items: 1) Pick -Up Truck with a snow plow for the Washington County Health Center 2) Portable radios for use by the new Correctional Facility which will be added to the bid for the Sheriff's Department. LUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval renewal of the Agreement with Cross Creek Township for maintenance and snow removal of the roads in Cross Creek Park, effective December 4, 1995 through December 3, 1996, at a cost not to exceed $2,500.00. Moved by Mr. Bassi, seconded by Mr. Ford, approving renewal of the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. 05 Chief Clerk presented to the Board for their consideration and approval a Contract Change Order with Wilson Restoration, Inc., relative to the Henry House Restoration Project. The Contract Change Order includes two additional work items involving (1) stabilizing the stone directly below the chimney at a cost of $7,336.33; and (2) reconstruction of two sections of the stone above the doorway lintels on the east and west elevations at a cost of $2,953.95. The total additional cost is $10,290.28. - Moved by Mr. Ford, seconded by Mr. Bassi, approving the Contract Change Order as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with the George Stewart Company for office space for District Justice Spence. The agreement will be for five years, effective January 1,1996 through December 31, 2001, with the option to extend for two additional five-year terms through December 31, 2011. The square foot rate for the first five years will be $13.75 and will increase to $14.90 for each additional five year option. The total cost is $9,769.00 for the period of November 1, 1995 through October 31, 1996. Moved by Mr. Ford, seconded by Mr. Bassi, approving renewal of the Agreements as per above and authorizing the Chairman of the Board to so execute. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Agreement as per above and authorizing the Chairman of the Board to so execute. The purchase was through State contract at a total cost of $19,777.50. Moved by Mr. Ford, seconded by Mr. Bassi, ratifying the purchase as per above. Chief Clerk presented to the Board for their consideration and approval a Contract with the Pennsylvania Board of Probation and Parole for the return of supervision fees in the amount of $49,423.86 for the period of April 1 through July 31,1995. Chief Clerk presented to the Board for their consideration and approval a recommendation to reappoint Richard Bucchianeri of Monongahela, Pennsylvania, to the Washington County Authority for a five-year term, effective January 1, 1996 through December 31, 2000. Moved by Mr. Bassi, seconded by Mr. Petrosky, approving the reappointment as per above. Roll call vote taken: Mr. Ford - No; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried. Commissioner Bassi commented that he received a memorandum shortly before this meeting from Commissioner Ford who opposes the reappointment of Richard Bucchianeri. Mr. Bassi stated that he has reviewed Mr. Bucchianeri's performance over the last ten years and that even though the Authority has had substantial problems, he feels it has weathered a lot of different storms due to the leadership of Mr. Bucchianeri. He also stated that he is interested in the continuity of persons on the Authority so that the County can smoothly run into the completion of the new jail and the Authority can resolve those problems of litigation that currently exists. Commissioner Ford stated both Commissioners -elect and himself oppose this appointment and will appeal this to the Department of Community Affairs.
