The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II;
Controller Belcastro; Katherine B. Emery, County Solicitor; John Pettit, District Attorney; Kathy Thomas,
Valley Independent; Chris Enserra, Herald Standard; Joe Smydo, Observer Reporter; Jim Jefferson, WJPA;
and interested bidders.
Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and entertained a motion
to approve Minute No. 525.
Moved by Mr. Ford, seconded by Mr. Bassi, that Minute No. 525 be approved as written.

SPECIAL ORDER OF BUSINESS
Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution authorizing the execution of a Proposed Agreement authorizing the
conveyance of Lot No. 2 and Lot No. 3 in the revised Old Men's County Home Subdivision at Arden,
Chartiers Township, Washington County, Pennsylvania, containing 6.928 acres to Washington County
Industrial Development Corporation for industrial development by William R. Glaser and Jean M. Glaser,
his wife, in accordance with the Agreement, and further that the Commissioners execute a deed conveying
the parcel and any other documents necessary to conclude the project.
Moved by Mr. Bassi, seconded by Mr. Ford, approving the Resolution as per above.

Chief Clerk presented to the Board for their consideration and approval renewal of a Contract with
Wheelchair Independence, Inc., d/b/a Freewheelers which provides recreational trips for the patients at the
Health Center. The contract is effective January 1, 1996, through December 31, 1996, at an increased cost
from $125.00 to $175.00/per trip.
Moved by Mr. Ford, seconded by Mr. Bassi, approving Renewal of the Contract as per above.

Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with the
Pennsylvania Railway Museum Association for a ten-year period effective November,1995 through October,
2005, at a consideration of $1.00/per year. It was noted that this Lease Agreement consolidates three previous
agreements.

Chief Clerk presented to the Board for the consideration and approval renewal of the Airport
Premises Liability Insurance with William R. Hill Insurance, Inc., insured through American Eagle Insurance
Company at a premium of $3,450.00 for the period of January 1, 1996, through December 31, 1996.

Encumbrances for approximately 21 bridge projects for calendar year 1996 and adjustments to existing
balances to reflect current project status and revised project costs.

3.95% per annum.

various budget transfers in the General Fund totaling $702,000 in compliance with County Code Section

Chief Clerk presented to the Board for their consideration and approval a one -month extension to the
Lease Agreement with Millcraft Center for office space for District Justice Spence at the monthly rate of
$1,729.00. It was noted that the space at the new location (George Stewart Building) will not be available for
occupancy on January 1, 1996, as originally anticipated.

Chief Clerk presented to the Board for their consideration and approval a recommendation from the
Director of Administration in conjunction with Henderson Brothers, Inc., to change the County°s current
liability coverage from Travelers Insurance Company to Titan Insurance Company and add to the coverage
Law Enforcement, including the Jail and Washington County 9-1-1, as part of the overall liability insurance
package which would take effect December 1, 1995, and would result in a net savings to the County in the
amount of $46,738.00.
Moved by Mr. Bassi, seconded by Mr. Ford, approving the change of liability coverage to Titan
Insurance Company as per above.

Chief Clerk presented to the Board for their consideration and approval an Ordinance, pursuant to
Pennsylvania Act 76 of 1977, providing for property tax exemption for improvements to certain deteriorated
industrial, commercial or other business property; setting a maximum exemption amount and an exemption
schedule; and providing a procedure for securing an exemption. Chief Clerk noted that this Ordinance re-
enacts the ordinance adopted in February of 1986.

ANNOUNCEMENTS
Chief Clerk announced that the County Offices will be closed on Monday, December 25, 1995, and
Monday, January 1, 1996, for the Christmas and New Years Holiday.
SOLICITOR
Solicitor Emery presented to the Board for their consideration and approval an Agreement authorizing
payment of $112,760.92 to John C. Pettit, District Attorney on or before January 31, 1996. This amount
represents full and final payment for all salary ($99,304.00) and interest ($13,456.92) for the years 1988
through 1995 due to the Pennsylvania Commonwealth Court decision on August 22,1995, which held that
counties with part-time District Attorneys wrongly calculated the District Attorney's salaries using only the
Judge's salary and not the percentage given to other county officials. The agreement also provides that
should the Commonwealth decision be overturned by the Pennsylvania Supreme Court or any federal court,
that Mr. Pettit would reimburse the county within 90 days.
