Ford, Sr., Diana L. Irey and J. Bracken Burns, Sr., elected County Commissioners of Washington County, Commonwealth of Pennsylvania, at the Municipal Election held on Tuesday, November 7,1995, met in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, at approximately 10:45 a.m. on Tuesday, January 2, 1996, in compliance with the provisions of The County Code, Article V, Sections 502-503-504, for the purpose of organizing the Board of County Commissioners in order that each Commissioner could assume the responsibilities of their respective offices; their required bonds having been approved and filed with the County Controller and the oaths of office of the said County Commissioners subscribed to before the Court of Common Pleas at 10:00 a.m. on Tuesday, January 2, 1996, and filed with the Prothonotary as required by the Act of Assembly. Also being present were: Chief Clerk Dallatore; Duane Kavka, Director of Human Services; Attorneys Jim and Pat McCune; Linda Hands, Clerk -Steno II; President Judge Thomas D. Gladden; Chris Brady, Court Administrator; Sue Accetta, DRO Director; Barbara Gibbs, Clerk of Courts; Phyllis Ranko Matheny, Prothonotary; Ed Petricca, Director of Weights and Measures; John Logar of Washington; Edward Paluso of Charleroi; Frank and John Paterra of Washington; George Stewart, Chairman, Republican Committee; Julie Uram of Washington; John Campbell of Washington; Cliff Gorski and Keith Piasecki of WESA; Chris Haines, Herald -Standard; Joe Smydo, Observer -Reporter; Jim Jefferson, WJPA; and other interested citizens. ELECTION OF OFFICERS Meeting called to order by Temporary Chairman Joseph A. Ford who declared nominations open for the position of Chairman of the Boare of Commissioners. Moved by Mrs. Irey, seconded by Mr. Burns, that Joseph A. Ford serve as Chairman of the Board of Commissioners from January 2, 1996 through May 2,1997; that Diana Irey serve as Chairman from May 3, 1997 through September 3, 1998; and that J. Bracken Burns serve as Chairman from September 4, 1998 through December 31, 1999. Roll call vote taken: Mr. Burris - Yes; Mrs. Irey - Yes; Mr. Ford - No. Motion carri,-d. NOTE: Commissioner Ford sta-ted that since there a difference of opinion of which he was not informed, apparently he will serve as Chairman but opposes the election that was made today for the subsequent years. Moved by Mrs. Irey, seconded by Mr. Burns, that Dili -.a Irey serve as Vice -Chairman from January- 2, 1996 through May 2,1997; that J. Bracken Burns serve as Vice-Chairmaw from May 3,1997 through September 3, 1998; and that Joseph A. Ford serve as Vice=Chairman from September 4, 1998 through December 31, 1999. Joseph A. APPOINTMENT OF CHIEF CLERK Clerk. Moved by Mrs. Irey, seconded by Mr. Burns, that Christine (Tina) Dallatore be appointed as Chief Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. APPOINTMENT OF DIRECTOR OF ADMINISTRATION Moved by Mr. Burns, seconded by Mr. Ford, that Duane Kavka be named as Temporary Director of Administration. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. DEPOSITORIES Moved by Mrs. Irey, seconded by Mr. Burns, that all banking institutions throughout the County of Washington be designated depositories for all County funds. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. MEETING DATES AND TIMES Moved by Mr. Burns, seconded by Mrs. Irey, that the regular meetings of the Board of Commissioners be held bi-weekly at 10:00 a.m. on Thursdays in the Public Meeting Room of the Courthouse Square Office Building; and that the Agenda Meetings be held bi-weekly at 10:00 a.m. on Wednesdays in the Seventh Tloor Conference Room of the Courthouse Square Office Building, Washington, Pennsylvania. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. BOARD OF ASSESSMENT APPEALS Moved by Mrs. Irey, seconded by Mr. Burns, appointing David Martino as a member of the Board of Assessment Appeals in accordance with 72 P.S. 5453.301. Roll call vote taken: Mr. Burns - .Yes; Mrs. Irey - Yes; Mr. Ford - Yes. HEALTH INSURANCE COVERAGE Moved by Mr. Burns, seconded by Mrs. Irey, approving a change in Health Insurance Coverage for County officials and employees from Blue Cross/Blue Shield to Health America, effective February 1,1996. Roll call vote taken: - Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. APPOINTMENT OF SOLICITOR Chairman Ford stated that it is the Board's intention to establish an in-house legal department and they are in the process of advertising and reviewing resumes; however, due to time constraints, the Board desires to appoint a Solicitor on a 90-day basis who will also be afforded an opportunity to be a candidate for the permanent appointment. Moved by Mr. Ford, seconded Mrs. Irey, to appoint the law firm of McCune and Vreeland.of Washington, Pennsylvania, as County Solicitor for a ninety -day period. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. BOARD APPOINTMENTS Moved by Mr. Burns, seconded by Mrs. Irey, appointing Richard J. Mancini of Washington and William J. Burt of McMurray to the Washington County Authority, replacing Richard Bucchianeri and Armand Ferrara. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Moved by Mrs. Irey, seconded by Mr. Burns, appointing Peter Glasser of McMurray to the Washington County Housing Authority, replacing Judy Ansill. PENNSYLVANIA Moved by Mrs. Irey, seconded by Mr. Burns, reappointing Joseph Midla of Marianna and William Slosky of California to the Washington County Conservation District Board of Directors for four-year terms; and appointing Commissioner J. Bracken Burns, Sr., as the Commissioner Member for a one-year term. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Moved by Mrs. Irey, seconded by Mr. Burns, appointing Commissioners Joseph A. Ford, Diana L. Irey and J. Bracken Burns, Sr., to the Southwestern Pennsylvania Regional Planning Commission (SPRPC). Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. ANNOUNCEMENTS Chief Clerk announced that the Board will take immediate administrative action to reverse the previous administration's actions by re-establishing accounts with Integra Bank. (NOTE: In November of 1995, incumbent Commissioners Petrosky and Bassi closed accounts at Integra Bank due to the bank's merger with National City Corporation which will result in the closing of the corporate collection center located in Washington, Pennsylvania, where approximately ninety people are employed.) Chief Clerk announced that the Board has named the following individuals to serve as members of the Citizens Advisory Committee Steering Committee who will appoint citizens to the Advisory Committee. The role of the Citizens Advisory Committee will be to offer advice to help operate the County in a more efficient manner.
