Bracken Burns, Sr. - BOARD OF COUNTY COMMISSIONERS 243 MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA Minute No. 529 Washington County Commissioners Washington, PA, January 11, 1996 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Ford, Irey and Burns. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; Attorney Jim McCune, County Solicitor; Floyd Laubham, Planning; Don Casson of Donora and Miss Pennsylvania Queen of Charity Contestants; David Smith of Emergency Services; Mary Elizabeth Yancosek of Washington; Kathy Thomas, Valley Independent; Chris Haines, Herald Standard; Joe Smydo, Observer Reporter; Jim Jefferson, Pete Povich and other representatives of WJPA; Ron Sicchitano, Jr., of Ambulance and Chair Services; and a representative of Pittsburgh Communication Services, Inc. Chairman Ford called the meeting to order at approximately 10:00 a.m. and noted that approval of the meeting minutes of January 2,1996, would be held in abeyance. SPECIAL ORDER OF BUSINESS The Commissioners presented Certificates to the Young, Junior and Miss Pennsylvania Queen of Charity Contestants and recognized Don Casson for his voluntary efforts to charitable organizations. PUBLIC COMMENTS There were no citizens comments. OLD BUSINESS Chief Clerk recommended that the bid for Inmate Uniforms be awarded to Robinson Textiles of Gardena, California, this being the lowest bid in total. Moved by Mr. Burns, seconded by Mrs. Irey, awarding the bid for Inmate Uniforms as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk recommended that the bids for rental of Air Fluidized Beds for the Health Center be awarded to the following vendors based on a daily rate: 1. Bio Clinic Corporation, Ontario, CA Flat Air Fluidized Bed - $46.00/daily 2. Hill -Rom Co., Inc., Charleston, SC Lift -Up Air Fluidized Bed - $105.00/daily Moved by Mrs. Irey, seconded by Mr. Burns, awarding the bids as per above. PENNSYLVANIA Chief Clerk recommended that the bids for Promotional Items for the Highway Safety Program be awarded to the following vendors, these being the lowest bids per each lot: 1. Jones Associates, Canonsburg, PA 2. Young Business Forms Co., Uniontown, PA Moved by Mr. Burns, seconded by Mrs. Irey, awarding the bids as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk recommended that the bids for Radio Equipment for the Sheriff's Department and the new Correctional Facility be awarded to Pittsburgh Communication Services of Pittsburgh, Pennsylvania, this being the lowest bid received in accordance with the specifications. It was noted that the total cost will depend on a determination of the quantity of units to be purchased or leased which has yet to be determined due to budget considerations. Moved by Mr. Burns, seconded by Mrs. Irey, awarding the bids as per above with the stipulation that the total cost will depend on a determination of the quantity of units to be purchased or leased based on budget considerations. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with Attorney Robert Brady as Mental Health Review Officer for calendar year 1996 at the rate of $1,500.00 per month. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Agreement as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Bid Award Extensions: 1. Meat - Thirty (30) day extension (through February 29,1996) with Green Valley Packing of Claysville, Pa., and Shane Meat Company of Kennett Square, Pa. 2. Duplicating Paper - Ninety (90) day extension (through April 30, 1996) with Scott Electric Discount Paper Division of Greensburg, Pa. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Bid Award Extensions as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Bracken Burns, Sr. MINUTE NUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval a State Contract purchase from Phillips Ford Sales of Manheim, Pennsylvania, for a 1996 Ford F250 4x4 Truck with Regular Cab and snow plow for the Health Center at a cost of $21,370.00. Moved by Mr. Burns, seconded by Mrs. Irey, approving the State Contract Purchase as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Attorney W. Bryan Pizzi, II, to serve as Solicitor for the Treasurer's Office, effective January 2,1996, at the rate of $200.00 per month/$2,400.00 per year. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Agreement as per ,above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk presented to the Board for the consideration and approval a Memorandum of Agreement with Pennsylvania Social Services Union (PSSU) relative to the employees of Children and.Youth which extends the labor agreement which expired on December 31, 1995, through February 29,1996. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Memorandum of Agreement as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation to appoint Jeffrey Yates as Interim Director of Public Safety, effective January 15,1996, replacing Brian Bark who has submitted his resignation effective January 14, 1996. Moved by Mr. Burns, seconded by Mrs. Irey, appointing Jeffrey Yates as Interim Director of Public Safety as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from Kromer Associates (Ronald C. Schmeiser, President) of Pittsburgh, Pennsylvania, to serve as financial advisor to make an objective study of the financial condition and the operating budget of the County and recommend changes to enable the County to operate more efficiently to the benefit of the taxpayers. The scope of work would include a line -by-line study of the operating budget of the County as well as a review of the Pension Fund and the outstanding debt. The study is estimated to be complete in four months at a total cost of $24,000, payable at $6,000 at the end of each month. 246 Joseph A. Ford, Sr. Diana L. Irey J. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto. ANNOUNCEMENTS Chief Clerk announced that an Emergency Meeting of the Board of Commissioners was held on Monday, January 8, 1996, at 3:30 p.m. for the purpose of declaring a disaster emergency pursuant to the provisions of Section 7501 of the Pennsylvania Emergency Management Services Code (35 PA C.S.) due to the severe winter storm which occurred on January 7, 1996.
