Bracken Burns, Sr. BOARD OF COUNTY COMMISSIONERS Minute No. 537 • • WASHINGTON COUNTY, PENNSYLVANIA Washington County Commissioners Washington, PA, April 18, 1996 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Ford, Irey and Burns. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; Attorney Pat McCune, Interim County Solicitor; Floyd Laubham, Planning; Paul Belcastro, Controller; Francis King, Treasurer; Tom Cox, Director of Revenue; Mary Elizabeth Yancosek and David Kimenski of Washington; John Abraham and Betsy Dane, Crime Victim/Witness Assistance Program; Joyce Ewing, CARE Center; Jeff Yates, Director of Public Safety; Robert Umstead, Executive Director, Redevelopment Authority; Anthony Turriziani, Nancy Ellis, Joseph Gorby, Louis Brova and Attorney Thomas Lonich, interested citizens; John Logar, Tax Appeal Board Member; Chris Haines, Herald Standard; Joe Smydo, Observer Reporter; Jim Jefferson, WJPA; Kathy Thomas, Valley Independent; Jeff Helsel, California University; and interested bidders. Chairman Ford called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 536 dated April 4,1996. Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 536 dated April 4,1996, be approved as presented. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Robert Umstead, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the Amendment and Budget Revisions to the Community Development Block Grant Program. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Resolution. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. The Commissioners adopted a Proclamation designating the week of April 21-27, 1996, as "WASHINGTON COUNTY VICTIMS' RIGHTS WEEK" and presented it to John Abraham, Administrator of the Crime Victim/Witness Assistance Program. . 'The Commissioners adopted a Proclamation designating Friday, April 26,1996, as "FREEDOM ' FRIDAY" in Washington County.: Representatives of the Drug and Alcohol Planning Commission and Gateway Rehabilitation Center were not able to attend the meeting to accept the Proclamation. Bracken Burns, Sr.MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH INGTON COUNTY, PENNSYLVANIA 309 The Commissioners adopted a Proclamation designating the second full week of April each year to be "NATIONAL PUBLIC SAFETY TELECOMMUNICATIONS WEEK" in Washington County and presented it i e to Jeff Yates, Director of Public Safety. z m (The meeting recessed briefly for the purpose of taking photos.) m ® PUBLIC COMMENTS e L ID 0 Louis Brova of North Bethlehem Township questioned the status of the Amos Bridge Project on T Valley View Road over Pigeon Creek. He stated that a contractor worked on the bridge for about three days a and tore the bridge out but nothing has happened for at least four weeks now. He stated that there is a lot of traffic on that road and the school bus travels on it. Chairman Ford requested that at the conclusion of this meeting Mr. Brova give his address and telephone number to the Chief Clerk and she will have someone from the Planning Commission or the Bridge Department contact him today to give him an explanation. Anthony Turriziani of Charleroi asked Chairman Ford for clarification as to why he instructed the Purchasing Department on January 3rd to install a new water faucet in his office and why it cost $107.61. He made reference to copies of a purchase requisition and purchase order for this work which he had in his possession. Chairman Ford requested Mr. Turriziani to provide copies of the purchase requisition and purchase order to the Chief Clerk and that he would get back to Mr. Turriziani with a written response. OLD BUSINESS Attorney McCune recommended that the bid for Carpet for the Courts be awarded to Rusmur, Floors of Bridgeville, Pa., this being the only bid received. Moved by Mrs. Irey, seconded by Mr. Burns, awarding the bid as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Attorney McCune recommended that the bids for Office Supplies continue to be tabled for further review. Moved by Mr. Burns, seconded by Mrs. Irey, to continue to table the bids as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. NEW BUSINESS: Chief Clerk presented to the Board for their consideration and approval a Brochure. Rack Contract which would grant permission for the Washington County Tourism Promotion Agency to place an informational brochure rack at the Washington County Courthouse. The rack would be maintained by the Tourism Promotion Agency and would display information from TPA members- only. 3 1 0 Joseph A. Ford, Sr. Diana L. Irey J. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Try Again Homes relative to the provision of family preservation services for the Children and Youth Program. The Addendum increases the maximum contract amount from $111,000 to $139,000 for FY95/96. Moved by Mrs. Irey, seconded by Mrs. Burns, approving the Addendum to the Agreement with Try Again Homes as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Interim Agreement with the Pennsylvania Department of Transportation for the Shared Ride Program for FY96/97 in the amount of - $741,750.00 which represents 75% of the FY95/96 grant. Once the FY95/96 grant is reconciled, this agreement will be amended to reflect a full year's funding. It was also requested that the Board approve an Agreement with Comsis Corporation to administer this program for FY96/97. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Agreements with the Pennsylvania Department of Transportation and Comsis Corporation as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with J. E. Selway Exterminating for the provision of exterminating services at the new correctional facility at the rate of $50.00 per month. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Agreement with J. E. Selway Exterminating as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a'Resolution authorizing the sale of surplus personal property through the auction process. The additional work involves the submission of a revised design ° scheme and revised drawings to the Pennsylvania Historical Museum Commission. Chief Clerk presented to the Board for their consideration and approval an Agreement in the amount of $2,520.18 with Monaloh Basin Engineers to provide engineering and construction services for the installation of guide rail on Chartiers Bridge No. 42. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation to reappoint Charles Murray of Charleroi, Pennsylvania, to the Washington County Planning Commission for a four-year term retroactive to January 1, 1996 through December 31, 1999. Ratification of John Pettit, District Attorney, who attended the Annual Meeting of the Association of Government Attorneys in Capital Litigation (AGACL) in Newport Beach, California, on August 5-8,1992 (NOTE: This travel had been approved administratively by previous Board of Commissioners.) (R) 3. Ratification of Pam Royesky and Madonna Tatano, Law Clerks, who attended a seminar for, new law clerks on Pennsylvania Sentencing Guidelines in State College, Pa., on February 7, 1996. (R) 4. ANNOUNCEMENTS: Chief Clerk announced that the County Offices will be closed on Tuesday, April 23,1996, for Primary Election Day. Chief Clerk announced that the 1996 Historic Preservation Awards Committee has selected the Henry House located in Mingo Creek Park to receive a 1996 Historic Preservation Award of "Commendation for Single Residential Preservation". Presentation of the award will be made at the Annual Historic Preservation Awards Luncheon scheduled in Pittsburgh on April 30,1996. The Board of Commissioners will subsequently recognize the project's architect and contractor and the Parks Department at its meeting on May 2, 1996.
