Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk Steno II; Attorney Jim McCune, Interim County Solicitor; Jill Devine, Assistant Solicitor; Paul Belcastro, County a Controller; Duane Kavka, Acting Director of Administration; Debbie Bardella, Highway Safety; Nadine Gardner, Bill Iams, Lee Robinson, Bob Cowden, Frank Woodruff and Jeff Bull, members of the Washington County Agricultural Fair Board; Cathi Kresh, Day Care Director; Floyd Laubham, Planning Commission; Tom Cox, Director of Revenue; Jon Azzarello, Mary Elizabeth Yancosek, John Lorence, Michelle Lancaster, Anthony Turriziani and Harry Sabatasse, interested citizens; Chris Haines, Herald Standard; Jim Jefferson and Vince Ponzio, WJPA; Joe Smydo, Observer Reporter; Kathy Thomas, Valley Independent; Dennis Bastian, CUTV; and various bidders. Chairman Ford called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 544 dated July 25,1996. Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 544 be approved as written. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented to the Washington County Agricultural Fair Board Members certificates of appreciation in recognition of their dedication and service to the agricultural community and citizens of the county. Lee Robinson, President of the Fair Board, explained some of the improvements which have been made for this year's fair and noted that the year 1998 will mark the 200th anniversary of the Washington County Fair. He stated that the Fair Board plans to have a big celebration in honor of that occasion. The Commissioners noted that they will be presenting a plaque to John Marchezak at the fair's opening ceremonies on Sunday night in honor of his 37 years of dedication and service to the agricultural community. The Commissioners presented a certificate of recognition to Cathi Kresh, Director of the Day Care Program, for her innovative ideas in connection with the subsidized child day care program which prompted an adjustment in state regulations that may shorten waiting lists for day care services across Pennsylvania. Bracken Burns, Sr. BOARD OF COUNTY COMMISSIONERS DIN' UTE BUO 0 K VWASHINGTON COUNTY, PENNSYLVANIA OLD BUSINESS Attorney McCune recommended that the bids for Housekeeping Supplies be awarded to the following vendors for the per unit costs submitted in their proposals, these being the lowest responsible bids received in accordance with the specifications: Alliant Foods, Freedom, PA Art Snyder, Uniontown, PA Daycon Products, Monroeville, PA Jack Frye, Clairton, PA Joseph Gartland, Gloucester City, NJ Liberty Distributors, Tridelphia, PA Paper Products, Pittsburgh, PA Pitt Chemical, Pittsburgh, PA Resource Net, Mars, PA Rykoff-Sexton, McKees Rocks, PA Sani-Air Service, Glenshaw, PA Tri-State Hospital Supply, Jeannette, PA West Penn Chemical, Bridgeville, PA Moved by Mr. Burns, seconded by Mrs. Irey, that the bids for Housekeeping Supplies be awarded as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Attorney McCune recommended that the bids for Collection Services be awarded to Interstate Credit Corporation of Pittsburgh, Pa. REMARKS: It was noted that although the County received two bids at the same cost it has been recommended by Barbara Gibbs, Clerk of Courts, that the bid be awarded to Interstate Credit Corporation as its rate of collection is higher. The second bidder, Collection Service Center, Inc., had previously been utilized by the Clerk of Courts and its rate of collection is 16%. Interstate Credit Corporation states that its rate of collection is 28.5% to 47%. Ms. Gibbs feels that although these are difficult accounts to collect she believes that Interstate Credit Corporation has additional resources to use in the collection of such accounts. above. Attorney McCune recommended that the bid for Envelopes and Stationery be awarded to Badzik Printing Service, Donora, Pa., this being the lowest bid in total meeting the specifications. Moved by Mrs. Irey, seconded by Mr. Burns, that the bid for Envelopes and Stationery be awarded as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr: Ford - Yes. Chief Clerk presented to the Board for their consideration and approval a Youth Alcohol Use Prevention Promotion Grant Application in the amount of $10,000 to be submitted to PennDOT in connection with the Highway Safety Program. The funds will be used primarily to support safe driving programs promoting "Zero Tolerance" for students. above. Chief Clerk presented to the Board for their consideration and approval a one-year bid extension - with Grainger of Pittsburgh, Pa., for the furnishing and delivering of commercial, and industrial commodities. The extension would be effective September 1,1996 through August 31,1997. Moved by Mrs. Irey, seconded by Mr. Burns, approving the one-year bid extension with Grainger as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with AT&T Wireless through CCI Wireless of Monroeville, Pa., for airtime for a cellular phone for the Aging Services van. The cost of the service is $10.95 per month plus airtime charges of 36 cents per minute (peak time) and 16 cents per minute (off peak time). It was noted that this van transports senior citizens throughout the county as well as to medical appointments in Pittsburgh, and it is felt that a cellular phone is needed for the van for safety reasons and emergency situations. above. Bracken Burns, Sr. MUN"UTE BOOK -- ----- BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval a four-year Cable Service and Access Agreement with Cox Communications (Dimension Cable Services) of Washington, Pa., for the ; provision of cable service to the day rooms in the Correctional Facility. The cost of the service is $166.60 per month for the first year. The service fee shall increase by 5% for each year thereafter. There is no cost to the County for the service as all fees will be paid through the Inmate Welfare Fund. Moved by Mr. Burns, seconded by Mrs. Irey, that the foregoing Cable Service and Access Agreement with Cox Communications be tabled pending discussion with the Prison Board. Chief Clerk presented to the Board for their consideration and approval an Agreement in the amount of $47,000.00 with East Finley Township relative to the Hixenbaugh Bridge #26 over Wheeling Creek. Under the provisions of the Agreement the County will abandon the existing structure and East Finley Township will replace the structure and assume ownership of the bridge. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Agreement with East Finley Township as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Chief Clerk presented to the Board for their consideration and approval a Day Care Provider Agreement with Little Peoples Educational Workshop of Pittsburgh, Pennsylvania, for FY96/97. above. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Day Care Provider Agreement as per Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford -Yes. Motion carried unanimously. Chief Clerk presented to the -Board for their consideration and approval the Homeless Assistance Program Pre -Expenditure Plan for FY96/97 in the amount of $161,013.00 to be submitted to the Department' of Public Welfare for funding for homeless prevention, bridge housing, case management and emergency shelter services. It was noted that the plan does not include any named providers at this time. Moved by Mrs. Irey, seconded by Mr. Burns, approving submission of the Homeless Assistance Program Pre -Expenditure Plan for FY96/97 as per above. Chief Clerk presented to the Board for their consideration and approval ratification of the Labor Agreement with the Pennsylvania Social Services Union, Local 668, which covers the employees in the Children and Youth Social Services Department. This is a two-year contract effective January 1,1996 . through December 31,1998. Moved by Mrs. Irey, seconded by Mr. Burns, ratifying the Labor Agreement as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with Kellye Kimberland, a paralegal, to assist Attorney George Anthou in conducting title searches for the Tax Claim Bureau at the rate of $100.00 per title search. above. M. Builders of Brownsville, Pa., for the demolition, disposal and landscaping of the Armstrong property located in East Bethlehem Township (Fredericktown). above. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Agreement with G. M. Builders as per Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request from the Lawrence County Commissioners that the Board adopt a resolution opposing Bell Atlantic -Pennsylvania, Inc.'s proposed increase of residential basic dial tone line charges. It was noted that Bell Atlantic -Pennsylvania, Inc., has submitted a request to the Pennsylvania Public Utility Commission to increase the basic dial tone line charges for its residential customers by between $2.80 and $2.95 per month. Moved by Mr. Burns, seconded by Mrs. Irey, adopting the foregoing Resolution. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously.
