Washington County Commissioners
Washington, PA, September 5, 1996
The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Ford,
Irey and Burns. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk Steno II; Attorney Jim
McCune, County Solicitor; Jill Devine, Assistant Solicitor; Paul Belcastro, Controller; Duane Kavka, Acting
Director of Administration; Marlene Luketich Kochis, Director of Planning; Melanie Thomas Finney, Planning
Commission; Jon Azzarello, Mary Elizabeth Yancosek, Harry Sabatasse and Kirk Holman, interested citizens;
Edward Paluso, Mayor of Charleroi; Ed Hank, former Charleroi Police Chief; Constable Allister Brown of the
Metropolitan Police Department of London, England; Chris Haines, Herald Standard; Jim Jefferson, WJPA; Joe
Smydo, Observer Reporter; Kathy Thomas, Valley Independent; Dennis Bastian, CUTV; Bill Mushrush,
Channel 11-TV; and various bidders.
Chairman Ford called the meeting to order at approximately 10:00 a.m. and noted that Minute No. 546
dated August 22, 1996, would be held in abeyance.
SPECIAL ORDER OF BUSINESS
The Commissioners presented to Constable Allister Brown of the Metropolitan Police Department of
London, England, a certificate of welcome and a county flag. Edward Paluso, Mayor of Charleroi, explained that
Constable Brown has been staying in Charleroi as a guest of former Police Chief Ed Hank who became friends
with Constable Brown during his trips to England. Constable Brown briefly described his work as a guard to the
Royal Family.
(The meeting recessed briefly for the purpose of taking photos.)
PUBLIC COMMENTS
Harry Sabatasse advised the Board of an incident which occurred in Smith Township on August 15th that
was reported to him on August 16th wherein two deputy sheriffs picked up a dog. He stated that the person who
reported this incident to him was very upset because Smith Township has an animal control officer who was also
very upset about this incident. He stated that one of the deputy sheriffs was scheduled to be on duty at Cross
Creek Park for the 3-11 p.m. shift and this incident occurred at 7:30 p.m. He stated that he talked to Chief King
in Smith Township to verify the fact that these officers turned the dog over to Officer Hancock of Smith
Township who subsequently turned the dog over to the Chief of Police. He stated that he is upset for two reasons
as far as the misuse of taxpayers' dollars by the Sheriff's Office in that (1) a deputy sheriff was miles away from
his assigned job site; and (2) the Sheriff's Office picking up dogs which is not within its scope of responsibility.
He stated that the Sheriff's Office should stick to doing its job of transferring prisoners and serving papers and
not expand its duties. He asked the Commissioners if some action could be taken relative to the Sheriff's Office
performing duties outside of its scope and using tax dollars unjustly.

Chairman Ford stated that the Commissioners received notice of Mr. Sabatasse's complaint through Duane
� Kavka, Acting Director of Administration, and that they instructed Mr. Kavka to meet with Chief Deputy Sheriff
o Murray and to prepare an incident report for the Board. He asked Mr. Kavka to report on this matter.

m Mr. Kavka stated that Chief Deputy Sheriff Murray indicated that they were in the area serving papers and
the dog was in the road and they simply picked it up and did what they felt any responsible citizen would have
done and turned the dog over to the police department.

1 Chairman Ford stated that although he would continue to encourage Mr. Sabatasse to report to the
a Commissioners any incidents wherein he feels that taxpayers' dollars are not being spent properly, the fact is the
Sheriff is a duly elected official and although the Commissioners set the Sheriff's budget, they have limited
control over the manner in which the Sheriff discharges his duties.
A lengthy discussion followed between Chairman Ford and Mr. Sabatasse relative to action taken by the
Commissioners earlier in the year to reduce personnel costs for this year's budget. Chairman Ford stated that he
would be happy to further discuss these issues with Mr. Sabatasse after the meeting.
OLD BUSINESS
Attorney McCune recommended that the bids for the Two Ten -Passenger Dual Wheel Small Transit Buses
for Human Services be awarded to Blue Bird Bus Sales of Valencia, Pa., in the total amount of $74,232.00
($37,116.00 each); this being the only bid received in accordance with the specifications.
Moved by Mr. Ford, seconded by Mrs. Irey, that the bids for the Two Ten -Passenger Dual Wheel Small
Transit Buses for Human Services be awarded as per above.

Attorney McCune recommended that the bid for Natural Gas for County Facilities be awarded to Phoenix
Energy Sales Company of Bethel Park, Pa., at the rate of $2.7125 per MCF; this being the lowest responsible bid
received in accordance with the specifications.
REMARKS: It was noted that the Controller's Office verified the accuracy of its clock which was within a couple
of seconds of the National Bureau of Standards.
