Washington County Commissioners
Washington, PA, October 3, 1996
The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Ford,
Irey and Burns. Also being present: Jill Devine, Assistant Solicitor; Linda Hands, Clerk Steno II; Attorney Jim
McCune, County Solicitor; Paul Belcastro, Controller; Bill McGowen, Director of Administration; Duane Kavka,
Director of Human Services; Floyd Laubham, Planning Commission; Mary Elizabeth Yancosek, David Kimenski,
Harry Sabatasse and Norm Celaschi, interested citizens; John Logar, Tax Appeal Board Member; Joseph Gowern,
Canonsburg Borough Councilman; Anthony and Mary Jane Barone of Donora; John "Chummie" Lignelli, Mayor
of Donora; Marie Trozzo, Donora Councilwoman; Bob Dickson, Senior Vice President, Dynamet, Inc.; Chris
Haines, Herald Standard; Jim Jefferson, WJPA; Joe Smydo, Observer Reporter; Kathy Thomas, Valley

Chairman Ford called the meeting to order at approximately 10:05 a.m. and entertained a motion to
approve Minute No. 547 dated September 5, 1996.
Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 547 dated September 5, 1996, be approved as
presented.
Roll call vote taken:
Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes.
Motion carried unanimously.
Chairman Ford entertained a motion to approve Minute No. 548 dated September 19, 1996.
Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 548 dated September 19, 1996, be approved
as presented.

SPECIAL ORDER OF BUSINESS
The Commissioners presented to Bob Dickson, Senior Vice President of Dynamet, Inc., a Proclamation
designating October 6-12, 1996, as Southwestern Pennsylvania Manufacturers Week in Washington County.
The Commissioners presented a Certificate of Recognition to Anthony Barone of Donora on the occasion
of his retirement as a shoe service businessman in the Borough of Donora.
(The meeting recessed briefly for the purpose of taking photos.)
PUBLIC COMMENTS
Joe Gowern, Canonsburg Borough Councilman, stated that he was making a special request on behalf of
the Borough. He explained that the Borough is in dire need of funding to make immediate repairs to the Adams

Avenue Bridge which has been cited by the State. He stated that the Borough has taken provisions to reduce the
weight on the bridge. However, he does not feel that the Borough has time to wait for funding from the State to
as the Borough hopes to have the repairs completed by Thanksgiving. He requested that a meeting be scheduled
between the Canonsburg Borough Officials and the Commissioners as soon as possible in order to discuss this
matter. Chairman Ford stated that on Monday the Board of Commissioners received a written request from
Canonsburg Borough Council relative to this issue and on Tuesday the Commissioners asked the Planning
Commission to review it in order to determine if any Liquid Fuels money would be available for these bridge
repairs. Chairman Ford stated that the Commissioners would respond to the Borough within the next week.
OLD BUSINESS
Attorney McCune recommended that the bids for Food and Staples be awarded to the following vendors
based on the low total per section:
Section I
Canned Vegetables: Canned Soup. Seafood, etc., Canned Fruit - Low bidder Rykoff Sexton,
Pittsburgh Pa., did not supply samples as requested. Award to second low bidder, Alliant
Foods, Freedom, Pa.
Spaghetti and Macaroni Products - Award to low bidder, Deaktor/Sysco, Harmony, Pa.
Cereal and Breakfast Food - Award to Alliant Foods, low bid in total bidding on all items.
Beverage and juices - Low bidder, Deaktor/Sysco, Harmony, Pa., did not bid all items and
two items bid were unacceptable. Award to second low bidder, Alliant Foods, Freedom, Pa.
Condiments, Desserts, jellies and Crackers. Baking and Cooking. Kitchen Supplies - Award to
Alliant Foods, low bid in total providing most items.
Seasonings - Award to Parkway Foods, low bid in total providing all items.
Diabetic and Specialtv Foods - Award on the "per unit" cost to the lowest bid meeting
the specifications which are as follows: Alliant Foods, Freedom, Pa., Bernard Food Ind.,
Valencia, Pa., Parkway Foods, Greensburg, Pa., Rykoff-Sexton, McKees Rocks, Pa.,
and Deaktor/Sysco, Harmony, Pa.
Section II
Bread - Award to Schwebel Baking Co., Pittsburgh, Pa., being the only bid received.
Section III
Ice Cream - Award to OHI Ice Cream, Washington, Pa., being the lowest bid in
total.
Section IV
Dairy Products - Award to Green Valley, Claysville, Pa., being the lowest bid in
total bidding all items.
Section V
Pop - Award to Cameron Coke, Washington, Pa., being the lowest bid in total
bidding all items.
Section VI
Frozen Foods - Award to Alliant Foods, Freedom, Pa., being the lowest bid in total
bidding on all items.

Ms. Devine presented to the Board for their consideration and approval Pennsylvania Commission on
Crime and Delinquency Subgrant Awards for the following projects:
Fast Track Intermediate Punishment Program $69,185.00
Project Period of 10/1/96 to 9/30/97
Washington County School -Based Probation Project $46,404.00
Project Period of 9/1/96 to 8/31/97
Community Service Program/DUI Control System Expansion $31,820.00
Project Period of 11/1/96 to 10/31/97

Ms. Devine presented to the Board for their consideration and approval Day Care Provider Agreements
with the following agencies for FY96/97:

Moved by Mrs. Irey, seconded by Mr. Burns, approving the Day Care Provider Agreements as per above.

Ms. Devine presented to the Board for their consideration and approval submission of the Title IV-E
Independent Living Grant Proposal for the Children and Youth Social Services Department in the amount of
$185,400.00 to the Department of Public Welfare for the period of 7/1/96 through 6/30/97. The funding would
be used to provide supportive services for clients who have reached the age of eighteen to prepare them for self-
sufficiency and an independent life.

Ms. Devine presented to the Board for their consideration and approval the purchase of additional software
and hardware on the Time and Attendance Contract for the Public Safety Department. The total cost of the
additional software and hardware is $12,775.00.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the purchase of additional software and hardware
for the Public Safety Department as per above.

Ms. Devine presented to the Board for their consideration and approval a recommendation to appoint Dr.
William G. Lauda of Washington, Pennsylvania, to the Washington -Greene Drug and Alcohol Planning
Commission.
Moved by Mr. Burns, seconded by Mr. Ford, approving the appointment of Dr. William G. Lauda to the
Washington -Greene Drug and Alcohol Planning Commission as per above.

Motion carried.
REMARKS: Commissioner Irey stated that the reason she abstained from this appointment is due to the fact
that she requested a meeting with Dr. Lauda and has not had the opportunity to meet with him.
Also, she requested a copy of Dr. Lauda's resume from the Drug and Alcohol Office which she
has not received as of this date.
Ms. Devine presented to the Board for their consideration and approval an Agreement with Bell Atlantic
Telephone Company for the placement of two public telephones, one to be located at Mingo Creek County Park
and the second at Ten Mile Creek Park. It was noted that initially the public telephones will be placed at no
charge to the County and will be commission phones; and the County will receive a commission based on the
volume of calls. However, if the volume of calls are not sufficient to maintain service, the County will then be
required to pay $60.00 per month for each telephone. (It was also noted that there is a telephone already at Cross
Creek Park).

Ms. Devine requested authorization to advertise for bids for the following:
1. Security Services at the Washington County Health Center
2. Joint Municipal Purchasing Program - Winter Supplies

Ms. Devine presented to the Board for their consideration and approval an Agreement with the American
Red Cross to provide homeless assistance services to the mentally ill in the amount of $80,000.00 for the period of
July 1, 1996 through June 30, 1997. These funds are provided through the Washington -Greene MH/MR
Program.
REMARKS: Chairman Ford questioned Solicitor McCune as to the status of his written report relating to the
Board's concerns expressed at the last meeting regarding this agreement as well as other Human Services
Authority's agreements. (See Minute No. 548 dated September 19, 1996, page 422, for further reference.)
Solicitor McCune stated that he has reviewed and approved this agreement and that he will be submitting to the
Commissioners in the next few days his recommendations relative to the contracting parties and termination
language in the Human Services Authority's agreements.

per above.

ANNOUNCEMENTS
Ms. Devine announced that the County Offices will be closed on Monday, October 14th, in observance of
Columbus Day.
OPENING OF BIDS
Controller Belcastro opened and read the following bid:
OCCUPATIONAL AND PHYSICAL THERAPY EQUIPMENT FOR THE HEALTH CENTER
1. North Coast Medical, Inc.
187 Stauffer Boulevard
San Jose, CA 95125-1042
This bid stated that the company is unable to participate
using the County's bidding format. However, it would
still like to issue the Health Center as of September 15, 1996,
a 10% or best quantity discount good until September 15, 1997.
It was noted that the bid was not accompanied by the required
bid security.
Solicitor McCune stated that he would review this bid with
Nancy Bielawski, Purchasing Agent.
Moved by Mrs. Irey, seconded by Mr. Burns, to table the foregoing bid for further review.

Chairman Ford welcomed William McGowen, newly appointed Director of Administration, and stated the
