The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners

Chairman Ford called the meeting to order at approximately 10:05 a.m. and entertained a motion to
approve Minute No. 560 dated March 20, 1997.
Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 560 dated March 20, 1997, be approved as
presented.

SPECIAL ORDER OF BUSINESS
The Commissioners presented to Betsy Dane, Administrative Assistant to the Crime Victims' Program, a
Proclamation designating the week of April 13-19, 1997, as Washington County Victims' Week.
Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation.

PUBLIC COMMENTS
Susan Priest, Consultant for the Washington County Library System, appeared before the Board of
Commissioners to state her position related to the Library Referendum ballot question. Ms. Priest said she
assumed the motion taken earlier regarding Item "J" meant that the Board of Commissioners would not vote on
placing the library referendum question on the Primary election ballot. Ms. Priest thanked Commissioners Irey
and Burns for returning her recent phone call and for understanding that the libraries needed time to prepare the
ballot referendum for the November election. She also requested the Solicitor's Office assistance in determining
the time period that the libraries could collect signatures for this referendum. Ms. Priest said she knew the
Solicitor's Office prepared wording for the referendum question and assumed the same wording could be used on
the petitions. Ms. Priest expressed that the libraries requested this referendum because the citizens of Washington
County deserve better libraries. Additionally, Ms. Priest said that library personnel are tired of apologizing for
materials they are unable to provide to the public. Ms. Priest said the libraries thanked the Commissioners (Irey
and Burns) for removing Item "J" from the agenda because it allows for more time before the November election
to properly educate the voters, provided enough signatures are obtained for the referendum.
Commissioner Ford expressed that when Ms. Priest came to thank his two colleagues, she should have
thanked the whole Board of Commissioners. Commissioner Ford told Ms. Priest that he was on the Board four
years prior to his colleagues, and through his efforts in 1993, the library allocation was increased when Bob
Horvath requested his assistance. Also, Commissioner Ford commented that when Mr. Horvath asked him in
January if the Board had any opposition to the library referendum being on the ballot, he said no. Commissioner
Ford further noted that he had no contact with the libraries until he read a newspaper article in which the
libraries complained that the County's legal system "dragged their feet" in helping with the ballot referendum.
Ms. Priest stated that she thanked the two Commissioners for removing Item "J" from the agenda and
thought that Commissioner Ford did not want to remove this item from the agenda.
Commissioner Ford further stated that he only responded to the library's request to put this item on the
agenda. Commissioner Ford said that Ms. Priest needed to be clear as to why this referendum was requested to
be placed on the ballot. Commissioner Ford explained the reason why the referendum question will not appear
on the primary election ballot is because Ms. Priest called his colleagues and requested the ballot referendum be
removed from the agenda. Commissioner Ford expressed that if the library group didn't call his colleagues, the
vote would have been taken, and the libraries would have received what they originally asked for, the ballot
referendum question.

Ms. Priest told the Commissioners that since February the libraries had no intention on placing the
referendum on the Primary ballot but rather on the November ballot.

Commissioner Ford said that this information was never conveyed to him or to Commissioner Burns.
Ms. Priest apologized and said that the Library group made this intention clear at their public meetings
and through the newspaper media.
Commissioner Ford stated that since the Library group did not write a letter to the Board of
Commissioners or convey its position to his colleagues, the Board originally had no opposition. Commissioner
Ford said the only response he heard from the Library group were complaints that the County was acting too
slow.
Mr. Ford ended the conversation by reiterating that he put the ballot referendum item on the agenda
because the libraries originally requested this action to be taken.

Chief Clerk presented to the Board for their consideration and approval a State Contract with Rohrer Bus
Sales of Duncannon, Pa., for the purchase of a 1997 Ford Superduty Omni Bus with wheelchair spaces at a cost of
$42,987.00. This bus would be used at the Washington County Health Center for transporting patients.

Chief Clerk presented to the Board for their consideration and approval the renewal of an Agreement with
the Pennsylvania State Police. This agreement allows the Sheriff's Office and 911 to access criminal records
through the Commonwealth Law Enforcement Assistance Network (CLEAN), the National Crime Information
Center and the National Law Enforcement Telecommunications System. It was noted that there is no cost to the
County for renewal of this agreement.

Sheriff's and 911 Offices as per above.

Chief Clerk presented to the Board for their consideration and approval authorization to solicit letters of
interest and request for qualifications from qualified engineering companies for safety improvements at the
Washington County Airport. This would be in conjunction with a $1.5 million dollar grant award from FAA for
improvement projects at the Airport.

Chief Clerk presented to the Board for their consideration and approval authorization to execute the
application and related documentation required for the submission of the Pennsylvania Department of
Environmental Protection and U.S. Army Corps of Engineers Small Project joint Permit Application. This
permit is required as part of the Wyit Sprowls Bridge Project.

to the Wyit Sprowls Bridge Project.

Chief Clerk presented to the Board for their consideration and approval an Amendment to the Engineering
Contract with Triline Associates of McMurray, Pa., for additional services associated with the acquisition of
property and right-of-ways from the adjacent property owners affected by the reconstruction of the Greer Station
Bridge, Chartiers Creek, Cecil/Peters Townships. The engineering contract is in the amount of $3,912.53.

with Triline Associates as per above.

Chief Clerk presented to the Board for their consideration and approval a budget modification to the
Intermediate Punishment Grant Project. This would be for the change of the original purpose of the consultant
for the Intermediate Punishment Program. It was noted that there will be no change in the overall budget
amount of the grant and the program is supported entirely with State Funds and does not involve any County
monies. The current project period ends on September 30, 1997.
