Chairman Ford called the meeting to order at approximately 10:05 a.m. and entertained a motion to
approve Minute No. 561 dated April 3, 1997.
Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 561 dated April 3, 1997, be approved as
presented.

Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes.
Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
The Commissioners adopted a Proclamation declaring April 20-26, 1997, as "Stroke Awareness Week" in
Washington County.
Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation.

The Commissioners presented to Doug Kovach, Executive Director of Community Action Southwest Head
Start, a Proclamation declaring April 25, 1997, as "Community Action Southwest Head Start Day" in Washington
County.

The Commissioners presented to Alan Wade and Joseph Miller, employees of Washington County,
Certificates of Commendation, for their actions in saving someone by performing the Heimlich maneuver.
William B. Northrop and Park Burroughs, of the Observer -Reporter, presented to the Board of
Commissioners, the first "Open Door Award" to the County for consistently performing its business openly. The
Observer -Reporter personnel recognized the Board's conduct as a fine example of good and open government.
Robert Umstead, Executive Director of the Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution approving the disposition of Parcel No. 1 within the West College Street
Redevelopment Area to the Canon Apartments, L.P., of Canonsburg, Pennsylvania.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the Resolution as per above.

Commissioner Irey introduced Amanda Sirochman, a student from Washington High School, who is
participating in the Young Women's Leadership Training Program.
SOLICITOR
Attorney McCune recommended that the bid for the Auto Dialer for the Public Safety Department be
warded to Dialogic of Franklin, TN in the amount of $15,900.00; this being the only bid received.
Moved by Mr. Burns, seconded by Mrs. Irey, awarding the bid as per above.

NEW BUSINESS
Chief Clerk requested authorization to advertise for bids for Proposals for Office Space. The total amount
of space needed is approximately 10,000 square feet and would be for departments which have hired new
employees and have no space for them and for overcrowding in departments.

for the purpose of providing repair and installation of data and voice communication systems at $600.00 per

Chief Clerk presented to the Board for their consideration and approval the ratification of a grant with the
Pennsylvania Commission on Crime and Delinquency in connection with the Crime Victims/Witness Assistance
Program. The grant will be funded through the Victims of Crime Act and does not involve County funds. The
term of the grant is July 1, 1997 through June 30, 1998.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the ratification of the grant with the Pennsylvania
Commission on Crime and Delinquency as per above.

Chief Clerk presented to the Board for their consideration and approval a travel request for Emil Sasselli,
Laundry Manager at the Health Center to attend an Educational Conference through the National Association of
Institutional Linen Management in Las Vegas, NV on May 31 - June 5, 1997. It was noted that Mr. Sasselli will
pay for his own transportation but is requesting the County to pay the registration fee of $325.00 and lodging
expenses of $89.00/night.
Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing travel request for Emil Sasselli.

Chief Clerk presented to the Board for their consideration and approval a Mon Valley YMCA After School
Grant through the Juvenile Probation Office requesting the County to contribute $15,875.00. This program
would create an alternative to probation and placement in a correctional type facility for delinquent youth in the
Mon Valley area. The Mon Valley United Way will contribute $5,000.00 towards this grant. The anticipated
start date of this grant is July 1, 1997, for a one year period.

for hardware maintenance and support of the Cort Flo Systems.

ANNOUNCEMENTS
Chief Clerk announced that there will be a "Scouting for Food" Campaign held April 14-28, 1997.
Chief Clerk also announced that the "Washington 'Swept Here' Clean Up Day" will be held on April 26,
1997.
