Ford Sr. BOARD OF COUNTY Minute No. 569 COMMISSIONERS INUTE WASHINGTON COUNTY, PENNSYLVANIA Washington County Commissioners Washington, PA, July 24, 1997 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Irey and Burns. Absent being: Commissioner Ford. Also being present: Jill Devine, Assistant Solicitor; Linda Hands, Secretary; Attorney Jim McCune, County Solicitor; Paul Belcastro, Controller; Bill McGowen, Director -of Administration; David Martino, Commissioner Ford's Office; Leigha Shaw, Commissioners' Office; Robert Umstead, Executive Director of the Redevelopment Authority; Melanie Thomas Finney, Planning Commission; Reverend Ray Miles, Washington, Pa.; Jim McGuier, Gregory Lonick, Joseph Abate, and Ronald Paes, Veterans of Foreign War; Mike Boni, Dunlevy Borough; Jaimee Heffner, W & J Track and Field National Javelin Champion; John Luckhardt, W & J Athletic Director and Head Football Coach; Mike Orstein, W & J Track and Field and Swim Team Coach; Chris Haines, Herald Standard; Sandy Trozzo, Observer Reporter; Jim Jefferson, WJPA; Kathy Thomas, Valley Independent; and J.R. Wheeler, CUTV. Chairman Irey called the meeting to order at approximately 10:00 a.m. and introduced Reverend Ray Miles who led the meeting with prayer. Jim McGuier, Veteran of Foreign War, led the Pledge of Allegiance. Chairman Irey entertained a motion to approve Minute No. 568 dated July 10, 1997. Moved by Mr. Burns, seconded by Mrs. Irey, that Minute No. 568 be approved as presented. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS: The Commissioners presented to Jaimee Heffner, W & J Track and Field National Champion in the Javelin Competition, a certificate and plaque recognizing her for her achievement in this event. John Luckhardt and Mike Orstein, coaches at W & J, made some comments. Mr. Umstead, of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution for the Disposition of Parcel Nos. 35 and 30 in the Southpointe Economic Development Project by Hershey Leasing Company. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Resolution with Hershey Leasing Company as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. PENNSYLVANIA 60 (RECESS FOR PHOTOS) OLD BUSINESS Attorney McCune recommended that the bids for Heat Pumps be awarded to Trane Company of Pittsburgh, Pa., this being the lowest bid received in accordance with the specifications. Moved by Mr. Burns, seconded by Mrs. Irey, to award the bid to Trane for the Health Center only for the period of one year only in the amount of $68,510.00. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Solicitor McCune recommended that the bids for the Law Enforcement Uniforms be awarded as follows; these being the lowest bids received in accordance with the specifications: above. Sheriff's Department Petrocelli's Uniforms $29,906.30 Bridgeville, PA Correctional Facility North Eastern Uniforms $44,405.45 Pittsburgh, PA 9-1-1 Center North Eastern Uniforms $13,926.00 Moved by Mr. Burns, seconded by Mrs. Irey, to award the bids for Law Enforcement Uniforms as per Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. NEW BUSINESS Ms. Devine presented to the Board for their consideration and approval an Agreement with Columbia Gas for the purpose of changing the stand-by service from the old jail to the Correctional Facility and to add the Correctional Facility to the natural gas program. It was noted that this will allow the Correctional Facility to realize the same savings as the rest of the county facilities. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Agreement with Columbia Gas as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Ms. Devine presented to the Board for their consideration and approval a the adoption of a Policy and Procedures Manual for purchasing cards that are to be used by county employees who purchase goods and services necessary for county operations on a faster and less expensive basis. Moved by Mr. Burns, seconded by Mrs. Irey, adopting the Policy and Procedures Manual as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Ford, Sr. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Ms. Devine presented to the Board for their consideration and approval a Renewal Agreement between the County and the Southwestern Pennsylvania Regional Planning Commission for the 1997-98 Unified Planning Transportation Work Program. This renewal Agreement covers the cost of the work involved in updating the Long Range Transportation Plan for our region. The cost of this Agreement is $9,500.00 from the SPRPC budget. There is a 20% County share of $1,900.00. It was noted that the Federal government would reimburse the County 80% of this Agreement. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Renewal Agreement between the County and the Southwestern Pennsylvania Regional Planning Commission as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Ms. Devine presented to the Board for their consideration and approval an Agreement between the Washington County Fair Board and Industrial Gasket and Shim/Burns Drilling and Excavating for the removal of fill material from the Fairgrounds. The proposed agreement is beneficial in that the Fair Board has an area whereby removal of the dirt will enhance and improve the Fairgrounds and the contractor will pay the Fair Board .75 cents per ton of material removed. Also, this agreement is recommended conditional of approval of the solicitor and upon submission of the required insurance/permit documentation by the contractor. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Washington County Fair Board Agreement with Industrial Gasket and Shim/Burns Drilling and Excavating as per above. Ms. Devine presented to the Board for their consideration and approval a Casual Day for County employees which would be held on Friday, July 25, 1997, to benefit the Washington County Children and Youth Annual Foster Care Picnic. Moved by Mr. Burns, seconded by Mrs. Irey, approving a Casual Day for County employees to benefit the Children and Youth Annual Foster Care Picnic. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Ms. Devine presented to the Board for their consideration and approval the renewal of the Washington County's Workers Compensation Agreement with Reliance National Insurance Company for the policy year August 1, 1997 to July 31, 1998. The cost of the annual premium is $452,800.00. Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing Renewal Agreement with Reliance National Insurance Company. Motion carried unanimously. Ms. Devine presented to the Board for their consideration and approval a State Contract for the purchase of chairs, tables, and a sound system for the public meeting room at a cost of $11,271.50. Moved by Mr. Burns. Motion died for a lack of a second. Ms. Devine presented to the Board for their consideration and approval the submission of a State Intermediate Punishment Grant for 100% continuation funding by the State to fund salaries and benefits of an Assistant District Attorney and an Assistant Public Defender. The amount of this grant is $69,185.00. Moved by Mr. Burns, seconded by Mrs. Irey, approving the submission of a State Intermediate Punishment Grant as per above. Ms. Devine presented to the Board for their consideration and approval a Contract with the University of Pittsburgh for Mary Heaton and Rebecca Bowers, employees of the Children and Youth Department, to be accepted into the CWEL Program at the University of Pittsburgh. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Contract with the University of Pittsburgh as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Smith in the amount of $389.00 for appraisal in the Charleroi Branch National City Bank (formerly Integra Bank) tax assessment appeal.
