The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Irey,
Burns and Ford. Also being present: Michelle Miller, Chief Clerk; Linda Hands, Secretary; Attorney Jim
McCune, County Solicitor; Jill Devine, Assistant Solicitor; Paul Belcastro, Controller; Bill McGowen, Director of
Administration; Melanie Finney, Planning Commission; George Hutchko, Monongahela Chaplain District 25 of
Veterans, George Eckert, Jr., Forty and Eight; Mary Lynn Spilak, Darla Miller -Pepper, Margaret Jennings, and
Barbara Collins, Aging Services; Linda Harms, Human Services; Rick Wynn, Director of Human Services; Tom
Milarski, Director of MH/MR; Lori Crompton, Commissioners' Office; Jeff Yates and Ron Sicchitano, Emergency

Chairman Irey called the meeting to order at approximately 10:00 a.m. and entertained a motion to
approve Minute No. 573 dated September 18, 1997.
Moved by Mr. Burns, seconded by Mr. Ford, that Minute No. 573 be approved as presented.
Roll call vote taken:
Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes.
Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Commissioner Ford read a Proclamation designating October 6-10, 1997 as Southwestern Pennsylvania
Manufacturers Week in Washington County.
Moved by Mr. Burns, seconded by Mr. Ford, adopting the foregoing Proclamation.
Roll call vote taken:
Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes.
Motion carried unanimously.
Commissioner Burns read a Proclamation designating October 5, 1997, as National Fallen Firefighters
Memorial Day in Washington County.
Moved by Mrs. Irey seconded by Mr. Burns, adopting the foregoing Proclamation.

Motion carried unanimously.
George Coleman, Walter Varner, and Boger Young made some comments regarding National Fallen

The Commissioners presented to Barbara Collins, of Aging Services, a Retirement Certificate for her eight
years of service to the county.
Mrs. Collins made some comments.
(The meeting recessed briefly for the purpose of taking photos.)

PUBLIC COMMENTS
Fran Lubozynski of Washington, an interested citizen, appeared at the Commissioners' meeting to give her
comments on the manner in which the Commissioners portray themselves to the media. The Commissioners
thanked Mrs. Lubozynski for her attendance and suggestions.
OLD BUSINESS
Attorney McCune recommended that the bids for the Frozen Food and Kitchen Supplies be awarded to the
following vendors:
Alliant Food Services, Freedom, Pa.
Bernard Food Industries, Inc., Valencia, Pa.
Cameron Coca-Cola, Washington, Pa.
Carl Colteryahn Dairy, Pittsburgh, Pa.
Green Valley Packing Co., Claysville, Pa.

Attorney McCune recommended to the Board that the bid for the Removal of Underground Storage Tanks
be awarded to Flynn Environmental, Inc. of Washington, Pa., for the amount set forth in their bid.

Attorney McCune recommended to the Board that the big? for Meat Pumps be tabled for further review.

Chief Clerk presented to the Board for their consideration and approval an addendum with Whales Tales
s for the purpose of providing renovation to the Washington County Arden Facility to operate a youth shelter.

Chief Clerk presented to the Board for their consideration and approval the Engineering and
Reimbursement Agreement for the 1997-98 NBIS Bridge Inspection Program. This federally required program
provides for an inventory and inspection of 137 county -owned bridges. The funding ratio is 80% Pennsylvania
Department of Transportation, 20% Liquid Fuels funding. Therefore, it is recommended that the execution of
the Engineering Agreement to conduct the inventory and inspections with Monaloh Basin Engineers in the
amount of $133,110.76 be approved. Also, requested is the authorization for the Chairman of the Board to
execute the Inventory and Inspection Reimbursement Agreement for Federal Highway Projects with the
Pennsylvania Department of Transportation which provides 80% reimbursement from the State to the County for
this program.

month plus tax.

Doyle Tarwater as per above.

Chief Clerk presented to the Board for their consideration and approval to offer free flu inoculations for
all employees from the Courthouse, Courthouse Square, District Justices, Aging Services, Parks, Bridge, Drug and
Alcohol and MH/MR. The cost of each inoculation is approximately $3.00. It was noted that this would not
include the Health Center and Correctional Facility employees because they will receive the inoculation at their
respective facility.

Tri-County Access, Inc. - for the Mon Valley area ($48,400.00)
White Line Bus Company - for Southern Washington County ($48,400.00)
It was noted that these Agreements would be effective for the period of October 1, 1997 through June 30,

transportation purposes under the Welfare -to -Work Transportation Program.

Chief Clerk presented to the Board for their consideration and approval an Agreement between the
County and the Pennsylvania Department of Transportation for the Transportation Coordination/Development
Grant in the amount of $25,000.00. Also, it is requested that a Resolution be signed to authorize the Chairman
of the Board of Commissioners to execute said agreements.

Pennsylvania Department of Transportation as per above.
