PENNSYLVANIA Minute No. 576 Washington County Commissioners Washington, PA, October 30, 1997 The Washington County Board of Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Irey, Burns and Ford. Also being present: Michelle Miller, Chief Clerk; Linda Hands, Secretary; Attorney Jim McCune, Solicitor; Jill Devine, Assistant Solicitor; Paul Belcastro, Controller; Bill McGowen, Director of Administration; Rich Wynn, Director of Human Services; Bonny Levine, Debbie Batley, Washington County Health Center; Mary Lynn Spilak, and Debbie DeStefano, of Aging Services; Greg Lonick and Don Schuam, Veterans of Foreign War; Susan Priest and Bob Horvath, Citizens Library; Robin Salosky and Beth Stroud, Hospice Care staff; John Logar, Tax Appeal Board Member; Sharon Sakowitz, Presbyterian Senior Care; John Williamson, Cross Roads Community Church; Cathy Costantino, Southwestern PA. Area Agency on Aging; a representative from Manor Care Health Services; Chris Haines, Herald Standard; Joe Smydo, Observer Reporter; Kathy Thomas, Valley Independent; J.R. Wheeler, CUTV. Chairman Irey called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 575 dated October 16, 1997. Moved by Mr. Ford, seconded by Mr. Burns, that Minute No. 575 be approved as presented. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented to Susan Priest and Robert Horvath, of the Citizens Library. a Proclamation declaring November 1, 1997, as "National Family Reading Day" in Washington County. Moved by Mr. Ford, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. The Commissioners presented to Robin Salosky and Beth Stroud, of Hospice Care, a Proclamation declaring November, 1997, as "National Hospice Month" in Washington County. Moved by Mr. Burns, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. The Commissioners presented to Elizabeth Todd, R.N. and Mary Eyler, Director of the Greater Pittsburgh Chapter of the Alzheimer's Association, a Proclamation declaring November, 1997, as "Alzheimer's Disease Awareness Month" in Washington County. -- - - Diana L. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. (RECESS FOR PHOTOS) OLD BUSINESS Attorney McCune recommended that the bid for the Cubicle Curtains for the Washington County Health Center to awarded to Caldwell's Windoware, Inc., of Pittsburgh, Pa. in the amount of $16,764.00; this being the lowest bid received in accordance with the specifications. Attorney McCune recommended that the bid for the Drainage Project at the Washington County Airport be awarded to Edward T. Sitarik Contracting, Inc., of Cecil, Pa. in the amount of $10,890.00; this being the lowest bid received in accordance with the specifications. Attorney McCune recommended that the bid for Natural Gas for Washington County be awarded to Columbia Energy Services, of Canonsburg, Pa. for the amount set forth in their bid. Attorney McCune recommended that the bid for Promotional Items for the Highway Safety Department be extended through December 11, 1998 with Young Business Forms, Company of Uniontown, Pa. It was noted that this is in accordance with the bid specifications. Moved by Mr. Ford, seconded by Mr. Burns, awarding the bids for the above -mentioned projects and bid extension as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. (Norm Allen and Francis King entered the meeting.) NEW BUSINESS Chief Clerk requested authorization to advertise for bids for the Purchasing Agent to rebid the furnishing and installation of a terrazzo floor to the lobby of the Courthouse Square Office Building as no bids were received. above. Moved by Mr. Burns, seconded by Mr. Ford, authorizing the Chief Clerk to advertise for bids as per Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - No. Motion carried. Chief Clerk presented to the Board for their consideration and approval an Agreement with Trans Union for the purpose of providing credit reports and search reports for the Domestic Relations Office. ANNOUNCEMENTS Chief Clerk announced that the Agenda Meeting scheduled for 10:00 a.m. on Tuesday, November 25th has been canceled and rescheduled to Wednesday, November 26th at 10:00 a.m. in the 7th Floor Conference Room, Courthouse Square Office Building. Also, the Washington County Board of Commissioner's Meeting scheduled for 10:00 a.m. on Wednesday, November 26th as been rescheduled for 2:00 p.m. on Wednesday, November 26th in the Public Meeting Room, Courthouse Square Office Building. The Retirement Board Meeting will immediately follow the Commissioner's Meeting on November 26th.
