Washington County Commissioners
Washington, PA, November 13, 1997
The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Burns
and Ford. Absent being: Commissioner Irey, who was out of town on county business. Also being present:
Michelle Miller, Chief Clerk; Linda Hands, Secretary; Attorney Jim McCune, County Solicitor; Jill Devine,
Assistant Solicitor; Paul Belcastro, Controller; Bill McGowen, Director of Administration; Joann Metz, Executive
Secretary; Melanie Finney, Planning Commission; George Hutchko, Monongahela Chaplain District 25 of
Veterans; Reverend Elbert Matthews, St. Paul AME Church; Gary Stokum, District Manager of the Washington
County Conservation District; Jim Jefferson, WJPA; Linda Ritzer, Observer Reporter; Kathy Thomas, Valley
Independent; J.R. Wheeler, CUTV and various bidders.
Reverend Elbert Matthews of St. Paul AME Church led the meeting in prayer.
George Hutchko of the American Legion led the Pledge of Allegiance.
Vice -Chairman Burns called the meeting to order at approximately 10:00 a.m. and entertained a motion to
approve Minute No. 576 dated October 30, 1997.
Moved by Mr. Ford, seconded by Mr. Burns, that Minute No. 576 be approved as presented.

Mr. Ford - Yes; Mr. Burns - Yes.
Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Commissioner Burns presented a plaque to Gary Stokum in recognition of the Conservation District being
named the 1996 Goodyear Award recipient its the state of Pennsylvania.
Mr. Stokum made comments relative to the Award and thanked the Commissioners for their continued
support.
(The meeting recessed briefly for the purpose of taking photos.)

Bridge, Ten Mile Creek, Amwell Township and the variance would be the installation of wooden guiderails. It
was noted that this is contingent upon review by the County Solicitor.

a Chief Clerk presented to the Board for their consideration and approval the submission of an application to
the United States Department of Agriculture (USDA) Farm Service Agency to participate in their Conservation
Reserve Program. This program provides annual rental payments to establish long term resource -conserving
covers on previously farmed land. The application will place approximately 140 acres of Cross Creek Park's farm
fields into the Conservation Reserve Program for a period of 10 years. The County would be required to
maintain the area (mow the fields). The County would receive approximately $50,000.00 in rent over the ten year
period.

States Department of Agriculture as per above.

Chief Clerk presented to the Board for their consideration and approval a Causal Day on Friday,
December 5, 1997, to benefit the Leukemia Society.

Chief Clerk presented to the Board for their consideration and approval an Agreement with the State of
Pennsylvania for Supervision Fee Reimbursement for the pe-iod of May to July, 1997. The amount of $54,510.77
will be returned from the State to help offset the cost of Adult Probation salaries, employee benefits and
operational expenses.

Chief Clerk recommended to the Board the following appointments to the Washington County Tourism
Agency:
Mr. Dan Freas, Site Administrator at Meadowcroft Museum, appointed to a one year term
expiring on June 30, 1998. (This is to fulfill the unexpired term of Russell Block)
Ms. Barbara Armenti appointed to a three year term, July 1, 1997 through June 30, 2000.
Mary Elizabeth Yancosek, Marketing Manager of Franklin Mall, appointed to a three year
term, July 1, 1997 through June 30, 2000.
Mr. Keith Sparbanie of West Alexander appointed to a one year term, July 1, 1997 through
June 30, 1998.
Mrs. Judy Wheeler, proprietor of the Rush House Bed and Breakfast, appointed to a three year
term, July 1, 1997 through June 30, 2000.

ANNOUNCEMENTS
Chief Clerk announced that the Agenda Meeting scheduled for 10:00 a.m. on Tuesday, November 25, 1997
has been canceled and rescheduled to Wednesday, November 26, 1997 at 10:00 a.m. in the 7th Floor Conference
Room Courthouse Square Office Building and the Washington County Board of Commissioners Meeting
scheduled for 10:00 a.m. on Wednesday, November 26 has been rescheduled for 2:00 p.m. on Wednesday,
November 26 in the Public Meeting Room, Courthouse Square Office Building. The Retirement Board Meeting
will immediately follow the Commissioners' Meeting on November 26th.

(1997 County Tax)
Attorney McCune presented to the Board for their consideration and approval an Agreement with James
R. Fazzoni. In this Settlement Agreement, the parties agree that Washington County would pay Mr. Fazzoni
$42,000.00 in full settlement of all claims presented in the James R. Fazzoni v. Kathy M. McCullough -Testa and
County of Washington case filed in the U.S. District Court.
