Minute No. 430
Washington County Commissioners
Washington, PA, January 7, 1993
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Ford. Also being present:
Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II;
Controller Belcastro; Ron Barshick, Director of Mental Health/Mental Retardation; Jon
Stevens, Observer -Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; and
Richard M. Esposito of Atlas Alloys Company, Inc.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 429.
written.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 429 as

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Pharmacy Agreement with Medical Arts Pharmacy for the Washington County
Health Center. This Addendum increases the total annual amount from $100,000.00 to
$125,000.00, retroactive to November 1, 1992, in order to cover the increasing cost of
pharmaceuticals.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the
Pharmacy Agreement as per above.

appointments and reappointments.

Chief Clerk presented to the Board for their consideration and approval a
Price Adjustment to the Maintenance Contract with Unisys Corporation for the to
maintenance to the terminals and printers that were purchased with the Unisys 5000/95
machine and which are currently being used with the new Unisys 6000 computers. The
price adjustment is increased from $611.70 to $658.88 per month, effective February 1,
1993, which represents an increase of $47.18 per month.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Price Adjustment
to the Maintenance Contract with Unisys Corporation as per above.

Chief Clerk presented to the Board for their consideration and approval a
request to authorize the Purchasing Department to become a subscriber to the newly
created L3P Program operated through the Pennsylvania League of Cities and
Municipalities in partnership with the Pennsylvania Department of General Services.
This will allow the County to continue to take advantage of the Cooperative Purchasing
Program offered by the State. There is a cost of participation of $50.00.
Moved by Mr. Petrosky, seconded by Mr. Ford, authorizing the Purchasing
Department to become a subscriber to the newly created L3P Program as per above.

Chief Clerk presented to the Board for their consideration and approval the
following new agreements relative to the JTPA Program for the period of January 8
through June 30, 1993:

Purpose: Allows for the addition of one dislocated worker participant
in the business administration associate degree program.
Community Action
Southwest IIA Classroom Training 150 $4,500.00
Purpose: Provides for a short-term program on test taking and interviewing
skills for civil service. This program is geared to prepare
applicants to the new corrections facilities in Greene County.
The total to be served is a maximum. The cost per person is
$30.00.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the JTPA Agreements
as per above.

Chief Clerk presented to the Board for their consideration and approval a
request from District Justice Dutton to establish a Petty Cash Fund for his office in
the amount of $50.00. It was noted that this request has the approval of Judge Gladden
and Controller Belcastro.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the establishment of a
Petty Cash Fund for District Justice Dutton as per above.
