FORD, COMMISSIONERS Minute 111o. 431 Washington County Commissioners Washington, PA, January 14, 1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara and Petrosky. Absent being: Commissioner Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Senator J. Barry Stout; Lou Lignelli, Director of Administration; Brian Bark, 911 Coordinator; Linda Bell, Assistant Director of JTPA; Bracken Burns, Director of Emergency Services; Floyd Laubham, Planning Commission; Billie Jane Morris, Ambulance and Chair; Don Cassson of Donora; Michele Petronka, 1992 Miss Pennsylvania Queen of Charity, and contestants for the 1993 Miss Pennsylvania Queen of Charity; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Kris Schiffbauer, Herald Standard; and representatives of volunteer fire departments. Chairman Mascara called the meeting to order at approximately 10;10 a.m. and entertained a motion to approve Minute No. 430. written. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving Minute No. 430 as Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS State Senator J. Barry Stout and the Commissioners presented checks to nine Quick Response Squads, each in the amount of $2,600.00. The funds, which were made available through the Legislative initiative Program, will be used by the local fire departments for the purchase of Automated External Defibration equipment. The AED equipment enables the Quick Response Squad to begin cardiac care as soon as they arrive on the scene, greatly improving the chance of survival for the rural patient. The volunteer fire departments that received the funds include Bentleyville, Claysville, East Bethlehem Township, Elrama, Lone Fine, McDonald, Midway, Morris Township and Mount Pleasant. Representatives of Hanover and West Alexander volunteer fire departments were not present to receive their funds•. The Commissioners presented Certificates to the following contestants of the 1993 Miss Pennsylvania Queen of Charity Contest; Dyan Litvany, Shannon Boyd, Elisha Bridges, Nicole Karbowsky, Any Cicci, Holly Lemovich, Victoria Dryburgh and Bobbi Jo Wagett, and also recognized Michele Petronka, the 1992 Queen. Atlasburg, PA Veterans - $ 4,171.50 Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bids as per above; these being the lowest bids received in accordance with specifications. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Elections Supplies continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Mascara, to continue to table the bids as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media News Releases relative to the following projects: 1. Fallowfield Township (Van Voorhis) Waterline Project 2. Washington County Housing Authority's participation in national scholarship competition sponsored by PAHRA NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Resolutions indemnifying the Commonwealth of Pennsylvania, Department of Transportation, from any liability in connection with any possible claims that may occur relative to the variance from the normal width requirements for the Gray Bridge and Martins Mill Bridge located in West Finley Township. per above. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Resolutions as Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval the following Board appointment: RETIRED SENIOR VOLUNTEER PROGRAM/WASHINGTON, GREENE AND FAYETTE COUNTIES ADVISORY COUNCIL BOARD Appointment of: Mary Lynn Spilak - Washington, PA (County's Representative replacing Francis Pettit) Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing Board appointment. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to authorize a five-year contractual agreement with Bell of Pennsylvania for the County's Enhanced 911 Service. This Agreement will put Washington County on the Bell of Pennsylvania 911 implementation schedule. The estimated costs for the 911 service are $314,805.00 (non -recurring cost) and $13,002.00 per month (recurring cost). Payment and billing will occur after 911 service is implemented in Febuary of 1994. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Bell of Pennsylvania Agreement as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to authorize an Extension to the Agreement with RBA Professional Data Systems for the purpose of continuing the time share Agreement to serve Domestic Relations. This Agreement will be on a month -to -month basis at the same cost of $4,832.00 per month. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Extension to the Agreement with RBA Professional Data Systems as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Proclamation declaring January, 1993, as "Volunteer Blood Donor Month". Agreement with Dean Institute of Technology for the provision of classroom training in Electrical Technology for one student. This Agreement would be funded from the Coal Miner funds. The total contract costs would be $4,076.00 and the term would be January 15, 1993 to June 30, 1993. 2. Agreement with Professionally Yours, Inc., for the provision of classroom training in accounting/bookkeeping for one participant. The contract total will be $5,280.00 and will be funded from the Coal Miner Grant. The contract term will be January 15, 1993 to June 30, 1993. 3. Modification to the Title IIA Agreement with R.D.P. Consulting Services. The Agreement provides for case management for GED clients at the Valley View and Highland Terrace Projects. The Agreement needs to be increased from $10,600.00 to a new total of $17,133.00. The purpose of the increase is to allow for the addition of a Project Manager/Caseworker. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Agreements and Modification as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the Coroner's Office: 1. A revised Fee Schedule that will be charged by Allegheny County for surrounding counties for professional services. These new rates will be effective January 15, 1993: Complete Autopsy $600.00 External Examination $300.00 Expert Testimony $400.00 2. Due to the position of Chief Deputy Coroner being unfilled and in lieu of filling that position, authorization for the Coroner to call upon some of the deputies that he has in the field and pay them on a per call basis at a rate of $75.00 per case. This practice would only be done in the Coroner's absence and would possibly constitute an estimated 50 calls per year. 3. Fee Schedule for Diener services to be increased from $50.00 to $100.00 per autopsy. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Coroner's Office items as per above. ANNOUNCEMENTS Chief Clerk announced that the County Offices would be closed on Monday, January 18, 1993, due to the Martin Luther King Day holiday.
