FORD, COMMISSIONERS It Minute No. 442 Washington County Commissioners Washington, PA, April 1, 1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Kathy Emery, Assistant Solicitor/Director of Employee Relations; Controller Belcastro; Chris Brady, Court Administrator; Linda Hands, Clerk -Steno II; Duane Kavka, Director of Human Services; Betsy Dane and Alice Lohr of The CARE Rape Crisis Center; Dr. Barry Parks, Pat Jessop, Joan Barale and Joanne Puskarich of the Health Center; Warden Joe Pelzer and Bill Myers of the Jail; Bob Taylor of the Parks Department; Jerry Pellegrini and Bill Bardella of the Garage; Dave Suski and Bill Prentice of Maintenance/Housekeeping; Ken Krupa and Ed Sukal of the Airport; Deputy Sheriff Pat Puskarich; Bracken Burns, Jeff Yates and David Smith of Emergency Services; employees of the Bridge Department; Floyd Laubham, Planning Commission; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Chris Enzerra, Herald Standard; Kathy Thomas, Riverview Weekly; and representatives of Work America. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 441. written. Moved by Mr. Petrosky, seconded by Mr. Ford, approving Minute No. 441 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Mascara entertained a motion to adopt a Proclamation declaring the month of April as "Sexual Assault Awareness Month". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing 0 Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Betsy Dane, Prevention/Education Coordinator of The CARE Rape Crisis Center. The Commissioners presented Certificates of Appreciation and T-shirts to County Employees who worked during the Blizzard of '93 which included the following departments: ! W. Curry Company, Pittsburgh, PA Diskriter, Inc., Pittsburgh, PA General Binding Company, Northbrook, IL G. W. Wylie, Washington, PA J. D. Hamco, Meadowlands, PA Mt. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the following bids continue to be tabled for review: 1. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Addendum to the Children and Youth Provider Agreement with Try -Again Homes, Inc., which increases the contract authorization amount from $150,000.00 to $300,000.00 for the provision of placement services for FY92/93. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented,to the Board for their consideration and approval an Agreement with the Washington County Housing Authority to provide homeless case management services under the Case Management Program for the period of March 1, 1993 through June 30, 1993, in an amount not to exceed $5,000.00, payable under the Human Services Development Fund. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Public Welfare for the placement of patients discharged from Mayview State Hospital into community group homes through the Mental Health/Mental Retardation Program for FY93/94. The total contract amount is $1,110,100.00 with no County match required. The State will provide $980,100.00 and the remaining $130,000.00 will be provided through various fees. above. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with Mike Milvak for the purpose of housing a Sheriff's vehicle for use by the Deputy Sheriff on duty at Cross Creek Park at a cost of $75.00 per month, effective April 1, 1993. Chief Clerk presented to the Board for their consideration and approval submission of an Application and Grant Agreement to the Pennsylvania Emergency Management Agency for funds from the Hazardous Material Response Fund. The grant application is in the amount of $63,600.00 which would match local funds in the amount of $43,600.00 which have already been collected by the Emergency Services Department under the provisions of Act 165 which allows the collection of chemical planning and reporting fees from industries manufacturing or using hazardous chemicals. The funds will be used to purchase satellite communications equipment, funding for a SARA Planner position and for training, equipment and supplies. Chief Clerk presented to the Board for their consideration and approval an Agreement with Mary Ann Lowery of Canonsburg, Pennsylvania, for the provision of barber and beautician services at the Washington County Health Center for the period of May 1, 1993 through April 30, 1996, as follows: above. Year One - $775.00 per month x 12 = $9,300.00 per year Year Two - $790.00 per month x 12 = $9,480.00 per year Year Three - $805.00 per month x 12 = $9,660.00 per year Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval a Sublease Agreement with the Washington County Redevelopment Authority for office space in Courthouse Square. The term of this lease is from January 1, 1993 through December 31, 1993. The monthly rental rate is calculated at $11.00 per square foot.
